Annual Meeting Minutes 2004

Minutes of the annual meeting of the Shannon Town Council held in the Oakwood Arms Hotel on Mon June 21st 2004.

Comhairle Bhaile na Sionna (Shannon Town Council)

Minutes of the first annual meeting of the members of the Shannon Town Council following the Local Elections of June 11th 2004 which was held in the Loughnane Suite in the Oakwood Arms Hotel at 6.30 P.M. on Monday June 21st 2004.

The outgoing Méara Bhaile, Cllr. Seán Hillery presided at the opening of the meeting.

Present were Cllrs. Mulcahy, McCarthy, Flynn, Lambert, McLoughlin, McKee and McMahon.

Also in attendance were Mr. Gerard Dollard Town Manager and Tomas Mac Cormaic Town Clerk.

Apologies from the County Manager, Mr. Alec Fleming.

9/6/04 Record of Elected Members

The Town Clerk read into the record the names and party affiliations, where appropriate, of members elected in order of their election.

10/6/04 Election of Méara Bhaile

It was proposed by Cllr. McMahon and seconded by Cllr. Mulcahy " that Cllr. Greg Duff be elected Méara Bhaile"
It was proposed by Cllr. McCarthy and seconded by Cllr. Hillery "that Cllr. Geraldine Lambert be elected Méara Bhaile".
Following a roll call Cllr. Duff was elected by five votes to four.
Cllrs. Duff, Flynn, McLoughlin, McMahon and Mulcahy voted for Cllr. Duff and Cllrs. Hillery, Lambert, McCarthy and McKee voted for Cllr. Lambert.

Cllr. Duff then took the Chair and presided over the remainder of the meeting.

11/6/04 Election of Leas Méara Bhaile

It was proposed by Cllr. McLoughlin, and seconded by Cllr. Flynn. "that Cllr. Tony Mulcahy be elected Leas Méara Bhaile."
As there were no other proposals Cllr. Mulcahy was declared Leas Méara Bhaile.

12/6/04 Appointment of Two Delegates to A.M.A.I.

It was proposed by Cllr. McKee, seconded by Cllr. McCarthy and resolved;
"that the two delegates appointed to the A.M.A.I. serve as delegates for five years, until after the next Local Elections."
It was also proposed by Cllr. McKee, seconded by Cllr. McCarthy and resolved; "that both delegates to the A.M.A.I. be elected together"
Cllr. McLoughlin was proposed by Cllr. Mulcahy and seconded by Cllr. McMahon.
Cllr.McCarthy was proposed by Cllr. McKee and seconded by Cllr. Lambert.
Cllr. McMahon was proposed by Cllr. McLoughlin and seconded by Mulcahy.
As there were three propositions for the two positions and as some difficulties arose regarding the selection procedure it was proposed by Cllr. Mulcahy, seconded by Cllr. McMahon and resolved; "that the selection of these two delegates be postponed until the July meeting and in the meantime legal advice be sought regarding the procedures."

13/6/04 Representation on Shannon Airport Marketing Consultative Committee

As Cllr. McKee had been appointed as the Town Council representative on this committee in January 1996 to serve on the Committee for the life of the Committee this item should not have been on the agenda.

14/6/04 Chairperson of Environment and Community Affairs Committee

Following the proposal of Cllr. Lambert for this position by Cllr. Flynn and Cllr. Lambert declining and Cllr. Flynn being proposed by Cllr. McKee who also declined the position it was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
"that Cllr. Seán McLoughlin be selected as Chairperson of the Environment and Community Affairs Municipal Policy Committee"

15/6/04 Chairperson of the Industrial, Tourism and Development Committee

It was proposed by Cllr.McLoughlin, seconded by Cllr. Mulcahy and resolved;
"that Cllr. McMahon be selected as Chairperson of the Industrial, Tourism and Development Municipal Policy Committee".

16/6/04 Council Representation on M.P.Cs

Cllrs. Hillery, McCarthy, Lambert and, Mulcahy volunteered to serve with Cllr. McMahon on the Industrial, Tourism and Development Municipal Policy Committee."
Cllrs. Flynn and McKee volunteered to serve with Cllr. McLoughlin on the Environment and Community Affairs Municipal Policy Committee."
