Minutes of the December Monthly Meeting of the Shannon Town Council held
in the Shannon Town Hall on Tuesday December 5th 2006 at 6.30 p.m.
Councillor Tony McMahon. Meara Bhaile, presided.
Present were Councillors, Flynn, McCarthy, Lambert, McKee, McLoughlin,
Duff, Hillery and Mulcahy
In attendance : Mr. Gerard Dollard – Town Manager, and Tomás
Mac Cormaic - Town Clerk
2/12/06 Minutes of November Monthly Meeting
Proposed by Cllr. Flynn, seconded by Cllr. Hillery and resolved;
“ that the minutes of the November monthly meeting of the Shannon
Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday November
7th 2006, having been circulated, be adopted and signed by the Meara Bhaile.”
3/12/06 Correspondence
- The Manager informed the members that a Tax Incentive Scheme for the
conversion of areas overhead shops into living accommodation units is
in operation. He invited the members to notify him as soon as possible
if any such premises exist in Shannon.
- A “thank you letter” from Clare Haven Services for the
Community Grant of €500.00 was noted.
- Notification of the Annual Spring A.M.A.I. Seminar was noted.
It was proposed by Cllr. Lambert, seconded by Cllr. Flynn and resolved;
“that the two official delegates, to the A.M.A.I, Cllrs. McLoughlin
and McMahon, attend this seminar.”
- Notification of a conference on “The Role of the Regions in
implementing the NDP 2007 – 2013” organised by Mid Western
Regional Authority was noted.
- A motion adopted by Ennis Area Councillors in relation to the siting
of a national conference centre in the Ennis Area was noted.
- Motions adopted by Portlaoise Town Council relating to the location
of MASTS and from Mullingar Town Council relating to school books were
noted.
4/12/06 Reports from M.P.C.s
Cllr. Flynn from the Industrial, Tourism and Development Committee will
bring a formal proposal before the January meeting of the Town Council
for the marketing of the Shannon Web Site and the destiny of finance raised
from this source.
Cllr. Lambert, from the same M.P.C. hopes to have a draft Newsletter
circulated to members for their comments very shortly so that the Newsletter
can be circulated, in hard copy, to residents of the town.
Cllr. Duff from the Environment and Community Affairs Committee hopes
to have made more progress on the St. Patrick’s Day Parade by the
January meeting. He hopes to have this Parade “inclusive”
so that non Irish Nationals can be encouraged to participate. He also
hopes to have the back-drop for the reviewing stand designed by schoolchildren.
He also hopes to recruit a Television/Radio Personality for the day.
5/12/06 Report from Area Council Meeting
A written report on matters relevant to Shannon Town discussed at the
November Shannon Area Council Meeting was read by the Meara Bhaile. This
information is available on the Shannon Web Site.
6/12/06 Footpath to Industrial Estate
Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request Clare County Council to urgently
put in place a new footpath on the section of the N.19 to the rear of
Shannon Airport House. This footpath is used by a substantial amount of
people to access their place of employment and the old slabs are now in
a dangerous state and could lead to serious injury.”
Cllr. Flynn acknowledged that he has a commitment that this work will
be done.
7/12/06 Affordable Houses in Cluain Airne
Proposed by Cllr. Flynn, seconded by Cllr. McKee and resolved;
“that Shannon Town Council request the housing section of Clare
County Council to put in place a Consultation Process for the residents
of Cluain Airne following the announcement that 40 affordable houses would
be built in the area to the rear of Cluain Airne.” While it was
acknowledged that this consultation process would take place in due course
the housing department would be asked to circulate a leaflet to each house
in Cluain Airne advising the residents that this consultation process
would take place.
8/12/06 Road Markings
Proposed by Cllr. McKee, seconded by Cllr. McCarthy and resolved;
“that all road markings be renewed, where necessary, within the
town.”
9/12/06 Soccer Development Officer
Proposed by Cllr. McMahon, Seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council call on Clare County Council to make
financial provision in the 2007 budget for assistance towards the cost
of an F.A.I. Development Officer to work with soccer clubs in Shannon
developing the sport.”
10/12/06 January Meeting
Proposed by Cllr. Lambert, seconded by Cllr. Flynn and resolved;
“that the January monthly meeting of the Town Council be postponed
until Tuesday January 9th 2007 at 6.30 p.m.”
