Minutes of the December monthly meeting of the Shannon Town Council held
in the Shannon Town Hall after the 2005 Budget Meeting on Tuesday December
7th 2004.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McKee, O’Loughlin,
Mulcahy, and McMahon.
In attendance : Mr. Ger Dollard - Town Manager and Tomás
Mac Cormaic - Town Clerk.
Apologies from Cllr. Hillery.
1/12/04 Minutes of November Monthly Meeting
Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
“That the minutes of the November monthly meeting of the Shannon
Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday November
2nd 2004, having been circulated, be adopted and signed by the Méara
Bhaile.”
2/12/04 Correspondence
1. A letter from the Department of Enterprise, Trade and Employment relating
to the future of Shannon Development Co. was read and noted. The members
asked that this matter be referred back to the Minister because of the
change in the plans to relocate the headquarters of Enterprise Ireland
in Shannon.
2. An email from the Residents Association of Cluain Lia, Ros an Óir,
Carraig Donn and Rí na Rí which had been circulated was noted.
3. A letter to Deputy Tony Killeen from the Mid Western Health Board relating
to Chiropody services in Shannon was read and noted.
4. A letter from Clare Haven Services Ltd. was read and noted.
5. A letter from Balbriggan Town Council seeking support for a resolution
adopted by that Council relating to unaccompanied minors seeking political
asylum in Ireland was read and noted. The Shannon Town Council were unanimous
in rejecting this resolution.
6. A notice of motion from Muinebheag Town Council relating to FÁS Community
Employment Schemes was read and noted.
3/12/04 Reports from MPC Chairpersons
Cllr. McMahon will have a report from his committee at the next meeting.
Cllr. McLoughlin informed the meeting that the non elected members of
his committee were Deirdre O’Donnell from the Shannon Ladies Club
and Michael Harrison from Cronan Environmental Group. He congratulated
the Shannon Tidy Towns Committee on getting 3rd place in the Clare
in Bloom competition and on winning the Cathaoirleach’s Award. He
sent best wishes to Tess Barry who is to undergo surgery in the near future.
Plans are continuing for the St. Patrick’s Day Parade which will
again commence in Wolfe Tones Car Park. The location for the viewing stand
has not yet been resolved.
4/12/04 Lighting on Upper Concrete Road in Drumgeely
Proposed By Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“That Shannon Town Council request Clare County Council to install
new lighting on the upper concrete road in Drumgeely.”
5/12/04 Flooding in Fearnóg
Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
“That Shannon Town Council request Clare County Council to remedy
the problems caused by flooding outside house numbers 26 and 27 Fearnóg.”
6/12/04 Maintenance of estates prior to take over by County Council
Proposed by Cllr. Lambert, seconded by Cllr. Flynn and resolved;
“That Shannon Town Council call on Clare County Council to ensure
that all housing developments are maintained by the builders/developers
in a satisfactory condition until they are taken in charge by the Council.”
The Manager informed the meeting that Clare County Council had been making
progress in this area and have appointed an Engineer who, as part of his
role, will be inspecting developments and ensuring that developers conform
to the terms of their planning permission.
7/12/04 Third Level Maintenance Grants.
Proposed by Cllr. Lambert and seconded by Cllr. McCarthy and resolved;
“That the delay in paying maintenance grants to third level students
is placing unnecessary strain on families and Shannon Town Council requests
these to be paid at, or soon after, commencing of college year.”
In reply to this motion the Manager said that grants are paid by Clare
County Council to third level students on the last week of September or
the first week in October provided the applications are received on time
and are properly completed. Delays are caused by incorrectly completed
or late applications. Students should be advised to ensure that their
applications are submitted on time and properly completed.
8/12/04 Signs for location of An Post Parcel Collection Depot in Smithstown
Proposed by Cllr. McMahon, seconded by Cllr. Flynn and resolved;
“That An Post place temporary conspicuous signs immediately and
adequate signs later to indicate the location of the parcel collection
depot in Smithstown.”
