Minutes of the November 2007 Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday November 6th 2007 at 6.30 p.m.

1/11/07 Minutes of Community Grants Meeting.
Proposed by Cllr. Mulcahy seconded by Cllr. Flynn and resolved;
“that the minutes of the meeting to allocate the 2007 Community Grants held in the Shannon Town Hall at 5.30 p.m. on Tuesday October 2nd 2007, having been circulated, be adopted and signed by the Meara Bhaile.”
2/11/07 Minutes of Meeting with Cluain Airne Residents
Proposed by Cllr. McKee seconded by Cllr. Hillery and resolved;
“that the minutes of a meeting between Shannon Town Council and representatives of Cluain Airne residents held in the Shannon Town Hall at 6.00p.m. on Tuesday October 2nd 2007, having been circulated, be adopted and signed by the Meara Bhaile.”
3/11/07 Minutes of October Meeting
Proposed by Cllr. Lambert, seconded by Cllr. Flynn and resolved;
“that the minutes of the October monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday October 2nd 2007, having been circulated, be adopted and signed by the Meara Bhaile.”
4/11/07 Correspondence
- A letter from the Department of Education acknowledging a resolution from this Council in relation to a school bus service was noted.
- A letter from Monaghan Town Council in relation to “Community Child Care Subvention Scheme” was noted.
- Letters from Wexford Borough Council, Kildare County Council and Kinsale Town Council supporting the action to have the Heathrow Slots re-installed were noted.
- The members were notified that the Planning Department of Clare County Council would brief them on proposals for TC2 and TC3 at a special briefing session to be held in the Shannon Town Hall at 6.30 p.m. on Wednesday November 14th 2007.
5/11/07 Shannon Area Council.
The Meara Bhaile read a report on matters concerning Shannon Town which were discussed at the October Shannon Area Council meeting. All this information is available on the website.
6/11/07 Reports from M.P.C. Chairs.
Cllr. Flynn noted that the Banner Housing Association were holding a seminar in the Templegate Hotel on Thursday November 15th dealing with Social Housing. The seminar opens at 10 a.m., Cllr. Duff told the meeting that Paddy Halton has been invited to be Grand Marshal at the St. Patrick’s Day Parade, the reviewing stand for the parade will have to be in a different location than previous years because of the construction of the new oratory, his committee are endeavouring to get young people involved in the organisation of this years parade, the current bank account shows credit of €359.00 and the next meeting is scheduled for Tuesday November 20th at 7.30 p.m.
7/11/07 1956 Gaming and Lotteries Act Part III
The process for rescinding Part III of the Gaming and Lotteries Act has been set in motion. Advertisements indicating the Council’s intentions will be published on November 8th 2007 in both the Irish Independent and the Clare Champions.
The resolution to rescind the section of the Act will be put before the Council at the January meeting.
8/11/07 2008 Budget Meeting
Proposed by Cllr, Lambert, seconded by Cllr. McKee and resolved;
“that the 2008 Annual Budget Meeting of the Shannon Town Council be held in the Shannon Town Hall at 6.30 p.m. on Tuesday December 4th 2007 to be followed immediately by the December monthly meeting.”
9/11/07 Roundabout at Bothar Mor [ Bothar na Luachra
Proposed by Cllr. Flynn, seconded by Cllr. Duff and resolved;
“that Shannon Town Council support the call for a roundabout on Bothar Mor and Bothar na Luachra junction due to the many accidents that occur there.”
10/11/07 Shannon Health Centre
Proposed by Cllr. Flynn, seconded by Cllr. Hillery and resolved;
“that Shannon Town Council invite a representative from HSE to a meeting in relation to the level of services provided in Shannon Health Clinic.”
11/11/07 Town Centre Parking Problems.
Proposed by Cllr. Lambert, seconded by Cllr. Flynn and resolved;
“that Shannon Town Council ask Shannon Town Centre Co. to ensure safety measures in the car parks by having a one-way traffic system in the surface car park and ensuring trollies are parked safely in all car parks.
In addendum to this resolution was proposed by Cllr. Flynn, seconded by Cllr. Mulcahy and unanimously resolved;
“that Shannon Town Council invite the Manager of the Town Centre Company to a meeting to respond to problems being experienced by members of the public.”
12/11/07 Liosta na Laochra.
Proposed by Cllr. Lambert, seconded by Cllr. McMahon and resolved; “that Barbara Mulcahy be considered for a Liosta na Laochra awards as she is retiring this year from her work with the Scouts after giving 27 years voluntary service to the organisation.”
13/11/07Autonomy for Shannon Airport and Heathrow Slots
Proposed by Cllr. McMahon;
“that Shannon Town Council demand of the government that Shannon Airport Authority be given autonomy, debt free, with adequate financial support and use it’s share in Aer Lingus to include an allocation of Heathrow Slots from other airports.”
An amendment to this proposal was made by the Meara Bhaile Cllr. Sean McLoughlin, seconded by Cllr. Lambert, accepted by Cllr. McMahon and unanimously resolved;
(a) “that Shannon Town Council demand of the government that Shannon Airport be given autonomy, debt free, with adequate financial support.”
and (b) “that the government purchase four Heathrow slots from G. B. Airlines and ring-fence them for Shannon Airport.”<
14/11/07Driving Testing
Proposed by Cllr. McMahon, seconded by Cllr. Duff and resolved;
“that Shannon Town Council call on the Department of the Environment to ensure that all provisional licence holders awaiting tests in Shannon are facilitated with an opportunity to complete their driving test before new laws come into place in June 2008.”
