Shannon Town Council Meeting Minutes November 2006

Minutes of the November Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday November 7th 2006 at 6.30 p.m.

Councillor Seán McLoughlin, Leas Meara Bhaile, presided.

Present were Councillors, Flynn, McCarthy, Lambert, McKee, Duff, Hillery and Mulcahy
In attendance : Mr. Gerard Dollard – Town Manager, and Tomás Mac Cormaic - Town Clerk
Also in attendance were Marie Woods and Auriol Considine from Clare County Council Planning Department.

Apologies from the Meara Bhaile,Cllr. Tony McMahon..

Opening the meeting the Leas Meara Bhaile congratulated Wolfe Tones G.A.A. Club on their recent achievements in winning the Clare Senior Hurling Championship, the Senior Hurling League for the Clare Champion Cup, the Minor A County Football Championship and the Junior B County Football Championship, he included Cllr. Tony Mulcahy as one of the mentors of the Senior Hurling Team in these congratulations.

1/11/06 Minutes of October Monthly Meeting.

Proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved;
“that the minutes of the October monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday October 3rd 2006, having been circulated, be adopted and signed by the Meara Bhaile.”

2/11/06 Correspondence.

  1. A resolution adopted by Kilrush Town Council relating to Ennis General Hospital was noted.
  2. A resolution adopted by Clones Town Council relating to the National Youth Development Project was noted.
  3. An email from Lester Sargent, Chief of Police in Elizabeth, New Jersey stating that he will be in the vicinity with a group on Saturday November 11th was noted.
  4. A letter from Duchas na Sionna including a preliminary report on green spaces in Shannon 2006 was noted. Copies of this preliminary report would be circulated to each member.
  5. A copy of the September issue of the A. M. A. I. Newsletter was circulated to the members.

3/11/06 Briefing on Planning Policies and an overview of plans for Shannon.

The representatives of the Clare County Council Planning Department gave a brief outline of Planning Policy including an overview of planning in the pipe-line for Shannon including an update on the South Clare Plan in relation to Shannon with particular reference to TC2 and TC3.
An update on the South Clare Plan will be circulated to each member of the Council when available.
A weekly list of planning applications will be sent to the Town Clerk for circulation to the members. It may not be possible to confine this list to planning applications within the Shannon Area.
It was also proposed by Cllr. Flynn, seconded by Cllr. McLoughlin and resolved;
“that Clare County Council Planning Department be requested to give a quarterly presentation to the Shannon Town Council on planned developments within the town.”

4/11/06 Reports from M.P.C.

Councillor Duff reported on plans for the St. Patrick’s Day Parade in 2007.

Cllr. Flynn reported on plans to have information maps on display in Shannon Airport, in the area near the location of the Old Customs Post at the exit from the Airport/ Industrial Estate, near the Garda Station and near the Old Lodge. He suggested that businesses be encouraged to advertise on the Web site to generate an income. Cllr. Lambert is working on a Newsletter for circulation to the community and she would hope, in the near future, to circulate members by email with draft copies of this newsletter.

5/11/06 Community Grants and Liosta na Laochra Awards.

Arrangements are being made to have the 2006 Community Grants distributed at a special function to be held in the Sean Lemass Library at 8.00 p.m. on Tuesday November 28th. Those nominated for the Liosta na Laochra awards would receive their awards on that night. Any Councillor who knows of somebody deserving of this award should notify the Town Clerk immediately.
Cathal Dillon’ s contribution to the youth of Shannon will also be noted on that night. (see resolution 15/06/06)

6/11/06 Report from Area Council

Councillor Mulcahy read a report from the October Area Council meeting on matters relevant to Shannon Town.
Some discussion took place on the Art Piece in Corrib Drive on the green area between Mary Immaculate Church and St. Senans N. S.
It was proposed by Cllr. McKee, seconded by Cllr. McCarthy and resolved;
“that this Art Piece be moved to the other end of Corrib Drive”

7/11/06 Cronan / Killian Junction

Proposed by Cllr. McKee, seconded by Cllr. McCarthy and resolved;
“that Clare County Council again be asked to construct a Roundabout at the Cronan / Killian Park junction.”

8/11/06 Low Hanging Branches.

Proposed by Cllr. McLoughlin, seconded by Lambert and resolved;
“that Shannon Town Council request Clare County Council to have all low hanging branches around the town removed as a matter of urgency.”

9/11/03 Footpath at Smithstown.

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that Clare County Council correct the footpath at Smithstown so that it can be used in safety by Wheelchair users.”

10/11/06 Double Yellow Lines at Xtra Vision

Proposed by Cllr. McKee, seconded by Cllr. Hillery and resolved;
“that Clare County Council review the siting of double yellow lines outside Extra Vision in the Town Centre.”

11/11/06 Grass Cutting Contract

Proposed by Cllr. McLoughlin, seconded by Cllr. McKee and resolved;
“that Shannon Town Council request Clare County Council that when renewing the grass cutting contract that they make it a grass cutting, maintenance and cleaning contract. e.g. that when the grass is cut the contractor collect all the grass and litter.”

12.11 06 Tenant Selection and Rent Allowances by HSE.

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that the HSE and Clare County Council apply, at least, the same criteria when approving candidates for Rent Allowance as they do when appointing tenants to Local Authority Houses.”

13/11/06 Traffic Calming Device

Proposed by Cllr. Mulcahy, seconded by Cllr. McCarthy and resolved;
“that a traffic calming device, i.e. speed ramps be installed between Gleann an Oir and the G. A. A. Club in light of the fact that a new roundabout and the new access route of the new southern primary route will be coming through here.”

14/11/06 Fallen Leaves

Proposed by Cllr. McLoughlin on behalf of the absent Cllr. McMahon, seconded by Cllr. Flynn and resolved;
“that in the interest of public safety, Clare County Council put in place a programme to ensure that fallen leaves are regularly cleaned up from roads, footpaths and alleyways.”

15/11/06 Facility To Replace Drumgeely Hall.

Proposed by Cllr. Lambert, seconded by Cllr. Flynn and resolved;
“that Shannon Town Council and Clare County Council examine ways to see how a community facility can be provided in place of Drumgeely Hall.”

16/11/06 Mandatory Conditions of Driving.

Proposed by Cllr. Hillery, seconded by Cllr. McCarthy and resolved;
“to request Minister Cullen to include the proper use of car indicators as a mandatory condition of driving.”

17/11/06 Music and Dance Classes in Schools.

Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“that the Dept. of Education rescind the instruction that music and dance classes cannot be offered during the school day.”
