Shannon Town Council Meeting Minutes November 2005

Minutes of the November Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday November 1st 2005

Councillor Tony Mulcahy, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McLoughlin, Duff, McKee and Hillery.

Apologies from Cllr. McMahon.

In attendance : Mr. Gerard Dollard - Town Manager and Tomás Mac Cormaic - Town Clerk.

1/11/05 Minutes of Special Meeting.

Proposed by Cllr. McCarthy, seconded by Cllr .Hillery and resolved;
“that the minutes of the Special Meeting of the Shannon Town Council held in the Shannon Town Hall at 5.30 p.m. on October 4th 2005, to consider (a) the distribution of the 2005 Community Grants, (b) Art Pieces for Shannon and (c) attitude to bonfires at Halloween, having been circulated be adopted and signed by the Meara Bhaile.”

2/11/05 Minutes of October Meeting.

Proposed by Cllr. Hillery, seconded by Cllr. Lambert and resolved;
“that the minutes of the October monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday October 4th 2005, having been circulated, be adopted and signed by the Meara Bhaile.”

3/11/05 Briefing Session on Proposed Recycling Centre.

Proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
“that the memorandum circulated to all members on the proposed recycling centre location in Shannon be noted.”
At this point the Meara Bhaile raised the matter of a public briefing session scheduled for the Oakwood Arms Hotel at 7.00 p.m. on Thursday November 3rd 2005. The members felt that the notice of this briefing session was too short and decided that it should be deferred to a future date.”

4/11/05 Correspondence.

  1. An acknowledgement from the office of An Taoiseach to a request for a meeting with An Taoiseach relating to a “an impact study on the affect an Open Skies Policy would have on Shannon” was noted. An Taoiseach referred the letter to the Minister for Transport. The members were unhappy with the reply and continue to demand that an impact study be carried out.
  2. A letter from the Department of Health relating to the funding of an Ambulance Base in Shannon was read and noted.
  3. Confirmation from Ceifin that a concession was being offered to the Council for three delegates to attend the Ceifin Conference for the price of two.
    Members intending to attend this conference would notify the Town Clerk.
    These three members should not be members of the County Council.
  4. Notification about the Annual Clare Tourism Conference in Ennistymon on November 25th and 26th was noted. The Council agreed that three members, not members of the County Council should be authorised to attend provided the same deal as negotiated with Ceifin is available, otherwise only two to attend. Cllrs. McLoughlin and Lambert to be the first two choices and if the deal could be made for three for the price of two, Cllr. McMahon to attend.
  5. A letter from the A.M.A.I. thanking the Council for ensuring that the 92nd Annual A.M.A.I. Conference was such a success was read and noted.
  6. A notice of motion from Cashel Town Council was supported after it was amended to include “all” mineral and natural resources exploration licenses.
  7. A notice of Motion from Listowel Town Council relating to flashing alarm systems in all public buildings to meet the needs of people with hearing impairments was supported.
  8. A notice of motion from Clonmel Borough Council relating to compulsory seat belts on school buses for children with special needs was supported.
  9. A notice of motion from Clonmel Borough Council seeking an exemption for councillors from the fee of €20 when making observations or objections to planning applications was not supported.

5/11/05 Annual Budget Meeting.

It was proposed by the Meara Bhaile, seconded by Cllr. McKee and resolved;
“that the Budget Meeting of the Shannon Town Council to consider the estimates of income and expenditure for the year ending December 31st 2006 be held at 6.30 p.m. on Tuesday December 6th 2005 to be followed immediately by the December monthly meeting.”

6/11/05 Tsunami Project.

Proposed by the Meara Bhaile , seconded by Cllr. Flynn and resolved
“ that building project being promoted by G.E. Capitol and outlined to the Shannon Tsunami project team by Julie Dickerson an executive with G.E. Capitol and a member of the team be adopted and that the €10,000 raised by the team and sitting in the bank be put to work as soon as possible.”

7/11/05 Reports from Area Council Meeting.

The Meara Bhaile gave a verbal report on matters of interest to Shannon Town discussed at the recent Shannon Area Council Meeting. Information on these is available on the website.

8/11/05 Reports from M.P.C. Chairs.

In the absence of Cllr. McMahon there was no report from the Industrial, Tourism and Development Committee.
Cllr. McLoughlin reporting on the activities of the Environment and Community Affairs Committee said that preparations are going ahead for the St. Patrick’s Day Parade. Some problems may arise regarding the route and the location of the Viewing Stand but the situation on these issues may be clearer by the December meeting. Cllr. McLoughlin also said that the Tidy Towns Committee would appreciate more cooperation from the County Council in the collection of litter in the town.

9/11/05 Urban Renewal Scheme for Drumgeely.

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that the Town Council be provided with a start date and a map of the proposed Urban Renewal Scheme for Drumgeely.”
These were provided to the members by the Town Manager.

10/11/05 Derelict Sites.

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that the County Council provide an update on notified derelict sites in the town with particular reference to the current position / action proposed / commenced in respect of each site.”
The Manager reported that 15 sites are listed, work on 2 has been completed and work is in progress on two more. The council has experienced some difficulty on occasions in definitely identifying the owners of property.
It was suggested and agreed that the Town Council get a briefing on what constitutes dereliction.

11/11/05 Ballycasey Roundabout

Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council ask Clare County Council as a matter of urgency to remove the overgrowth from the centre of Ballycasey Roundabout, as this is obstructing the view of motorists approaching from the N18.”

12/11/05 Problem Neighbours

Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved.
“ to ask the Minister for Justice and the Minister for the Environment to outline what action can be taken and who can take it (i.e. the Guards, the Shannon Town Council or Clare County Council) to address all the problems caused to neighbours by people living in private accommodation, be they tenants or owners.”

13/11/05 Footpath at Sli na Mara.

Proposed by Cllr. Duff, seconded by Cllr. Hillery and resolved;
“that Clare County Council would provide a path which would link the present path that ends at the boundary of 6, Tullyvarraga Crescent and Sli na Mara and which when in place would run from the rear of Edward Richardson’s House at 6, Coill Mhara to the existing path in front of No. 14 Coill Mhara (Gerry Shanahan’s House) and that a barrier be erected at Sli na Mara exit to prevent children running directly on to the road.”

14/11/05 Parking in the vicinity of Wolfe Tones G.A.A. Club.

Proposed by Cllr. Duff., seconded by Cllr, McKee and resolved;
“that Clare County Council would take measures to curtail dangerous parking in the vicinity of Wolfe Tones G.A.A. club.”

A notice of motion submitted by Cllr. McMahon, in the absence of the councillor, was deferred to the December meeting.

Neighbourwood Schemes.

As a follow up to the briefing given to the members on June 7th 2005 relating to the development of woodlands in the Town Donal Fitzpatrick and Seán McNamara Consultant Foresters gave a further briefing to the members. In order to receive funding from the Forest Service it will be necessary to have submitted completed applications before the end of November. Before the Application is completed the Foresters needed guidance on issues such as community involvement, how to deal with anti-social behaviour, safety issues, controlled access, how to effectively deal with litter and dumping and the ongoing maintenance of the woodlands. Arrangements were made for the Forresters to meet with the relevant M.P.C. on Tuesday November 8th to discuss these issues.
