Minutes of the November
Monthly Meeting of the Shannon Town Council held in
the Shannon Town Hall on Tuesday
November 4th 2003 at 6.30 p.m.
Councillor Seán Hillery, Méara Bhaile,
presided.
Present were Councillors McCarthy, Lambert, Flynn,
McMahon, O'Brien, McKee, Duff and Mulcahy.
In attendance : Mr. Ger Dollard - Town Manager,
Senior Engineer, Environment Section of Clare County
Council, Padraig Mac Cormaic Development Officer Project
Shannon and Tomás Mac Cormaic Town Clerk.
1/11/03 Minutes of Grants Distribution Meeting.
Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
"that the minutes of the special meeting of the Shannon Town Council held
in the Shannon Town Hall at 5.30 p.m. on Tuesday October 7th 2003 to consider
the allocation of the 2003 Community Grants, having been circulated, be adopted
and signed by the Méara Bhaile."
2/11/03 Minutes of October Monthly Meeting.
Proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
"that the minutes of the October monthly meeting of the Shannon Town Council
held in the Shannon Town Hall at 6.30 p.m. on Tuesday October 7th 2003, having
been circulated, be adopted and signed by the Meára Bhaile.
3/11/03 Recycling Centre.
A Briefing Note on a proposed recycling centre for Shannon had been circulated
to the members for study prior to this meeting. Mr. Seán Ward, Senior
Engineer at the Environment Section of the Clare County Council made a presentation
to the members emphasising the need for this recycling centre which would
cost between €450,000 and €500,000 75% of which would be grant
aided by the Department of the Environment. The time-scale for the provision
of this facility would be early 2005 following a consultative process, a
planning process and an environment impact study. The facility would not
be for the transfer of disposal of waste but would be used only as a recycling
centre. The centre would be enclosed with suitable fencing, would be supervised
during working hours and would be constantly monitored by CCTV. The facility
would be fully screened on all sides to protect the visual amenity of the
area. The members while welcoming the facility expressed great concern that
the site of the facility might not be acceptable. To allay the fears of the
members regarding the control and operation of this facility it was suggested
that they might visit sites, similar to that proposed, in other areas.
Navan and Carlow were mentioned as examples of sites to visit.
4/11/03 Project Shannon.
The Development Officer - Project Shannon, Mr. Pádraig Mac Cormaic
made a comprehensive report on progress on the ten year Integrated Strategy
and actions relating to the Shannon area. Mr. Mac Cormaic also presented the
members with details of a Shannon Website which it is hoped to launch before
the end of the year.
5/11/03 Correspondence.
1. Acknowledgements of notices of resolutions sent
to the Department of Education and Science relating
to Third Level Fees, the Department of the Environment
relating to the sale and purchase of social housing
and the office of the Tánaiste relating to
funding for the take-over of Shannon Town were noted.
2. A resolution adopted by Kilrush T.C. relating to
funding of Local Authorities was noted.
3. A resolution adopted by Ballbrigan T.C. relating
to people applying for refugee status was noted.
4. A positive reply from the Mid Western Health Board
relating to the introduction of a proper queuing system
at Shannon Clinic was read and noted.
5. A list of actions to be undertaken by Shannon Development
relating to trees in the town was noted. A copy of
this list would be circulated to the members.
6. The minutes of a meeting between a number of Councillors
and residents of the Greater Cronan area were noted.
These minutes would be emailed to the Town Clerk for
circulation to all the members.
7. A reminder of the forthcoming Clare Tourism Conference
was noted.
8. The Town Manager took this opportunity to inform
the members that for a trial period of one month the
road from the Town Centre to Drumgeely vuia Tola Park
and Tullyglass Hill would revert to a two way traffic
system. The old N19 from the Town Roundabout towards
Drumgeely would be closed.
This would all be reviewed after one month when new
traffic patterns would have developed.
6/11/03 Reports from M.P.C. Chairpersons.
There was no report from the Municipal Policy Committee dealing with Industry,
Tourism and Development.
Cllr. Lambert Chairperson of the Municipal Policy
Committee with responsibility for the Environment and
Community Affairs commented on the presentation by
the Project Shannon Development Officer in relation
to the Website. Cllr. Lambert also outlined plans for
getting the corporate section of the town to contribute
towards the playground development. A draft letter
has been drawn up with the assistance of a Marketing
Expert. Each Councillor will be allocated a number
of companies to whom this letter , signed by the Méara
Bhaile, will be sent and the Councillors will be expected
to visit these companies shortly after they have received
the letter to canvas their support.
7/11/03 Dept. of Education Cutbacks.
Proposed by Cllr. Duff and seconded by Cllr. McCarthy;
"that STC condemn the cutbacks by the Dept. of Education to funding for
childcare for those in early school leaver courses and second chance education
and write to the Department demanding the reversal of the decision
to implement these cutbacks."
8/11/03 Cutbacks on Community Employment Schemes.
Proposed by Cllr. Duff and seconded by Cllr. McMahon.
"that STC agrees that the government's decision to cutback on Community
Employment Schemes is a calculated attack on the living standards and needs of
urban and rural communities."
The following amendment was proposed by Cllr. Lambert,
seconded by Cllr. O'Brien and resolved;
"that STC calls on the Government to provide an alternative structure to
ensure the continuation of vital community and voluntary services with relying
on CE and J1 programmes."
9/11/03 Updated Report on the Renovation of Co. Council
Housing Stock.
Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
"that Shannon Town Council request Ger Dollard of Clare Co. Council to
give a full and up-to-date report on the renovating of old housing stock."
Mr. Dollard replied that €5,000,000 has been allocated by Clare County
Council to replace, where necessary, doors and windows in all rented houses.
Doors and Windows are being given priority.
As the time had now reached 8.30 p.m. two notices
of motion from Cllr. McMahon and one from Cllr. Flynn
were deferred to the December meeting.
