Minutes of the October monthly meeting of the Shannon Town Council which was held in the Shannon Town Hall at 6.30 p.m. on Tuesday October 4th 2005
Councillor Tony Mulcahy, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McLoughlin, Duff, McKee, Hillery and McMahon.
In attendance : Mr. Gerard Dollard, Town Manager and Tomás Mac Cormaic, Town Clerk.
- 4/10/05 Minutes of the September Monthly Meeting
Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved; “that the minutes of the September monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6:30 p.m. on Tuesday September 6th 2005, having been circulated, be adopted and signed by the Méara Bhaile.
- 5/10/05 Correspondence
- An acknowledgement of a letter to the Department of Enterprise, Trade and Employment relating to the future of Shannon Development Co. was read and noted.
- Information from Ceifin about a meeting of community groups was noted.
- An invitation to the Council to send representatives to the Annual Ceifin Conference in Ennis in November was noted. The Town Clerk would try to negotiate a special deal for the council and a decision on how many delegates would attend would be decided at the November meeting, based on the cost.
- 6/10/05 Report from Méara Bhaile on Area Council Meeting
An outline of items relevant to the town of Shannon discussed at the Area Council meeting was given by the Meara Bhaile. This information is available on the website.
At this point Cllr. McMahon asked a question relating to a notice of motion submitted by himself on traffic calming measures and due to be discussed later on in the meeting.
The Méara Bhaile agreed to take this motion at this time.
Traffic Calming measures in Housing Estates.
Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved;
“That the Town Manager update the Town Council on the County Council Policy of placing traffic calming measures in housing estates.”
The Town Manager responded that the relevant S.P.C. has not yet fully determined a policy. Two existing areas have been selected as Pilot Areas and a report will be presented to the next Area Council Meeting.
A table of appropriate traffic calming measures , depending on the type of road, would be circulated to each member.
- 7/10/05 Reports from MPC Chairs
Cllr. McMahon is continuing to follow up on a voluntary housing scheme.
Some promotion for the Farmers market is required. The second newsletter is being prepared and the circulation of this newsletter to the people of Shannon needs to be improved from that of the first newsletter.
Cllr McLoughlin said that a financial report on the open day is not yet available as some sponsors had not yet paid in their sponsorship money and a few small invoices are still outstanding. A financial report should be available for the November meeting. Plans for the 2006 St. Patrick’s Day Parade have commenced.
- 8/10/05 Car-parking at Illaunmanagh Cemetery
Proposed by Cllr. Hillery, seconded by Cllr. Glynn and resolved;
“That a formal car-parking plan be implemented at the entrance to Illaunmanagh Cemetery,”
- 9/10/05 Street Name Signs
Proposed by Cllr. Duff, seconded by Cllr. Mulcahy and resolved;
“That Clare County Council present Shannon Town Council examples of the street name signs that it committed to fund and erect in Shannon in 2005”
The manager presented examples to the meeting Street / Road signs in Blue and Parks / Estates in Green.
The Council approved the Blue signs the Green Signs need to be reviewed.
- 10/10/05 Footpath from Wolfe Tones to St. Conaires School via Slí na Mara
Proposed by Cllr. Duff, seconded by Cllr, Hillery and resolved;
“That following the upgrading of the pedestrian crossing to the rear of St. Conaires School, Clare County Council now treat as a priority the provision of a pedestrian footpath from the crossing (Wolfe Tones side of the road) to the entrance to Sli na Nara and which would then be continued as far as St. Conaires School.”
- 11/10/05 Cronan Park / Killian Park /Inis Ealga
Proposed by Cllr. McKee, seconded by Cllr. Mulcahy and resolved;
“That an appropriate traffic management system be out in place at the Cronan Park / Killian Park / Inis Ealga junction.”
- 12/10/05 Recycling Centre
Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“That Shannon Town Council seek an update on the status of the Recycling Centre for Shannon.”
The Manager informed the meeting that a proposal will be put before the Area Council shortly after which the Town Council will be given details of the proposal before consultation with the general public.”
- 13/10/05 Low Hanging Branches of Trees a Danger to Pedestrians
Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“That the low hanging branches of trees around town which are a danger to pedestrians be removed as a matter of urgency.”
The Manager informed the members that the tree surgeon would be visiting the town within the next couple of weeks and they should identify specific areas that required the attention of the tree surgeon.”
- 14/10/05 The Town’s Water Supply
Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
“That Shannon Town Council request Clare County Council for a comprehensive report on the planned supply of water to Ennis from Castlelake;
- What are the implications for the Shannon supply of water and
- Will there be enough capacity at Castlelake to cater for the increased demand being put on the supply?.”
The Manager said that the long term plan is to supply Ennis with water from this source which has the capacity to do so, the question of capacity would arise at the Shannon water treatment plant and until this plant is appropriately upgraded water will not be provided to the town of Ennis from this source.
- 15/10/05 Shopping Trolleys
Proposed by Cllr. Flynn, seconded by Cllr. Lambert and resolved;
“That Shannon Town Council put in place a bye-law or some other mechanism to penalise the owners of Shopping trolleys which are a blight on the landscape of Shannon.”
Current legislation does not allow the council to adopt a bye-law in this area.
The County Council will propose an appropriate penalty for offenders and information on this penalty can be given to the managers of the three major supermarkets in Shannon at a special meeting to which they will be invited.
This meeting to be held in the Town Hall at 5:30 p.m. on Tuesday November 1st 2005.
At this stage of the meeting the Meara Bhaile vacated the chair for personal reasons and the Leas Meara Bhaile, Cllr. Tony McMahon, presided over the remainder of the meeting.
- 16/10/05 Road System at the Rear of Tesco
Proposed by Cllr. McMahon, seconded by Cllr. Lambert and resolved;
“That the Town Council request that adequate signage and measures be put in place to stop traffic using the one-way system on the road at the rear of Tesco at the Shopping Centre.”
Because of road changes to take place within the next couple of weeks this will no longer be an issue.
- 17/10/05 Open Skies Affect on Shannon Region
Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“That Shannon Town Council seek a meeting, as soon as possible, with the Taoiseach looking for an impact study to be carried out to weigh up the affects that the “Open Skies” will have on the Shannon Region and that the Irish Congress of Trade Unions and IBEC be asked not to enter any new partnership talks until such a study has been published.”
- 18/10/05 Peace Process
Proposed by Cllr. McKee, seconded by Cllr. Duff and resolved;
“That STC welcome recent events in the “Peace Process” commending all those involved, and that we write to the D. U. P. and encourage them to enter into talks leading to the formation of a new Northern Government sooner rather than later.”
This resolution to be circulated to all councils in the 26 counties.
