Minutes of the October Monthly Meeting of the Shannon Town Council held
in the Shannon Town Hall at 6.30 p.m. on Tuesday October 5th 2004.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McKee, O'Loughlin and
Mulcahy.
In attendance : Mr. Ger Dollard - Town Manager and Tomás
Mac Cormaic - Town Clerk.

1/10/04 Minutes of September Monthly Meeting
Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that the minutes of the September monthly meeting of the Shannon
Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday September
7th 2004, having been circulated, be adopted and signed by the Méara
Bhaile.”
2/10/04 Minutes of Special Meeting
Proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved:
“that the minutes of the special meeting of the Shannon Town Council
held in the Shannon Town Hall at 6.00 p.m. on Tuesday September 28th 2004,
having been circulated, be adopted and signed by the Méara Bhaile.”
3/10/04 Correspondence
- Notification of a discussion on the Official Languages Act 2003 to
be held in the Oakwood Arms Hotel on Wednesday October 6th 2004 was
noted.
- A letter of thanks from the Sisters of Mercy was read and noted.
- A letter of thanks from the Russian Embassy was read and noted.
- A letter from Ms. Bernadette Kinsella relating to Town representation
on the County Development Board was read and noted.
- Letters from Clonmel Borough Council and from Clonmel Counciller Niall
Dennehy relating to equal status for all elected members of Local Authorities
was read and noted.
- Letters from Pat Breen T.D. and from Sile de Valera relating to Chiropody
Services in Shannon were read and noted.
- Notification of the 2004 Céifin Conference was noted and it was
proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved “that
each of the six councillors who are not County Councillors be authorised
to attend this conference on condition they confirm to the Town Clerk
their intention of attending before October 13th.”
- A copy of the County Council’s Strategic Policy Scheme was noted
together with a request that Shannon Town Council nominate a member
to serve on the scheme. It was proposed by Cllr. McKee, seconded by
Cllr. Flynn and resolved “that Cllr. Greg Duff be nominated as
the Shannon Town Council’s representative on the Scheme.
- Following a request from McFadden’s Amusements to Clare County
Council for the use of the area at the rear of Tir na nÓg Playground
for a Fun Fair the matter was raised under correspondence to get the
members’ opinions on making this area available for Fun Fairs.
While the members appreciated the need to provide a suitable place for
visiting fun fairs the general consensus was that the area behind Tir
na nÓg would not be the most appropriate. The matter was referred
to the appropriate M.P.C. to identify a suitable location.
- Notification from the Department of the Environment that the prescribed
period for the Town Council to hold it’s 2005 Budget is from November
15th 2004 to December 16th 2004.It was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
“that Shannon Town Council hold it’s 2005 Budget Meeting
at 6.30 p.m. on Tuesday December 7th 2004, to be followed immediately
by the December monthly meeting.”
3/09/04 Representative of Shannon Airport Marketing Consultative Committee
Proposed by Cllr. McLoughlin, seconded by Cllr. McMahon and resolved:
“that Cllr. Mike McKee be replaced by Cllr. Gerry Flynn as the Shannon
Town Council’s representative on the Shannon Airport Consultative
Committee.”
4/10/04 Municipal Policy Committees
Information about the structure of Municipal Policy Committees and invitations
for nominations to the committees had been circulated to all groups and
organisations in the town. As no nominations have been received the Town
Council will make it's own nominations from the non elected sector.
5/10/04 Halloween Celebrations
Proposed by Cllr. Flynn and seconded by Cllr. Mulcahy.
“that Shannon Town Council request Clare County Council to pt on
a ‘Fireworks Display’ in Shannon as an alternative to Halloween
Bonfires.
An amendment to this motion was proposed by Cllr. Lambert, seconded by
Cllr. McLoughlin and resolved;
“that Clare County Council manage and control Halloween activities
in Shannon, and that fires be allowed only in pre-designated areas.”
6/10/04 Flooding in Corrib Drive
Proposed by Cllr. McCarthy, seconded by Cllr. McLoughlin and resolved;
“that Clare County Council establish, and remedy as a matter of
urgency, the cause of the flooding at both sides of the top of Corrib
Drive.”
7/10/04 Comprehensive School / Gort Road Roundabout
Proposed by Cllr. McCarthy, seconded by Cllr.Mulcahy and resolved;
“that Clare County Council provide speed tables at the approaches
to the Comprehensive / Gort Road Roundabout in the interest of safety.”
8/10/04 Income from Sale of Land
Proposed by Cllr. Mulcahy, seconded by Cllr. Flynn and resolved;
“that all income generated from the sale of lands acquired by Clare
County Council from SFADCo as part of the take-over of services in Shannon
be solely expended in the town.”
9/10/04 Voluntary Housing Scheme
Proposed by Cllr. Mulcahy, seconded by Cllr. Lambert and resolved;
“that Shannon Town Council would immediately explore the possibility
of providing a Voluntary Housing Scheme, or some similar scheme for our
elderly.”
This will be researched by the appropriate MPC.
10/10/04 Role of Shannon Development Co
Proposed by Cllr. Duff, seconded by Cllr. Flynn and resolved;
“that Shannon Town Council call on Minister Micheál Martin
to clarify the future role of Shannon Development and to explain their
brief for industrial and tourism development.”
This resolution to be circulated to all local authorities in the Shannon
Region.
11/10/04 Fuel Allowance Scheme
Proposed by Cllr. Flynn, seconded by Cllr. Mulcahy and resolved;
“that Shannon Town Council call on the relevant Minister to increase
the amount of the Fuel Allowance Scheme relative to the cost of fuel.”
12/10/04 Open Skies
Proposed by Cllr. McLoughlin, seconded by Cllr. Lambert and resolved;
“that Shannon Town Council write to the Taoiseach looking for an
impact study to be carried out to weigh up the affects that the ‘Open
Shies’ will have on the Shannon Region.
13/10/04 Roundabout in the Industrial Estate
Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request Shannon Development to address
the serious situation with the pedestrian crossing at the roundabout in
the Industrial Estate main entrance, as motorists are not recognising
the right of pedestrians to cross.”
Two notices of motion submitted by Cllr. McMahon were deferred to the
November meeting.
