Shannon Town Council Meeting Minutes September 2006

Minutes of the September Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday September 5th 2006 at 6.30 p.m.

Councillor Tony McMahon, Meara Bhaile, presided.
Present were Councillors, Flynn, McLoughlin, McCarthy, Lambert, McKee, Hillery and Mulcahy
In attendance : Mr. Gerard Dollard – Town Manager, Josephine Cotter Coughlan – Acting Director of Services with responsibility for Housing and Tomás Mac Cormaic - Town Clerk
Apologies from Cllr. Duff.

1/09/06 Housing Plans and Needs for Shannon.

The Acting Director of Services with responsibility for housing gave a comprehensive presentation on the current and future housing needs for Shannon and the County Council’s plans to address these needs. An area south of Cluain Airne is currently being considered for housing development. Mrs. Cotter Coughlan assured the members that no decision would be taken on this area without consultation with the members.

2/09/06 Presentation by Research Officer.

Proposed by Cllr. McCarthy, seconded by Cllr. Hillery and resolved;
“that a memorandum of a presentation made to the Council by County Research Officer, Michael Neylon, on Tuesday June 27th at 5.30 p.m., having been circulated, be noted.”

3/09/06 Minutes of Annual Meeting.

Proposed by Cllr. Mulcahy, seconded by Cllr. Flynn and resolved;
“that the minutes of the Annual Meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday June 27th 2006, having been circulated, be adopted and signed by the Meara Bhaile.

4/09/06 Minutes of July Monthly Meeting.

Proposed by Cllr. Mulcahy, seconded by Cllr. Flynn and resolved;
“that the minutes of the July monthly meeting held in the Shannon Town Hall immediately after the 2006 Annual Meeting on Tuesday June 27th , having been circulated, be adopted and signed by the Meara Bhaile after they had been amended to show that during his M.P.C. report Cllr. McLoughlin proposed that the incoming committee for Environment and Community Affairs arrange an open day in 2007 which was seconded by Cllr. Mulcahy and resolved.”

5/9/06 Auditor’s Report for Year Ended 31st December 2005.

Proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved.
“that the Auditor’s report on the Financial Report of the Shannon Town Council for the year ended December 31st 2005 be noted.”

6/9/06 Correspondence.

  1. Letters from both the Gardai and the Department of the Environment relating to the nuisance of unattended burglar alarms were noted and copies would be circulated to each member.
  2. A motion adopted by Boyle Town Council relating to the repeal of section 3 (6A), (6B) and (6C) of the 2002 Electoral Act and to revert to the Local Elections Regulations 1995 removing the necessity for Assentors to present themselves was supported by the Council.
  3. A motion adopted by Passage West Town Council requesting that Disability Allowance Income be omitted from standard means test was supported by the Council.
  4. A motion adopted by Cashel Town Council calling for a national “Memorial Day” in memory of those who died during the famine and those who emigrated and gave so much to the world was noted.”
  5. A motion adopted by Cashel Town Council relating to the granting of full driving licences to people with four years no claims insurance bonus was noted.
  6. The Annual Clare Tourism Conference to be held in Ennistymon on November 24th and 25th 2006 was noted. Approval was given to any of the six councillors who are not also County Councillors to attend this conference.
  7. It was noted that Jay and Jane Rice of New Jersey who annually arrange the itinerary for the Mearta Bhaile and the Town Clerk when they visit New Jersey will be spending a day in Cobh on Saturday September 16th before sailing to Nova Scotia. It was proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved;
    “that Cllrs. Lambert and McKee meet Mr. And Mrs. Rice in Cobh on September 16th.”

7/9/06 Report from Area Council.

The Meara Bhaile read a written report from the July Area Council Meeting on matters relevant to Shannon Town. This information is also available on the Web Site.

8/9/06 Reports from M.P.C. Chairpersons.

Cllr. Flynn reporting from the Industrial, Tourism and Development Committee outlined plans for having information maps displayed in various areas throughout the town, at the Airport and in the Town Centre, the publication of a newsletter in hard copy for distribution to every house in the town, the selling of advertising space on the web to businesses in the town and progress in the planned provision of sheltered accommodation for the elderly. He identified the area behind the Gael Scoil as the ideal location for this development.

9/9/06 Community Grants.

The allocation of the 2006 Community Grants will be considered at a special meeting to be held in the Shannon Town Hall at 5.30 p.m. on Tuesday October 3rd 2006.

10/9/06 Public Lighting in Industrial Estate.

Proposed by Cllr. Mulcahy, seconded by Cllr. McCarthy and resolved;
“that this Council call on SFADCo to repair all the public lights in the Industrial Estate.”

11/9/06 Drumgeely Playground.

It was proposed by Cllr. McCarthy “that the development at Drumgeery Playground be revisited with a view to minimising / eliminating the nuisance and disturbance to the residents that has arisen following the works” and it was proposed by Cllr. Lambert “that Clare County Council provide an update on the status of the feature at the old Drumgeely Playground and outline plans for cleaning and for refuse bins”
The Meara Bhaile seconded the motions and proposed that both motions be taken as one. The proposers agreed. The composite motion was adopted.
During the ensuing discussion it was stated that the feature in the playground was being used for teenage drinking, drugs and much anti-social behaviour and it was suggested that discussions take place with the Gardai about the policing of the area and the enforcement of the Bye Law prohibiting the consumption of alcohol in public places.

12/9/06 Drainage.

It was proposed by Cllr. McCarthy “that Clare County Council take immediate action to prevent the ongoing blockage of the drain in front of houses Nos. 37 to 42 Rossbracken” and it was proposed by Cllr. Flynn “that Shannon Town Council call on Clare County Council to carry out a full investigation of all the gullies and drainage devices in Shannon and make sure the system is in a serviceable condition in order to avoid flooding problems throughout the town during the winter months.”
The Meara Bhaile seconded both motions and proposed that both motions be taken as one. The proposers agreed. The composite motion was resolved.

13/9/06 Maintenance of River Banks, Canals and Drainage Channels.

It was proposed by Cllr. Flynn, seconded by Cllr. Lambert and resolved.
“that Clare County Council provide a report outlining the policy or measures they have in place for the ongoing maintenance of river banks adjacent to Shannon Town and that this report covers the maintenance of canals and drainage channels in the immediate area of Shannon.”
Comprehensive reports on this matter had been received in 2000 from the O.P.W., Aer Rianta and Shannon Development Co.
It was agreed that an up date on these reports be sought with Clare County Council reporting on the area formerly the responsibility of Shannon Development Co.

Before closing the meeting the Meara Bhaile acknowledged the presence of Mike Dwan representing the Limerick Leader instead of Colm Ward, he wished Mike well and also sent best wishes to Colm in his new position.
