Shannon Town Council Meeting Minutes September 2005

Minutes of the September monthly meeting of the Shannon Town Council which was held in the Shannon Town Hall at 6.30 p.m. on Tuesday September 6th 2005

Councillor Tony Mulcahy, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McLoughlin, Duff, McKee, Hillery and McMahon.

In attendance : Mr. Gerard Dollard - Town Manager and Tomás Mac Cormaic - Town Clerk.

1/09/05 Minutes of the Annual Meeting.

Proposed by Cllr Flynn, seconded by Cllr.McMahon and resolved;
“that the minutes of the 2005 Annual Meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday June 28th 2005, having been circulated, be adopted and signed by the Méara Bhaile.

2/09/05 Minutes of July Monthly Meeting

Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
“that the minutes of the July monthly meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday June 28th immediately after the 2005 Annual Meeting, having been circulated, be adopted and signed by the Meara Bhaile.”

3/09/06 Condolences

It was proposed by the Meara Bhaile, seconded by the Leas Meara Bhaile and resolved;
“that a letter of condolence be sent to the American Ambassador to Ireland expressing the sympathy of the Town Council and the people of Shannon for the people who were bereaved, injured, left homeless or suffered in any way by the awful disaster caused to many towns and states by the hurricane Katriona.”

4/09/06 Correspondence

  1. A letter from the Department of Justice relating to a request for the upgrading of Shannon Garda Station to District Status was read and noted.
  2. A letter from Local Agenda 21 Committee relating to the possibility of developing a Shannon Herritage Plan was read and noted. A copy of this letter would be circulated to each member.
  3. A letter from the Department of the Environment relating to discarded shopping trolleys was read and noted.
  4. A letter from a resident of Cluain Donn objecting to bonfires in the Cluain Donn area was noted.
  5. Under correspondence the Town Manager informed the meeting that plans are being considered for the erection of two sculptured pieces of art, one in Corrib Drive and a second at the Shannon Roundabout . An input from the people of Shannon including the Town Councillors would be welcomed. Suggestions could be made at the October meeting.

5/09/05 Report from Méara Bhaile on Area Council Meeting.

The only report on this meeting was to confirm that problems with fencing at St. Caimins have been resolved, Signs requested at Drumline will be erected and faults with the Drumgeely Footbridge had been noted.

6/09/05 Reports from MPC Chairs.

Cllr. McMahon is continuing to follow up on a voluntary housing scheme.
Cllr. Lambert reported on the success of the Farmers Market. She suggested the provision of some permanent structures for traders to attach canopies, or the purchase of standardised canopies to lease or rent to the traders.
Cllr McLoughlin reported on the success of the Open Day where over eighty community organisations participated. He had special praise for Paddy Halton who had put together a huge collection of photographs of the early days of the town, the developing years of the town together with some current photographs of the town. These included photographs of the early residents of the town, school photographs and sporting photographs. These were shown on a wide screen and generated a lot of attention. The Development Officer who worked diligently at the co-ordination of the whole day was also complemented and it was proposed that a letter from the Town Council be sent to the Development Officer complementing him on the success of the day.

7/09/05 Community Grants 2005

Consideration will be given to the allocation of the grants from the 2005 Community Grant Scheme at a special meeting of the council to be convened in the Shannon Town Hall at 5.30 p.m. on Tuesday October 4th 2005.

8/09/05 Extra Litter Bin in Cronan Lawn

Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
“that one additional litter bin be placed in the laneway adjacent to Cronan Lawn.”

9/09/05 Rumble Strips at Drumgeely Roundabout

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that Rumble Strips be placed on the approach to the Roundabout at Bothar Mor, Drumgeely on the Tullyglass side and that similar strips be put on the approach to Ballycasey Roundabout from the Sixmilebridge side, in the interest of safety.”

10/09/05 Additional Maintenance Workers

Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request Clare County Council to put in place additional workers in the Shannon Area to cope with their increased area of maintenance since they took over Shannon.”

11/09/05 Schedule of Footpath Repairs

Proposed by Cllr. Flynn, seconded by Cllr.McCarthy and resolved;
“that Shannon Town Council request Clare County Council to draw up a list of all footpaths in Shannon that require maintenance or replacement and when compiled to make this report available to the elected members of Shannon Town Council.”

12/09/05 Removal of Unsightly Advertising Frames amd Pillars

Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council seek the removal, from all areas of the town, old advertising board frames, pillars etc. which are dangerous and unsightly.”

13/09/05 Disabled Access at Rineanna Community Hall

Proposed by Cllr. McMahon, seconded by Cllr. Duff and resolved;
“that Shannon Town Council contact Respond Housing and seek the immediate provision of disabled access to Rineanna Community Hall including road to footpath access and extra parking spaces for disabled drivers.”

14/09/05 Ambulance Base in Shannon

Proposed by Cllr. McLoughlin, seconded by Cllr. McMahon and resolved;
“that Shannon Town Council write to the Minister for Health to ask her to make money available immediately for the development fund for the new Ambulance Base to be established in Shannon and that she instruct the Health Service Executive, Mid Western Area to draw up a suitable time-frame to ensure that this new service is put in place as soon as possible.”

15/09/05 Shannon Development Co

Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved.
“that Shannon Town Council write to the Enterprise Minister demanding the reversal of his decision for Shannon Development’s future and to accept their proposal to create an Atlantic Economic Zone and this proposal to be circulated to all local authorities in the West, Midwest and Southern Regions.”

16/09/05 Suspension of Standing Orders

Proposed by Cllr. Duff, seconded by Cllr. Hillery and resolved;
“that Standing Orders be suspended to allow the meeting continue until 8.45 p.m. to complete the Clár Oibre.”

17/09/05 Halloween Bonfires

Proposed by Cllr. Duff, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council examine measures that will help to ensure that “Halloween Bonfires “ take place only at agreed designated sites and that these sites are not used as illegal dumping areas.”.
The Manager informed the meeting that the matter of bonfires will be discussed at the September Area meeting. There are a lot of difficulties with bonfires breaching legislation in relation to the environment and a local authority cannot designate bonfire areas.

18/09/05 Lighting in Sli Cara Road and in the Town Park

Proposed by Cllr. Duff, seconded by Cllr. Hillery and resolved;
“that Beau Walk Developers take immediate action to restore street lighting along the Sli Cara Road (which runs by the library at one side and Peach House at the other) and in the Town Park area.”
