Shannon Town Council Meeting Minutes September 2004

Minutes of the September Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday September 7th 2004.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McKee, McMahon, O'Loughlin, Hillery and Mulcahy. In attendance : Mr. Ger Dollard - Town Manager, Emer Ni Fhlaitheartaigh - Oifigeach Forbartha na Gaeilge and Tomás Mac Cormaic - Town Clerk.

Handover of Services from S.F.A.D.Co. to Clare County Council

Opening the meeting the Méara Bhaile made reference to the hand over of services in Shannon to Clare County Council which took place on Monday September 6th 2004.
This transfer is a historic event and a milestone in the growth of Shannon.

The Méara Bhaile regretted that Shannon Town Council had not been given full town status such as the status that applies to Ennis and Kilrush Town Councils which would have allowed the management of the town and the provision of services to the town to be transferred to the Town Council rather than the County Council.

These sentiments were supported by all of the members. Some members expressed regret that the Area Engineer was not present at this meeting to inform the members on the proposed schedule of upgrading footpaths throughout the town. The Town Clerk confirmed, that contrary to a request at the July meeting, he had not invited the Area Engineer to this meeting. An invitation would be issued to the Area Engineer to attend a special meeting of the Council at 6.00 p.m. on Tuesday September 28th to brief the members of the schedule for upgrading the footpaths in Shannon.

Belsen Atrocity

The Méara Bhaile expressed his horror and revulsion at the massacre of hundreds of innocent people in Belsen by terrorists and he suggested that a letter of condolence be sent to the Russian Ambassador in Dublin. This was also supported by all the Councillors.

Oifigeach Forbartha na Gaeilge

Emer Ni Fhlaithearthaigh, Irish Officer with the County Council briefly outlined the Clare County Council’s policy in relation to the promotion and use of the Irish Language in the local authorities in Clare. The main trust of Emer’s address was to outline details of a Draft Action Plan which she has recently prepared This focused on obligations under the Official Language Act, 2003 such as use of official language by public bodies, publications and stationery, signage, bilingual reports, arrangement of Irish Language courses, the provision of support and reference material and the use of the Irish Language in the naming of developments where appropriate.

1/09/04 Minutes of July Monthly Meeting

Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“that the minutes of the July monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday July, 6th 2004, having been circulated, be adopted and signed by the Méara Bhaile.”

2/9/04 Correspondence.

  1. A letter from the General Manager of the Mid-Western Health Board relating to Chiropody Services in the Shannon Health Clinic was read and noted.
    The members considered these services to be inadequate and asked to have the matter referred to the Minister for Health and to each of the Clare members of the Oireachtas.
  2. A letter from the Department of the Environment and Local Government relating to Town Councils’ representation on County Development Boards was read and noted.
  3. A letter from Clare County Council accompanied with a Press Release concerning the replacement of asbestos pipelines in the town, which had been circulated to the members, was noted.
  4. An invitation from Clare Tourism Conference for the Council to send representatives to their Annual Conference was noted.
    It was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
    “that any of the six town councillors not members of the County Council be authorised to attend if they so wished.”
  5. It was noted that 510 people from towns in Brittany who are twinned with towns in Ireland would be making a day trip to Cork on Saturday September 11th 2004. The committee members from these towns hoped to arrange a meeting with their Irish counterparts in Cork on that day.
    It was proposed by Cllr. Lambert, seconded by Cllr. McKee and resolved:
    “that the Meara Bhaile, the Chairman of the relevant M.P.C. and the Town Clerk meet their Guingamp counterparts in Cork on that day.”

3/09/04 Representative of Shannon Airport Marketing Consultative Committee

Proposed by Cllr. McLoughlin, seconded by Cllr. McMahon and resolved:
“that Cllr. Mike McKee be replaced by Cllr. Gerry Flynn as the Shannon Town Council’s representative on the Shannon Airport Consultative Committee.”

4/09/04 Substitute to A.M.A.I. Conference for Cllr. McLoughlin

Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
“that as Cllr. McLoughlin, an official delegate from Shannon Town Council to the Association of Municipal Authorities is unable to attend the Association’s Annual Conference in Listowel, his place be taken by Cllr. Tony Mulcahy.”

5/09/04 Municipal Policy Committees

As the make-up of each of the Municipal Policy Committees includes three non elected members of the community a publicity campaign should be organised to recruit these non elected members. The outgoing Environment and Community Affairs Committee which included Education and Welfare, Estate Management, Recreation, Amenity and Environment Protection had four elected members of the Town Council with a representative from the Tidy Towns Committee and space for two representatives from the community forum team to represent Community, Voluntary and Disadvantaged Group (one of these two positions was never filled).
The outgoing Industrial, Tourism and Development Committee which covered general development issues such as housing and building, planning, traffic and town twinning also had four elected members of the Town Council with a representative of the Chamber of Commerce, a representative of Shannon Development Co. and space for a nominee from the Irish Congress of Trade Unions. The I.C.T.U. failed to nominate a representative.

6/09/04 Consultation Workshop on Corporate Plan.

Proposed by Cllr. Mulcahy, seconded by Cllr. McMahon and resolved;
“that the consultation workshop on the corporate plan be scheduled for 7.00 p.m. on Tuesday September 28th following the meeting with the Area Engineer.”

7/09/04 Distribution of Community Grants 2004.

Proposed by Cllr. Mulcahy, seconded by Cllr. McMahon and resolved;
“that the distribution of the Community Grants 2004 be considered on Tuesday September 28th following the Consultation Workshop on Corporate Plan.”

Notices of motions submitted by Cllrs. McMahon, Lambert and Flynn relating to trees, hedges, bushes and shrubs were taken as one composite notice of motion.

8/09/04 Maintenance of Trees, Hedges, Bushes and Shrubs.

Proposed by Cllrs. McMahon, Lambert and Flynn, seconded by Cllr Duff and resolved;
“that in consultation with the relevant County Council personnel a list of trees which are overgrown and whose roots are damaging footpaths, walls and occasionally foundations and further lists of hedges, bushes, and shrubs, whether public or private, that are encroaching on footpaths or collecting wind-blown refuse be drawn up and action be taken to rectify the problems.”
These matters to be discussed with the Area Engineer on Sept. 28th.

9/09/04 Public Lighting at the rear of Houses no. 2 - 12 Fergus Drive.

Proposed by Cllr McCarthy, seconded by Cllr.Lambert and resolved;
“that Clare County Council provide public lighting at the rear of houses
No.s 2 - 12 Fergus Drive”.

10/09/04 Road Markings and Signage.

Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that Clare County Council renew all road markings and signage in Shannon that are both faded and non-visible.”

11/09/04 Traffic Flow and Extinguishment of Roads at Town Centre .

Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“that in view of the ongoing development at Shannon Town Centre, that Clare County Council would clarify plans for traffic flow and also clarify any extinguishment of right of way in the Town Centre or elsewhere.”

All members have been circulated with a traffic flow plan submitted to Clare County Council by Beau Walk Properties for approval. Objections to this plan may be lodged in the normal way.

12/09/04 Payment of Fines at Garda Station.

Proposed by Cllr. McCarthy, seconded by Cllr.McMahon and resolved;
“that An Garda Siochána provide for the payment of fines at the Shannon Garda Station irrespective of whether they have been issued from Shannon based Gardai or the traffic-corp.”

13/09/04 Future of Shannon Airport.

Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council seek a meeting, as soon as possible with
Mr. Pat Shanahan Chairman of the new Shannon Airport Authority and any other director who might be available to attend to discuss the future of Shannon Airport.”
