Shannon Town Council Meeting Minutes September 2003

Minutes of the September Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday September 2nd 2003.

Councillor Seán Hillery, Méara Bhaile, presided.

Present were Councillors McCarthy, Lambert, Duff, Flynn, McMahon, O'Brien, McKee and Mulcahy.

In attendance : Gerard Dollard Town Manager, Mr. Stephen Abbey from Clare County Council Road Design and Tomás Mac Cormaic Town Clerk.

1/09/03 Minutes of Annual Meeting

Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
"that the minutes of the 2003 Annual Meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday July 1st 2003, having been circulated, be adopted and signed by the Méara Bhaile."

2/09/03 Minutes of July monthly meeting

Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
"that after an amendment was made to item 10/07/03 to change 'County Development Officer' to read 'County Development Board' the minutes of the July monthly meeting of the Shannon Town Council held in the Shannon Town Hall immediately after the 2003 Annual Meeting on July 1st 2003 be adopted and signed by the Méara Bhaile."

3/09/03 Presentation by Mr, Abbey on Draft Road Design for Shannon

Mr. Abbey gave the meeting a comprehensive presentation of the proposed road design for Shannon using detailed maps of the town and proposed system.
Following the presentation the Councillors raised the following issues.
Off Road Parking, Road Naming and Road Signs, Pedestrian Crossings, Directional Signs, Speed Limits, Cycling Lanes, School Signs, Raised Crossings, Slip Road at Gort Road. It was acknowledged that off road parking is a major problem with up to 400 off road parking spaces required. With regard to street naming, Ordinance Survey will be asked to produce a Street Map for Shannon and the Town Council will decide on the appropriate names for each street.
Mr. Abbey having taken note of the Councillors comments it was proposed by Councillor McCarthy, seconded by Cllr. Hillery and resolved;
"that the document is a positive first step in designing a road system in Shannon and as such is approved by the Council."

4/09/03 Representation on County Development Board

The four Town Councils in Clare have one representative for the four on the County Development Board. This representative is nominated in rotation by each Town Council. The Shannon Town Council has the opportunity to nominate their representative for the current year to June 2004.
It was proposed by Cllr. McCarthy, seconded by Cllr. O'Brien and resolved;"
"that Cllr. Hillery be nominated as the representative of the four Clare Town Councils on the County Development Board for the current year."

5/09/03 Correspondence

  1. A letter from the office of the Minister for Foreign Affairs in relation to the trial of three Irishmen in Columbia was read and noted. Cllr. McKee requested a copy of this letter.
  2. A letter from the General Manager of E.S.B. Customer Supply was read and noted. The Councillors expressed their disappointment at the closure of the E.S.B. Office in Shannon without the opportunity of discussing it's importance with the E.S.B. management. The Town Clerk was asked to write to Geraldine Gunning who served for many years in the Shannon Office, to thank her for her service to the Shannon Community over those years and to wish her luck in the future.
  3. A letter from the Office of the Minister for Communications Marine and Natural Resources in relation to the closure of the E.S.B. Office in Shannon was read and noted.
  4. A letter from Ms. Bernadette Kinsella, Director of Services with Clare County Council in reply to a request from the Town Council to have the Development Office - Project Shannon become involved in the formulation of a Shannon Town Renewal Plan was read and noted.
    The Councillors expressed their disappointment at the reply and it was proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
    "that Ms. Kinsella be invited to the October meeting of the Town Council to discuss priorities for Shannon in relation to it's social , economic and cultural development."
  5. A letter from Circle Francais de Shannon relating to the visit of some young people from Roissy en France to Shannon during the summer was read and noted.
  6. A letter from the Department of the Environment and Local Government in relation to the E.P.A.'s investigation of the 'Odours in Shannon' was read and noted.
  7. An email from the President of the A.M.A.I. was read and noted.
  8. A letter from Seán O'Callaghan of 26, Tullyglass Hill which had been circulated to members was noted.
  9. A letter to the Méara Bhaile from a resident of Mallow who criticised the condition of the first roundabout leaving Shannon was read and noted.
  10. Two letters from Macroom Town Council relating to resolutions adopted by that town council ( 1) dealing with the legislation on smoking in licenced premises and (2) SSIA savings were noted.
  11. An invitation from Kilkee Waterworld to send a representative to a conference in Kilkee on "The National Spatial Strategy and the Smaller Town" was read
    And it was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
    " that Cllr. O'Brien represent Shannon Town Council at this conference."
    Registration Fee for the conference of €145.00 per delegate was proved.
  12. Notification of the Annual Clare Tourism Conference was noted.
    It was proposed by Cllr. Hillery, seconded by Cllr. Mulcahy and resolved:
    " that each of the six Town Councillors who are not also County Councillors be authorised to attend this conference, the registration fee of which is €195.00 per person."
  13. Notification of the Annual 3 day Ceifin Conference in Ennis on November 5th to 7th inclusive at €380.00 per delegate was noted.
    It was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
    " that Cllrs. Flynn, Duff and McMahon be authorised to attend this conference and that the Town Clerk would negotiate a reduction in the registration fee."
  14. A letter from Letterkenny Town Council relating to a resolution adopted by their council relating to cannabis was noted.

6/09/03 Register of Electors

The importance of the accuracy of the Register of Electors was noted and the members were asked to co-operate fully with the Council Franchise Section in insuring that the register is correctly updated having regard to the Local Elections scheduled for June 2004.

7/09/03 Community Grants Distribution

It was proposed by Cllr. Mulcahy, seconded by Cllr. McMahon and resolved;
"that the distribution of Community Grants for 2003 be considered at a special meeting of the Town Council to be held in the Shannon Town Hall at 5.30 p.m. on Tuesday October 7th 2003."

8/09/03 Recognition of winners of National or International Awards

The following community members were nominated for recognition on the evening of the distribution of the 2003 Community Grants. John and Dan Kirby - Handball.
David Dawson - Special Olympics.
Heather Nolan - Golf
Brian Lohan - Hurling.
Further nominations should be submitted to the Town Clerk for consideration at the October meeting of the Council.

9/09/03 Town Twinning

A letter from the Shannon Town Twinning Association outlining plans to present a number of books, tapes and C.D.s to the Guingamp Library to be retained in a special section of that Library in memory of the late Danniel Personnic who was a major driving force in the success of the twinning of Shannon and Guingamp and requesting the support of the Town Council for the project was discussed and it was agreed that the Shannon Town Council would support this project from funds allocated to Town Twinning.

10/09/03 2003 A.M.A.I. Conference

Proposed by Cllr. Lambert, seconded by Cllr. Hillery and resolved;
"that the two nominated delegates from Shannon to the A.M.A.I., Cllr. Patricia McCarthy, and Cllr. Pat O'Brien attend the 2003 A.M.A.I. conference in Wexford ."
11/09/03 Garda Siochána Policing Plan 2004.
The Shannon Town Council having been notified of the draft policing plan 2004 requested that the Town Clerk referring to resolutions and comments from the Councillor over the past year make a presentation on the Council's behalf to this draft plan.
It was also proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
"that Shannon Town Council seek a meeting with the local Superintendent
to discuss matters of mutual concern."

12/09/03 Control of Dogs

Proposed by Cllr. McCarthy, seconded by Cllr. McKee and resolved;
"that Shannon Town Council call on Clare County Council and Shannon Development to provide appropriate "NO DOG FOULING ALLOWED" signs throughout the town.".


13/09/03 River Walks in Shannon

Proposed by Cllr. Flynn, seconded by Cllr McMahon and resolved;
"that Clare County Council formulate a plan to develop The River Walks in Shannon, which would provide a valuable asset to the local community and a tourist attraction."

As the time had now reached 8.30 p.m. the meeting was adjourned.
Notices of motions from Cllrs. Flynn, Lambert and McCarthy to be deferred to the October meeting.
