Minutes of the June 2008 Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday June 27th 2008  at 6:30 p.m.

Councillor Sean McLoughlin, Meara Bhaile, presided

Present were

Councillors, Flynn, Duff, Lambert, McKee, McCarthy,Hillery,  Mulcahy, and McMahon

In attendance

Mr. Gerard Dollard – Town Manager and Tomás Mac Cormaic  - Town Clerk.

1/06/08  Suspension of Standing Orders

Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
"that the meeting be adjourned for ten minutes in respect for the Late Roibead O’Ceallaigh formerly Clare County Council Secretary and later Assistant County Manager from 1985 to 1995 during which time he was also Manager of Shannon Town Commissioners."
Tributes were paid to him by those who knew him during those years.

The meeting Adjourned and reconvened at 6.45 p.m.

2/06/08  Minutes Of May Meeting

Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
"that the minutes of the May meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on  Tuesday May 6th 2008, having been circulated, be adopted and signed by the Meara Bhaile."

3/06/08  Presentation on the possibility of a Pitch & Putt Facility in Shannon

Two Pitch and Putt enthusiasts, Niall Reynolds and Declan Sheedy gave a  presentation of the possibility of a municipal and self financing Pitch & Putt Course in Shannon. They had taken a sample area of Tullyglass Hill as a possible site and based on that site had produced some development costs as well as the costs of maintenance machinery which came to a little under €100,000 excluding VAT.
The members were unanimous in agreeing that the project is very desirable but there was some disagreement about a suitable location and suggested that an expert on Pitch & Putt Courses be invited to survey the Shannon Town area and recommend a suitable site. All the members offered their full cooperation with the venture.  As any land selected would possibly belong to Clare County Council the County Council should be invited to comment on the proposal.  Cllr. McCarthy volunteered, as current Mayor of Clare, to broach the subject with Clare County Council.

4/06/08  Joint Meeting with Kilrush Town Council

A memo prepared by the Meara Bhaile and circulated to members  reported on the Joint Meeting between Shannon Town Council and Kilrush Town Council in Kilrush on Thursday May 1st 2008  was adopted on the proposition of Cllr. Flynn and seconded by Cllr. McMahon.

5/06/08 Correspondence

  1. A letter from the HSE regarding Cystic Fibrosis Services at St. Vincent’s Hospital was read and comments in the letter were criticised by each member as being patronising and not seriously addressing the issues and needs of CF patients.  A reply to this effect would be sent to the HSE.
  2.  A letter from the Shannon Model Flying Club which expressed concern at the letting of grazing land for horses in the vicinity of the Model Flying Club was read and noted.  This letter has been referred to Management Advisory Committee responsible for  the project of the letting of this land who will consult the Model Flying Club on their concerns.
  3. A letter from Drumgeely Residents Association complaining about the derelict condition of the old Drumgeely Hall and the old Tennis Court was read and noted.  This letter was accompanied by twelve photographs clearly showing the derelict condition of the old tennis court. The letter also suggested that two blocks of apartments are being neglected and are being illegally used by people engaged in anti social behaviour.     

It was proposed by Cllr. Mulcahy, seconded by Cllr. Duff and resolved;
"that this Council seek a report on what action is being taken on (a) the Derelict Site and (b) the two vacant apartment blocks.

6/06/08  Report from Area Council Meeting

The Meara Bhaile reported on items relevant to Shannon  discussed at the April Shannon Area Council meeting which included, the Arts Centre, Development of TC2, Cladding of some houses, sale of land and Inis Ealga.
All this information is available on the web.

6/06/08  Reports from M.P.C. Chairs

Cllr. Duff reported on the success of the celebrations to commemorate thirty years of Special Olympics.  Cllr. Duff and his committee were congratulated on the efficient way the various parts of the celebration were run.

7/06/08  Green Paper on Local Government

A resolution submitted by Cllr. McMahon for the May monthly meeting and deferred to the discussion on the Green Paper "that STC formally refute the suggestions of the Minister for the Environment that a future Mayor of Limerick would have authority / jurisdiction over Shannon, and convey the response to the Minister and authorities in Clare."
was proposed by Cllr. McMahon, seconded by Cllr. Flynn and resolved.

On the discussion on the Green Paper the members were disappointed that it did not contain any proposition to increase the powers of Town Councils and once again failed to provide a mechanism whereby former Town Commissions could be elevated to the status of former Urban Town Councils.
The subject would again be discussed at the July monthly meeting of the Council.

8/06/08  Traffic Signs on Sli na Mara

Proposed by Cllr. Duff, seconded by Cllr. McCarthy and resolved;

"that Shannon Town Council request Clare County Council to examine traffic measures that could be put in place in order to address the speed of traffic at the Sli na Mara – Wolfe Tones side of St. Conaires School."

9/06/08 Speed Calming at Lios na Ri

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;

"that Clare County Council advise if they intend to replace the speed obstacles that were removed at Lios na Ri and if not how do they propose to deal with speeding on this distributor road."

10/06/08   Election Literature

Proposed by Cllr. McCarthy, seconded by Cllr. Hillery and resolved;

"that Shannon Town Council consider designating an area specifically for the display of election literature."

It was suggested that the appropriate M.P.C. consider this resolution and report back to the Council.
