Minutes of the June 2007 Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday June 5th 2007 at 6:30 p.m.

Councillor Tony McMahon. Meara Bhaile, presided.
Present were Councillors, Flynn, McCarthy, Lambert, Duff, Hillery, Mulcahy and McLoughlin.
In attendance : Mr. Gerard Dollard - Town Manager, John Bradley - Senior Executive Planning Officer, and two representatives of Murray O'Laoire Architects, the consultants engaged by Clare County Council in relation to the development of TC2 and TC3 and Tomás Mac Cormaic - Town Clerk

1/06/07 Minutes of May Monthly Meeting

Proposed by Cllr. Flynn, seconded by Cllr. McLoughlin and resolved;
'that the minutes of the April monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6:30 p.m. on Tuesday May 1st 2007, having been circulated, be adopted and signed by the Meara Bhaile.'

2/06/07 Memorandum of meeting with Co. Manager

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
'that a memorandum of a meeting with the County Manager to discuss staffing in the Town Hall be noted'
It was confirmed that the 'Litter Picking Service' contracted to Shannon Social Economy Group will be increased from one person working 30 hours per week to two people each working 39 hours per week for the summer months..

3/06/07 Correspondence

A letter from the Mayor of Clare inviting the Shannon Town Council to sponsor a table for the inaugural Clare Mayor's Ball at the cost of €1,000 for ten people was read. Consideration to supporting this Charity Ball would be given in conjunction with Kilrush Town Council and Kilkee Town Council. The Town Clerk would discuss the possibility with the Town Clerks of both these towns.

  1. A letter from Shannon Chamber of Commerce relating to the development of TC2 and TC3 and also to confirm the nomination of Derek Barrett as the Chamber's representative on the M.P.C. responsible for Industrial, Tourism and Development was read and noted.
  2. A letter from the Shannon Garda Sergeant in relation to parking on footpaths was read and noted.
  3. A letter from the HSE in relation to an ambulance service in Shannon was read and noted.
  4. A letter from the European Commission in relation to Development Aid and Public Service Obligations for Shannon Airport was read and noted. This matter should now be referred to the Irish Government through the incoming Minister for Transport.
  5. Authorisation was given to the payment of expenses to the Council's two A.M.A.I. delegates for attending a meeting in Kildare to select an A.M.A.I. nominee to Seanad Eireann.

4/06/07 Presentation on TC2 & TC3

John Bradley, Senior Executive Planning Officer with Clare County Council introduced the Consultants commissioned to advise on the development of TC2 and TC3. A slide show presentation of ideas was first shown and each of the members added their comments and hoped that they would have further opportunities to make input as the scheme progresses. Consultation with the General Public will take place presently and the date and venue for this consultation will be published in the local papers circulating in Shannon. The Business Community and Sporting and Cultural Organisations will also be given an opportunity to input to the development.

5/06/07 Reports from M.P.C. Chairs

No report from either at this time.

6/06/07 Report from Area Council

The Meara Bhaile read a written report on items relevant to Shannon Town discussed at the May Area Council Meeting . Minutes of this meeting are available on the Shannon Website.

7/06/07 Sli na Mara Road to Smithstown

Proposed by Cllr. Flynn, seconded by Cllr. Hillery and resolved;
'that Shannon Town Council request Clare County Council to improve the Sli na Mara Road serving the upcoming Recycling Centre by (a) improved road surface, (b) safe filter lanes from Bothar Mor and (c) installation of lighting and footpaths.'
The Manager said that this work is not included in the current program but could be considered in the overall scheme for TC2 and TC3.

8/06/07 Town Park

Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
'that Shannon Town Council get a written report from Clare County Council in relation to the Town Park (a) what proposal is in place to bring this public facility up to an acceptable standard ?, and (b) what time scale is envisaged by Clare County Council in relation to taking this Public Park in charge ?.'

9/06/07 Trees on Bothar na Sioda and Tullyvarraga Road

Proposed by Cllr. Duff, seconded by Cllr. Mulcahy and resolved;
'that Clare County Council, in the interest of road safety, trim trees on Bothar na Sioda and Tullyvarraga Road.'

10/06/07 Town Centre Traffic Lights

Proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
'that Shannon Town Council call on Clare County Council to ensure that the Town Centre Traffic Lights are properly synchronised in the interest of safety.'

11/06/07 Houses 5, 6 and 47 Cill Chais

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
'that Shannon Town Council call on Clare County Council to resolve the flooding at the rear of house No.s 5, 6 and 47 Cill Cais.'

12/06/07 Entrance to Dun na Ri Estate

Proposed by Cllr. Hillery, seconded by Cllr. McCarthy and resolved;
'that consideration be given to place speed ramps at the entrance to Dun na Ri and that the County Council give a schedule of speed ramps planned for Shannon over the next 12 months.'

13/06/07 Ophthalmic Service For Shannon

Proposed by Cllr. Hillery, seconded by Cllr. Lambert and resolved;
'that the Western H.S.E. be requested to provide an Ophthalmic Servicce in Shannon.'

A resolution submitted by Cllr. McMahon was withdrawn without comment.
