Minutes of the June Monthly Meeting of the Shannon Town Council held
in the Shannon Town Hall on Tuesday June 6th 2006 at 6.30 p.m.
- Councillor Tony Mulcahy, Meara Bhaile, presided.
- Present were Councillors, Flynn, McLoughlin, Duff, McCarthy, Lambert
and McKee, Hillery and McMahon.
- In attendance : Mr. Gerard Dollard – Town Manager and Tomás
Mac Cormaic - Town Clerk
At the opening of the meeting it was proposed by Cllr. Flynn, seconded
by Cllr.Lambert and resolved;
“that as a mark of sympathy with the Town Clerk on the recent death
of his brother the meeting be adjourned for ten minutes.”
The meeting reconvened at 6.40 p.m.
1/06/06 May Minutes
Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that the minutes of the May monthly meeting of the Shannon Town
Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday May 2nd
2006, having been circulated, be adopted and signed by the Meara Bhaile.”
2/06/06 Council Seminar
There were mixed feelings about the value of the Seminar held in Bunratty
Manor on Wednesday May 17th with some councillors having very positive
comments on the content of the seminar while others were rather negative
on it’s benefits. A report on the seminar was noted after, at the
request of Cllr. McCarthy, the comment that the Arts Centre would not
be completed during the life of this council was deleted.
3/06/06 Correspondence
- A request from Clare Haven Services to address the Council was read
and noted. An invitation would be issued to Clare Haven Services to
make a presentation to the Council on June 27th from 6.00 p.m. to 6.30
p.m.
- Michael Neylon, Research Officer with Clare County Council to be
invited to make a presentation to the Council on June 27th from 5.30
p.m. to 6.00 p.m.
- Notices of resolutions adopted by the following councils were noted;
Ballina Town Council Re: TV / Radio Licence Fee distribution,
Ballina Town Council Re: Junk Mail
Longford Town Council Re: Electoral Register.
Monaghan Town Council Re: Telecommunication Masts.
Boyle Town Council Re: Buses for Disabled People
4/06/06 Report from Minister for Transport at Chamber Lunch
The Meara Bhaile reported that during a brief meeting with Martin Cullen,
T. D. Minister for Transport, Mr. Cullen considered the Open Skies issue
a “done deal” but confirmed that when Shannon Airport Authority
became independent of Dublin they would be debt free.
5/06/06 Report from Meara Bhaile on May Area Council meeting
The Meara Bhaile read a written report on issues relating to Shannon
Town discussed at the Shannon Area Council meeting.
6/06/06 Reports from MPC Chairpersons
Cllr. Mc Loughlin confirmed that his MPC were cooperating with the Youth
Service Council in organising a Youth Fun Day for July 1st. He asked if
the area at the rear of the Tir na nOg Playground could be used for a
band stand and as a site for a barbeque and he confirmed that the Youth
Service Council have the appropriate insurance.
The Town Clerk would request permission from Clare County Council for
use of this area.
Cllr. McMahon is progressing with the Voluntary Housing Project.
Cllr. Lambert expects to have the Newsletter for approval within the next
few weeks.
The Farmers Market has been re-established in the Town Square and is now
being managed by Skycourt in cooperation with the stall-holders.
7/06/06 2006 Annual Meeting
Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“that the 2006 Annual Meeting of the Shannon Town Council be held
in the Shannon Town Hall at 6.30 p.m. on Tuesday June 27th 2006 and be
followed by the July monthly meeting which would be brought forward by
one week.”
8/06/06 Community Grants 2006
The Community Grant Scheme for 2006 would be advertised immediately
with July 21st 2006 being the closing date for the receipt of applications
for participation in the scheme.
9/06/06 Illaunmanagh Cemetery
Proposed by Cllr. Hillery, seconded by Cllr. Duff and resolved;
“that Clare County Council would instruct the contractor employed
in the extension of Illaunmanagh Cemetery to complete the contract as
soon as possible e.g. (1) remove the rubble (unsuitable earth and stones)
and replace with top quality earth, and reseed, (2) remove all timbers
etc. from the area.”
10/06/06 Drainage in Corrib Drive
Proposed by Cllr. McCarthy, seconded by Cllr. McLoughlin and resolved;
“that Shannon Town Council call on Clare County Council to resolve
the problem with the drainage on Corrib Drive as a matter of urgency,
particularly in view of the serious difficulties being encountered by
residents of houses no's 5, 6, 7 & 8 in accessing their homes.”
11/06/06 Drainage on Tullyvarraga Hill
Proposed by Cllr. McMahon, seconded by Cllr. Hillery and resolved;
“request Clare C. C. to repair the serious road condition and pothole
and replace or make serviceable drainage kerbs on Tullyvarraga Hill.”
12/06/06 Social Housing
Proposed by Cllr. Lambert and seconded by Cllr. Hillery;
“that Clare County Council would defer the start-up of the development
adjacent to Dun na Ri and address the concerns of residents regarding
density, house design and safety features.”
This motion was not adopted, instead it was agreed that the Director of
Services with responsibility for housing and other staff involved in the
design of this particular development would be invited to address the
Council and three members of the Dun na Ri Residents Association on the
development.
13/06/06 Shrubs and Trees on Airport Road at Drumgeely
Proposed by Cllr. Lambert. Seconded by Cllr. Flynn and resolved;;
“that the rubbish in the shrubs and trees on the Airport Road by
Drumgeely Hill be cleaned and the shrubbery / bushes be cut back.”
14/06/06 Pedestrian access from multi-storey car park
Proposed by Cllr. McCarthy, seconded by Cllr. Hillery and resolved;
“that Shannon Town Council request the owners of Skycourt to provide
safe pedestrian access from the multi-storey car park to developments
outside the centre, e.g. Credit Union.”
15/06/06 Recognition of Youth Officer
Proposed by Cllr. Flynn, seconded by Cllr. McLoughlin and resolved;
“that Shannon Town Council give some form of recognition to the
Youth Officer, Cathal Dillon, for his efforts in keeping the young people
of Shannon focused on various activities throughout the town.”
This can be done when the Liosta na Laochra is being compiled.
