Minutes of June meeting of the Shannon Town Council held in the Shannon
Town Hall at 6.30 p.m. on Tuesday June 7th 2005.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McLoughlin, Mulcahy,
McKee, Hillery and McMahon.
In attendance : Mr. Gerard Dollard - Town Manager and Tomás
Mac Cormaic - Town Clerk.
At 6.00 p.m. before the commencement of the June meeting, the Council
was addressed by Mr. Pat Shannahan, Chairman of the Board of Shannon Airport
Authority on plans of the Board for the further development of Shannon
Airport, the increase in the number of Airlines flying in and out of Shannon
and the promotion of Shannon Airport for terminal passenger traffic.
1/06/05 Minutes of the May Monthly Meeting
Proposed by Cllr Flynn, seconded by Cllr. McCarthy and resolved; “that
the minutes of the May monthly meeting of the Shannon Town Council held
in the Shannon Town Hall at 6.30 p.m. on Tuesday May 3rd 2005, having been
circulated, be adopted and signed by the Méara Bhaile.

Neighbourwood Schemes
A presentation was made to the Council by Consultant Foresters Donal
Fitzpatrick and Seán Mc Namara on Neighbourwood Schemes funded
by the Forest Service of the Department of Agriculture and Food under
the National Development Plan2000 - 2006 which is supported by the
European Union.
The Foresters suggested that separate application be submitted simultaneously
for three woodlands in Shannon to be developed under the scheme. These
three areas are (1) Tullyglass Hill and Conway’s Wood, (2) the Town
Park Woodland and (3) Tullyglass Hill and Rosbracken.
It was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
“that Shannon Town Council support the application for the development
of the three areas outlined.”
3/06/06 Correspondence
- A letter from the H.S.E. dated May 6th relating the Shannondoc was
read and noted.
- A letter from the H.S.E. dated May 16th relating to consumer involvement
in the Health Service was read and noted.
- A letter from the E.S.B. dated May 30th relating to a pylon near Cluain
Aluinn was read and noted.
- A letter from the A.M.A.I relating to the Annual Conference Programme
was read and noted. It was proposed by Cllr. McCarthy, seconded by Cllr.
McMahon and resolved;
“ that the resolution adopted at the May meeting in relation to
the Health Service (ref. 8/5,’05 HSE Consumer Panel) be referred
to the Annual Conference of the A.M.A.I.
- A notice of motion adopted by Kilrush T.C. in relation to support
for Irish Centres in London was read and noted.
- An acknowledgement from the Dept. of Justice of receipt of a resolution
requesting an upgrade of Shannon Garda Station was noted.
- A letter dated May 31st from residents of Deilginis relating to “Parking”
was noted.
4/06/05 Report from Méara Bhaile on Area Council Meeting
The Méara Bhaile delivered a verbal report on decisions taken
at the Area Council Meeting relevant to Shannon Town. This information
is also available on the Shannon website.
5/06/05 Reports from MPC Chairs
Cllr. McMahon reported that the Farmers’ Market is up and running,
the Newsletter has been completed and he requested that the endeavours
to establish a Voluntary Housing Scheme be formally adopted by the Council
as an aspiration of the Council
This was proposed by Cllr. Mac Carthy, seconded by Cllr. Duff and resolved.
Cllr. McLoughlin reported progress on the plans for a special Community
Fun Day in September.
6/06/05 Community Grants
Community Grants for 2005 will be advertised immediately. Closing date
for the receipt of applications will be July 25th and a decision on the
distribution of the Grants will be made in September.
7/06/05 Annual Meeting
It was proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“that the 2005 Annual Meeting of the Shannon Town Council be held
on June 28th 2005 at 6.30 p.m. to be immediately followed by the July
monthly meeting of the Council which is to be brought forward one week.”
8/06/05 Community Grass Composting
Proposed by Cllr. Hillery and seconded by Cllr. Mc Mahon.
“ that Shannon T.C. provide a Community Grass Compost Centre in
Shannon.”
Because of the unpleasant odour from decaying grass it is unlikely that
a grass composting centre would be located in Shannon but further consideration
would need to be given to providing this facility in an area where people
would not be adversely affected by the odours,
9/06/05 Sewerage Plant in Shannon
Proposed by Cllr. Hillery, seconded by Cllr. McCarthy and resolved.
“to request the County Engineer to update Shannon Town Council on
the following :-
(a) Sewerage expansion for Town and Industrial Estate,
(b) present position of modern sewerage facilities for Shannon International
Airport and
(c) why one major sewerage system is not the preferred choice to resolve
both of the above problems.”
The Manager responding to this resolution stated that while (c ) would
have been the preferred choice. The time factor did not allow this and
two separate systems will operate.
10/06/05 Children at Play Signs in Árd na Greine
Proposed by Cllr. McKee and seconded by Cllr. Mulcahy.
“that Clare County Council be asked to erect “Children at
Play” signs at Árd na Gréine as a matter of urgency.
This motion was not carried as worded, instead the Area Engineer would
be asked to prepare a comprehensive traffic management report of this
road and the junction from this road leading to St. Caimin’s Community
School.
11/06/05 Inis Ealga
Proposed by Cllr. McKee, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council commend the residents of Inis Ealga for
their recent endeavours to improve their estate.”
12/06/05 Traffic in Ballycaseymore Hill
Proposed by Cllr. McLoughlin, seconded by Cllr. Cllr Mulcahy and resolved.
“that Shannon Town Council request Clare County Council to provide
traffic calming measures in Ballycaseymore Hill.”
13/06/05 Car Parking in Deilginis
Proposed by Cllr. McLoughlin and seconded by Cllr. McMahon.
“that Shannon Town Council request Clare County Council to provide
extra car-parking for the residents of Deilginis and that the road at
the rear of Moy Park from No. 7 to No. 12 be widened so that people can
park their cars at the back of their houses which will help to take the
pressure off Deilginis.”
14/06/05 Sli na Mara Boirin
Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that Clare County Council present an up-to-date report on any progress
in relation to the re-juvenation of the old Boirin (Sli na Mara) and the
re-construction of the old houses on this road which was discussed at
a seminar where it was felt that such a project would enhance the Boirin
and also provide a tourist attraction.”
The Manager stated that development on this Boirin would be considered
in the South Clare Plan.
15/06/05 Land Adjacent to Ballycasey Workshops
Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request Clare County Council to ring-fence
land adjacent to Ballycasey Workshops for future expansion plans for this
centre.”
16/06/05 Shannon Health Centre
Proposed by Cllr. McMahon, seconded by Cllr.Lambert and resolved;
“that Shannon Town Council demand of Midwestern H.S.E. to provide
funding for staffing to facilitate the opening and adequate use of the
Day Centre at Shannon Health Centre.”
The H.S.E. would be asked for details of the services offered at the Centre.
17/06/05 Meeting with Sergeant in Charge at Garda Station
Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request a meeting with the new Sergeant
in Charge at Shannon Garda Station.”
