Shannon Town Council Meeting Minutes May 2006

Minutes of the May Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday May 2nd 2006 at 6:30 p.m.

  • Councillor Tony McMahon, Deputy Meara Bhaile presided
  • Present were Councillors, Flynn, McLoughlin, Duff, McCarthy, Lambert and McKee.
  • In attendance: Mr. Gerard Dollard, Town Manager and Tomás Mac Cormaic, Town Clerk
  • Apologies from Cllr. Mulcahy and Cllr. Hillery

1/05/06 April Minutes

Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“That the minutes of the April monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6:30 p.m. on Tuesday April 4th 2006, having been circulated, be adopted and signed by the Deputy Méara Bhaile.”

2/05/06 Fun Fair

A memorandum on a meeting between the Council and McFadden Fun Fairs was noted on the proposition of Cllr. McCarthy seconded by Cllr. Flynn.

3/05/06 Aeronautical Park

A memorandum on a meeting between the Council and Eddie Ryan who has plans for the development of an Aeronautical Park in Shannon was noted on the proposition of Cllr. Flynn seconded by Cllr. McCarthy.

4/5/06 Correspondence

  1. A letter from the Director of A. M. A. I. Concerning the format of the September Conference was read and noted. Notices from this Council to the Annual Conference would be considered at the June Meeting of this Council.
  2. Notice of the Clare County Council sponsored conference on “The Role of Local Authorities on the Enhancement of An Enterprise Culture” to be held in the Glor Irish Music Centre in Ennis on May 25th and 26th was noted. Members intending to attend this conference would notify the Town Clerk.
  3. A letter from Skycourt regarding public parking in front of Xtra Vision was noted.
  4. Communication with the Minister for Transport regarding a possible meeting between the Town Council and the members on the occasion of the Shannon Chamber Annual Lunch was noted.
  5. A circular regarding “Social and Community Facilities Capital Scheme 2006" was brought to the attention of the members. Discussion on this and consideration of suitable projects would be discussed at the end of the meeting. Copies of this circular were given to each member.

5/05/06 Area Council

In the absence of the Méara Bhaile, a written report on the April Area Council meeting was read by the Town Clerk.

6/05/06 M.P.C. Reports

Cllr. McMahon reported on the success of the 1916 Commemoration and complimented all involved in the preparation of and participation in this event with special emphasis on the involvement of the schools and school children.

Cllr. McLoughlin reported that the St. Patrick’s Day Committee Bank Account is in credit.
Preparations for a Youth Day are well in hand and will involve the Town Park and the Leisure Centre.

7/05/06 Fair Trade Concept

There are no further developments on this concept.

8/05/06 Sale of Green Areas Adjacent to Residential Property

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“That when Clare County Council receive a request from a resident to purchase all or part of a green area adjacent to their property, that persons in the immediate vicinity, particularly those whose property adjoins or backs onto the said area are consulted and advised of the request so that they may be afforded an opportunity to comment.”
This resolution to be referred to Corporate Services for their comments.

9/05/06 Housing Stock and Requirements for Housing in Shannon

Proposed by Cllr. McMahon, seconded by Cllr. Lambert and resolved;
“Request a briefing from the Town Manager on housing stock and proposed addition, outlining what accommodation is available for single people and advise the Council of numbers on waiting list.”
The Manager reported that there are 274 housing units in Shannon. Of the 244 on the waiting list, many of these would be housed but seeking transfers and the real figure would be in the region of 100. The Apartments in Tradaree Court are currently being refurbished and the estimated time to have these all ready for occupation would be between 18 months and two years.
The members suggested that it might be possible to speed this up by concentrating on one block at a time.

10/05/06 Arts Centre

Proposed by Cllr. Flynn, seconded by Cllr. Duff and resolved;
“That Shannon Town Council discuss and create a full feasibility and business plan for the proposed Arts Centre for Shannon and that the item be on the agenda for the upcoming Town Council Seminar.

11/05/06 Protection of Green Areas

Proposed by Cllr. Flynn, seconded by Cllr. Lambert and resolved;
“That Shannon Town Council discuss and decide on the future use and protection of the green areas in Shannon including the Town Park, community and amenity sites and explore the benefits of these valuable assets and that this item be put on the agenda for the upcoming Town Council Seminar.”

12/05/06 Unattended Alarm Sirens

Proposed by Cllr. McMahon, seconded by Cllr Flynn.
“That Shannon Town Council request the Minister for the Environment to put in place adequate legislation to combat the nuisance problem of unattended Alarm Sirens with appropriate penalties and if adopted to circulate to other Councils.”
The motion was not resolved until some clarification is obtained on the where the responsibilities lies for the prosecution or otherwise of the owners of these sirens.

Social and Community Facilities Capital Scheme 2006

Details of a Social and Community Facilities Capital Scheme for 2006 were circulated.
The overall objectives of the Scheme are to enhance communities, address disadvantage and improve social cohesion at a local level.
Each County or City Manager can put forward three such projects for consideration.
The minimum grant available is €100,000 per selected project.
Types of projects include Upgrading Community Facilities, Upgrading Sporting and Cultural facilities, Urban environment improvements for use by the community, Estate enhancement capital works and improving access for the disabled.

The members mentioned three possible projects for consideration.
Tullyvarraga Hall, A pitch and Putt Course and further development of the Leisure Centre.

Because of the location of the Leisure Centre together with the potential for development in it’s immediate vicinity it was decided to put this project forward. Cllr. McCarthy would present a proposal to the Manager for consideration as one of the County Councils proposals.
