Shannon Town Council Meeting Minutes May 2005

Minutes of May meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday May 3rd 2005.

Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McLoughlin, Mulcahy, McKee and McMahon.

In attendance : Mr. Gerard Dollard - Town Manager and Tomás Mac Cormaic - Town Clerk.

Apologies from Cllr. Hillery.

1/5/’05 Minutes of the Adjourned April Monthly Meeting.

Proposed by Cllr Flynn, seconded by Cllr. McCarthy and resolved;
“that the minutes of the April monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday April 5th 2005, having been circulated, be adopted and signed by the Méara Bhaile.

2/5/ ’05 Minutes of the Reconvened April Monthly Meeting.

Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“that the minutes of the reconvened April monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday April 12th 2004, having been circulated, be adopted and signed by the Meara Bhaile

3/5/’05 Play-Scheme

A presentation by Miss. Nora Daly, Community and Enterprise Development Officer on Play Policy was deferred to a future date.

4/5/’05 Correspondence.

  1. A letter from the Department of Transport dated April 12th 2004 was noted.
  2. A letter from Ballina Town Council dated April 22nd 2005 was noted.
  3. A letter from Mullingar Town Council dated April 22nd 2005 was noted.
  4. A letter from Monaghan Town Council dated April 26th 2005 was noted.

5/5/’05 Report from Area Council Meeting.

The Meara Bhaile gave a verbal report on matters relevant to Shannon Town that had been discussed at the recent Area Council Meeting. This information is available on the Shannon Town Website. www.shannon.ie

6/5/’05 Reports from M.P.C. Chairs.

Cllr. McMahon informed the meeting that the NEWSLETTER is ready to go on the town website, the voluntary housing scheme continues to be studied and a proposal will be put to the Town Council on this project as soon as further information becomes available. His committee is also to seek a meeting with Mr. Pat Shannahan, Chairman of Shannon Airport Authority.

It was proposed by Cllr. Mulcahy, seconded by Cllr. McMahon and resolved;
“that the full Shannon Town Council seek a meeting with Mr. Shannahan to hear the plans of his board for the future of Shannon Airport.”

Cllr. McLoughlin reported that his committee suggest the subdivision of the area at the rear of Tir na nOg to accommodate a kick-around area, a basketball area and space for skate-boards for over twelve year olds.
Extra lighting and CCTV cameras will be needed, access to the area should be via the Leisure Centre to ensure the monitoring of those using the area.
It is hoped that these changes would be in operation by September 4th 2005 when it is planned to hold a Fun Day in Shannon involving all the sporting, social and cultural clubs in the town.
This committee hopes to encourage non-nationals living in the town to become involved in local sporting, social and cultural activities.
The Youth Officer, Cathal Dillon, plans to give assistance to young people involved in forming music bands.

7/5/’05 Deportation of Non Nationals.

Proposed by Cllr. McKee, seconded by Cllr. Mulcahy and resolved;
“that following the disgraceful debacle over the deportation of the 20 year old Nigerian Student from Ireland and the scenes of gardai entering schools to detain foreign students, S. T. C. call on the government to enact legislation that will ensure this behaviour will not occur in future.”

8/5/’05 HSE Consumer Panel.

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that Shannon Town Council request HSE, in accordance with the provisions of the Health Act 2004, to establish a consumer panel in Shannon comprising of elected representatives, members of the community and service providers to ensure community participation in decisions about the delivery of services.”

9/5/’05 Grass Cutting in Tir na nOg Play Area.

Proposed by Cllr. Lambert, seconded by Cllr. McMahon and resolved;
“that a specific grass cutting and general upkeep roster be put in place by Clare County Council for Tir na nOg playground.”
The Town Manager confirmed that this has now been arranged.

10/5/’05 Signs at Roundabouts

“that an audit be conducted of all signs at roundabouts in Shannon and that where signs might constitute a danger to traffic by blocking a driver’s view, such signs be removed to a more appropriate position.”

11/5/’05 Estate Management.

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that the Estate Management Officer would advise on the reasons for the delay in supporting the residents of Rossbracken and Inis Ealga in their efforts to enhance and improve their estates.”

12/5/’05 Drumgeely Houses

Proposed by Cllr. McLoughlin; “that Shannon Town Council Request Clare County Council that when they are replacing windows in the Drumgeely houses that they also replace the timber cladding.”

13/5/’05 Tree Cutting and Maintenance.

Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
“that Shannon Town Council request Clare County Council to establish a planned annual programme of tree maintenance throughout Shannon.”
During the discussion on this motion it was clearly emphasised that the tree cutting in the open area near Rossbracken is strictly for safety reasons and is in no way connected to providing surface car parking facilities near Skycourt.

14/5/’05 Pothole Repairs.

Proposed by Cllr. McMahon, seconded by Cllr. Duff and resolved;
“that Clare County Council be requested to use materials of a lasting nature when carrying out pothole repairs.”

15/5/’05 Tourist Development.

Proposed by Cllr. Duff, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council, in the interest of developing tourist opportunities, ensure that any future twinning exercise would be with towns / cities / regions which have direct access to and from Shannon Airport and that such an initiative would include a campaign to encourage other local authorities in the region to adopt this policy.”

16/5/’05 Upgrading of Shannon Garda Station.

Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved;
“that Shannon Town Council write to the Minister for Justice requesting him to upgrade Shannon Garda Station to a District Station in light of the considerable growth in the area.”

17/5/’05 Driving Test Centre.

Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved.
“that Shannon Town Council request the Department of the Environment to provide public toilets at the Driving Test Centre in Shannon and to provide more driving testers to deal with the current waiting lists.”

18/5/’05 E.S.B. Pylon at Cluain Aluinn.

Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request the E.S.B. to ensure that the pylon adjacent to Cluain Aluinn on the outskirts of Shannon is made safe by either removing it to a new location or by erecting a fence around it.”
