Minutes of the May Monthly Meeting of the Shannon Town Council held in the
Shannon Town Hall on Tuesday May 4th 2004 at 6.30 p.m.
Councillor Seán Hillery, Méara Bhaile, presided.
Present were Councillors Councillors McCarthy, Lambert, Flynn, O'Brien,
McKee, Duff and Mulcahy.
In attendance : Mr. Ger Dollard - Town Manager, and Tomás Mac Cormaic
- Town Clerk.
1/5/04 Minutes of April Monthly Meeting
Proposed by Cllr. Duff, seconded by Cllr. Flynn and resolved;
"that the minutes of the April monthly meeting of the Shannon Town
Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday April 6th
2004, having been circulated, be adopted and signed by the Méara
Bhaile"
2/5/04 Minutes of Special Meeting on Street Naming
Proposed by Cllr. O'Brien, seconded by Cllr. Duff and resolved;
"that the minutes of the special "Street Naming" meeting
held in the Shannon Town Hall at 6.30 p.m. on Tuesday April 13th 2004
be adopted and signed by the Méara Bhaile."
3/5/04 Agreement on Names
Proposed by Cllr. O'Brien, seconded by Cllr. Duff and resolved;
"that the street names selected at the special street naming meeting
having been displayed in Seán Lemass Library be the official names
of the said streets."
4/5/04 Correspondence
- A letter from Sky Court relating to directional signs to Shannon Town
which had been circulated to members was noted.
- An acknowledgement of a letter to Mary Coughlan, T.D., Minister for
Social and Family Affairs was noted.
- A letter from the Dept. of Justice and Law Reform relating to Town
Council representation on the Joint Policing Committees was read and
noted.
- A statement by the Minister for the Environment, Heritage and Local
Government cancelling the electronic voting system for the elections
on June 11th was noted.
- A letter from Clare County Council relating to the proposed recycling
centre in Shannon was read and noted.
- A letter from the Dept. of Enterprise Trade and Employment relating
to the transfer of land from Shannon Development Co. to the Clare County
Council was read and noted.
- A letter from the Tidy Towns Committee with details of their plans
for 2004 was noted.
- A letter from Balbriggan Town Council relating to support for Post
Polio Syndrome suffers was read, noted and supported by the members.
5/5/04 Community Grants 2004
Proposed by Cllr. McCarthy, seconded by Cllr. O'Brien, and resolved;
"that the Community Grants for 2004 be advertised with a closing
date for the receipt of applications at the end of July."
6/5/04 One Stop Shop
The Manager informed the members that work on the internal lay-out of
the Town Hall would commence within a couple of weeks. Alternative accommodation
would need to be arranged for the June meeting of the Council and hopefully
the work would be completed in time for the first meeting of the new council
.
This change would accommodate a limited number of services to the community
from the Town Hall. The preferred location for the construction of a purpose
built One Stop Shop would be on a permanent site near the Garda Station.
Questions were raised relating to the ownership of this new building.
7/5/04 M. P. C. Chairpersons' Reports
Cllr. Mc Kee reported that the proposal to work with Zhukovsky in the
Moscow Region of Russia under the TACIS EU Programme has been completed
and submitted to the appropriate authority for consideration.
Cllr. McKee complemented the Development Officer - Shannon Project
on the speedy and comprehensive preparation of this proposal.
Cllr. Lambert reported that progress on the Children's Playground
is up to schedule. A number of corporate groups have already given sponsorship
of equipment and some others have promised to do so. Invoices will need
to be issued to some of these potential sponsors to enable them reclaim
Value Added Tax. Cllr. Lambert also hopes to launch a programme in the
very near future to allow the community give financial support to this
and future civic projects.
Cllr. Lambert also hoped to have a final report on the St. Patrick's
Day Parade, including a financial statement, before the June meeting of
the Council.
8/5/04 Footpath from the Rear of Gael Scoil to Playground.
Proposed by Cllr. Flynn, seconded by Cllr. Duff and resolved;
"that Clare County Council, as a matter of public safety, put in
place a footpath from the junction at the rear of the Gael Scoil to connect
with the new Playground access."
9/5/04 Internal Town Signs
Proposed by Cllr McCarthy, seconded by Cllr. Mulcahy and resolved;
"that Clare County Council in consultation with Shannon Town Council
provide appropriate information signs at the main entrance to various
areas,
i.e. at Ballycasey, a sign indicating all the housing developments/facilities
accessible from this junction, at Aidan Park Lights, a sign indicating
all the housing developments/facilities accessible from this junction,
at the Town Centre Roundabout, a sign indicating all the housing developments/facilities
accessible from this junction, at Drumgeely Roundabout as sign indicating
all the housing developments /facilities accessible from this junction."
10/5/04 Extra Driving Tests required by Motor Insurance Companies.
Proposed by Cllr, Flynn, seconded by Cllr. O'Brien and resolved;
"that Shannon Town Council request the Minister for Transport. Séamus
Brennan, T.D., to investigate the Insurance Companies that require the
public to undergo another driving test even though they have already passed
the Government Test."
11/5/04 Location of B.O.I. ATM in Town Shopping Centre.
Proposed by Cllr. Flynn, seconded by Cllr. Lambert and resolved;
"that Shannon Town Council call on the Bank of Ireland to ensure
that their A.T.M. is located in such a position as will ensure that their
customers have access to it at all times."
