Minutes of the April 2008 Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday April 4th 2008  at 6:30 p.m.

Councillor Sean McLoughlin, Meara Bhaile, presided.

Present were

Councillors, Flynn, Duff, Lambert, McKee, McCarthy, Mulcahy, McMahon and Hillery.

In attendance

Mr. Gerard Dollard - Town Manager and Tomás Mac Cormaic  - Town Clerk.

1/04/08 Minutes of March Meeting

Proposed by Cllr. Flynn, seconded by Cllr. Mulcahy and resolved;
  “that the minutes of the March meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on  Tuesday March 4th 2008, having been circulated, be adopted and signed by the Meara Bhaile.”

2/04/08 Minutes of Special Meeting.

Proposed by Cllr. McKee, seconded by Cllr. Duff and resolved;
  “that the minutes of a special meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday March 25th 2008 to consider the terms of reference for the administration of the Community Initiative Fund, having been circulated, be adopted and signed by the Meara Bhaile.

3/04/08 Correspondence.

  1. An invitation from Kilrush Town Council for a joint meeting between the two councils to be held in Kilrush at 4 p.m. on Thursday April 10th was considered. Members would confirm to the Town Clerk before noon on Wednesday April 2nd if they would or would not be able to attend.  If enough members could not attend the Town Clerk in consultation with the Kilrush Town Clerk and with the Meara Bhaile and the Mayor of Kilrush would fix on another date which might be more convenient for members.
  2. A letter from Clonmel Borough Council relating to gaming machines in Bookies Offices was noted.
  3. Letters of support for this council’s resolution on Cystic Fibrosis (CF) patients from Ennis Town Council and Clones Town Council were noted.
  4. A letter from Clones Town Council relating to “Agency Employment” was noted and supported by the Town Council.
  5. A letter from Clones Town Council relating to the appointment of an ombudsman in the Department of Health was noted.
  6. A letter from the Department of Transport referring a resolution adopted by this council in relation to sensors on fuel tanks to the Road Safety Authority was noted.
  7. A letter from Mullingar Town Council in relation to the ban on Turf cutting was noted.
  8. A letter from the “Friends of the Elderly” which had been circulated to members  was noted.
  9. A list of venues for consultation with interested parties on Clare Sports Partnership which had been circulated to members was noted and in particular the time date and venue for this consultation process in Shannon.
  10. The Town Clerk noted that a meeting is being arranged with local Gardai and he asked that members who wished to have specific items on the agenda for this meeting to contact him before the weekend.

4/04/08 Report from Area Council Meeting.

The Meara Bhaile reported that at the area council meeting The Arts Centre was discussed and he confirmed that when a draft design of this centre becomes available it will be presented to the Town Council for comment.
  The issue of the sale of land at Dun an Oir was dealt with.
  On Roads issues a number of Shannon Town Roads are scheduled for repair / upgrading. A list of these roads will be made available to members.

5/04/08 Reports from MPC Chairpersons.

Cllr Duff reported on the success of the St. Patrick’s Day Parade and was supported in this by all the members. There were some difficulties with the starting point and this should be addressed before next year.
  This MPC is now considering an appropriate way to recognise 30 years of Special Olympics in Ireland.  The first meeting on this project is scheduled for April 8th.
  Cllr. Flynn’s committee cannot follow up on getting information maps erected in appropriate parts of the town until all the roads and estates in the town have name plates.
