Minutes of the adjourned April monthly meeting of the Shannon Town Council
held in the Shannon Town Hall on Tuesday April 5th 2005.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McKee, McLoughlin,
Mulcahy, Hillery and McMahon.
In attendance : Tomás Mac Cormaic - Town Clerk.
Apologies from the Town Manager.
1/4/05 Adjournment.
It was proposed by the Méara Bhaile Cllr. Greg Duff, seconded
by Cllr. Gerry Flynn and unanimously resolved;
“that as a mark of respect to the memory of Pope John Paul II the
meeting be adjourned for one week to be reconvened at 6.30 p.m. on Tuesday
April 12th 2005.”
The Town Clerk requested that two items of correspondence be dealt with
before the adjournment.
1. An invitation from the Parish Priest to the Méara Bhaile and
the members and officials of the Town Council to attend a Requiem Mass
for Pope John Paul II in Sts. John and Paul Church at 7.00 p.m. on Wednesday
April 6th 2005.
2. A letter from Irish Public Bodies Mutual Insurances Ltd. seeking a
nominee from Shannon Town Council to attend the Annual General Meeting
of the Insurance Co. to be held in Dublin on Thursday May 26th 2005.
It was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
“that the Méara Bhaile, Cllr. Greg Duff represent Shannon
Town Council at this Annual Meeting and in the event of the Méara
Bhaile being unable to attend that he nominate a deputy.”
Minutes of the reconvened April monthly meeting of the Shannon
Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday April
12th 2005.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McLoughlin, Mulcahy,
Hillery and McMahon.
In attendance : Mr. Gerard Dollard - Town Manager and Tomás
Mac Cormaic - Town Clerk.
Apologies from Cllr. McKee.
2/4/’05 March Minutes.
Proposed by Cllr. Lambert, seconded by Cllr. McMahon and resolved;
“that the minutes of the March monthly meeting of the Shannon Town
Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday March 1st
2005, having been circulated, be adopted and signed by the Méara
Bhaile.
2/4/’05 Correspondence.
- A letter from the Society of Care accepting an invitation to a
Civic Reception was read and noted.
- A letter from Michael Corry, Area Manager of the Department of Social
Welfare was read and noted. A copy of this letter would be circulated
to each member and Mr. Corry would be asked to accommodate those people
needing to “sign-on” in Ennis at the Community Office in
Shannon on Wednesdays when the Social Welfare Officer is in attendance.
- A letter from Ken Power of Shannon Development Co. in relation to
maintenance of public lighting in the Industrial Estate was read and
noted. This letter to be circulated to each member and Mr, Power informed
that his company’s method of inspection of the lights is inadequate.
- A letter from Balbriggan Town Council in relation to the treatment
of Juvenile Asylum Seekers was noted.
- A letter from the Health Service relating to Shannondoc was read
and noted.
A copy of this letter to be circulated to the members and the following
resolution was proposed by Cllr. Hillery, seconded by Cllr. Lambert
and resolved.
Shannondoc.
“that the Health Executive appointed to deliver adequate health
service to the people of Clare initiate an examination of the Shannondoc
service to Shannon, Newmarket on Fergus, Sixmilebridge and all East
Clare with a view to establishing an all night Shannondoc Service at
the Health Centre in Shannon.”
- An acknowledgement of the Book of Condolences on the Tsunami Disaster
from the High Commissioner of Sri Lanka was noted.
- Notification of the Launch of the 2005 Special Olympics Campaign
was noted.
- A resolution adopted by Muinebheag Town Council relating Irish in
the U.S. who had over-stayed their visa limit was noted.
- Notification of the Kilkee Waterworld Conference was noted. No member
interested in attending this conference.
- An email from a Peadar O’Comain in relation of the fencing
of sporting areas under development which had been circulated to the
members was read and noted. As Mr. O’Comain was not specific about
the area or areas that concerned him the Town Clerk would seek further
clarification.
3/4/’05 Area Council Meeting.
The Méara Bhaile gave a verbal briefing to the members on matters
of relevance to Shannon Town discussed at the Shannon Area Council Meeting.
4/4/’05 Urban Village Renewal.
A proposal for the enhancement of Corrib Drive and Drumgeely under the
Village and Urban Renewal Scheme was presented to the meeting. Some concern
was expressed about the need to remove some trees and these would be replaced
by a more suitable type of tree.
It was proposed by Cllr. Lambert, seconded by Cllr. Cllr. Mulcahy and
resolved;
“that the proposal for Urban Renewal as presented to the Council
be adopted.”
5/4/’05 Reports from M.P.C. Chairs.
Cllr. McMahon reported that some progress has been made in considering
a Voluntary Housing Scheme for Shannon and the News Letter is almost ready,
a draft of which was presented to the meeting.
Cllr. Mc Loughlin reported that his committee had not met since the
St. Patrick’s Day Parade. The Parade was a tremendous success and
he complimented everybody who helped to make it such a success.
6/4/’05 Roissy
A group of teenagers from Roissy will visit Shannon during August and
will be hosted by members of Circle Francais de Shannon who are acting
as agents for the Town Council on this exchange. The Shannon group sought
some financial support from the Town Council for a social programme for
the visitors.
It was proposed by Cllr. Flynn, seconded by Cllr. Lambert and resolved;
“that Circle Francais de Shannon be financially supported in this
venture by funds allocated to Town Twinning.”
7/4/’05 Footpath Maintenance.
Under a grant scheme proposed to assist towns of former Town commissioner
status to undertake a Footpath Maintenance Programme a proposal prepared
by Donal Hogan, Shannon Area Executive Engineer was presented to the meeting.
This proposal, if approved by the Minister, will replace the footpaths
in Tullyglass Court, replace the footpath in front of the Leisure Centre,
Tir na nÓg, the Gaél Scoil and continue around the corner
on the opposite side of the road to Coill Mhara where no footpath currently
exists..
8/4/’05 Gaming and Lotteries Act.
Proposed by Cllr. Mulcahy, seconded by both Cllrs. Flynn and McCarthy
and resolved;
“that this council not allow the process of considering the adoption
of the Gaming and Lotteries Act 1956 (part III) for the town of Shannon
be started.”
9/4/’05 Town Market.
Cllr. Lambert reported that a number of meetings in relation to the
provision of a Town Market had been held which were attended by herself,
Michael Gleeson from Eiri Corca Baiscin, the Project Shannon Development
Officer and a number of producers. These meetings were very positive with
a number of possible locations for the market being considered. The location
should have access to water, should have adequate parking spaces, should
have easy access for purchasers and vendors and should not cause problems
for residents in the immediate area. The Drumgeely Shopping Area was considered
the most appropriate of the sites. Consultations will now take place with
residents of the area and others whose approval must be obtained before
opening the market.
10/4/’05 Trees on Fergus Road.
Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
“that Shannon Town Council request Clare County Council to remove
trees on the green fronting Fergus Road and that they be replaced by more
suitable trees.”
Cllr. Flynn asked that it be noted that he is opposed to the removal of
all these trees.
11/4/’05 Field adjacent to Killian and Finian Parks.
Proposed by Cllr. McMahon, seconded by Cllr. Lambert and resolved;
“that S.T.C. request the Manager to outline the status of the field
adjacent to Killian Park and Finian Park and advise if the Local Authority
intends to use this as a recreational area.”
The Manager confirmed that the South East Clare Development Plan has this
area zoned as residential.
12/4/’05 Free Travel for Pensioners of Irish Nationality Returning
from Abroad.
Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council requests the government to extend the
free travel scheme to Irish Pensioners living abroad as recommended by
the Task Force and that if adopted, this resolution be circulated to all
Local Authorities.”
13/4/’05 Enquiry into E.P.A.
Proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved;
“that Shannon Town Council call on the Department of the Environment
for a Public Enquiry into the E.P.A. and in particular the E.P.A.’s
monitoring procedures for ensuring total compliance by facilities licensed
by the E.P.A.”
14/4/’05 Ring Fencing of Shannon Airport’s Slots at Heathrow
Airport.
Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council write to the Minister for Transport,
Mr. Cullen, to ask him to get the government to ring-fence the present
slots at Heathrow Airport used by Aer Lingus on their flights to Shannon,
consisting of four return flights a day, for any airline that will use
this route if and when Aer Lingus abandon Shannon even when the government
sells the Airline.”
15/4/’05 Up-To-Date Receipts from Refuse Collectors.
Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request the Minister for the Environment,
Heritage and Local Government, Mr. Roche, to put in place a system so
that householders will get receipts with the up-to-date information of
the weight and cost of the removal of their rubbish every time their bin
is collected.”
16/4/’05 Uncollected Shopping Trolleys.
Proposed by Cllr. Flynn, seconded by Cllr. Mulcahy and resolved;
“that Shannon Town Council enquire of the three major retailers
in Shannon Shopping Mall as to what policy they have in relation to the
collection of their shopping trolleys which in some cases are causing
a traffic hazard , are unsightly from an environment perspective and are
damaging vehicles.”
The following addendum to this resolution was proposed by Cllr. McCarthy,
seconded by Cllr. Flynn and resolved;
“that the Minister for the Environment be requested to introduce
a serious fine on companies who allow their shopping trolleys to remain
abandoned for a period longer than 24 hours.”
17/4/’05 Pedestrian Crossing between Dunne’s Stores and
Texaco Filling Station.
Proposed by Cllr. Hillery, seconded by Cllr. McMahon and resolved;
“that a proper pedestrian crossing be installed at the junction
of the road between Dunne’s Stores and Texaco Filling Station.”
