Minutes of the April Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday April 6th 2004 at 6.30 p.m.
Councillor Seán Hillery, Méara Bhaile, presided.
Present were Councillors Councillors McCarthy, Lambert, Flynn, McMahon, O'Brien, McKee, Duff and Mulcahy.
In attendance : Mr. Ger Dollard - Town Manager, and Tomás Mac Cormaic - Town Clerk.

1/4/04 Minutes of March Monthly Meeting

Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
"that the minutes of the March monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday March 2nd 2004, having been circulated, be adopted and signed by the Méara Bhaile"

2/4/04 Minutes of Reconvened March Monthly Meeting

Proposed by Cllr. McCarthy, seconded by Cllr. Duff and resolved;
"that the minutes of the reconvened March Monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday March 9th 2004 at 6.30 p.m., having been circulated, be adopted and signed by the Méara Bhaile."

3/4/04 Map of Shannon

Mr. Paddy Halton presented a draft of the map of Shannon and Environs to the members. Mr. Halton had a list of fourteen roads which he suggested had no official names. The members expressed their appreciation of the map and agreed to meet Mr. Halton at a special meeting in the Town Hall at 6.30 p.m. on Tuesday April 13th 2004 to consider appropriate names for these roads. A member of the original 'Road/Street Naming Committee' would also be invited to this meeting.

4/4/04 Correspondence

  1. A letter from the County Engineer relating to signage on the approaches to Shannon was read and noted.
    The proposer of the resolution relating to the signage, Cllr. Pat O'Brien, was not satisfied that the request of the 'resolution' was being dealt with and requested that the matter be referred back to the County Engineer.
  2. A letter from the County Engineer relating to Traffic Management in De Lacy Park was read and noted.
  3. A letter from the A.M.A.I. with a copy of a letter to the Minister for Health from the Local Government Alliance was read and noted, a copy of the letter to the Minister will be circulated to the members.
  4. A letter from the A.M.A.I. relating to motions for, and procedures at the Annual Conference of the A.M.A.I. in Listowel next September was read and noted.
  5. A letter from the Department of Communications, Marine and Natural Resources acknowledging receipt of a letter relating to problems with An Post's delivery service in Shannon was noted. A meeting which had been arranged between representatives of An Post and the members of the Council and was cancelled would be rescheduled.
  6. Correspondence from Circle Francaise de Shannon was noted. This organisation who are in constant contact with Roissy are producing a French Play in Roissy before the end of April. Representatives will be invited to attend a meeting in the Town Hall on Tuesday April 13th, if this is suitable for them.
  7. A letter from Don O'Sullivan, MIT Manager in Lufthansa Tecknik Turbine Shannon congratulating all involved in organising the St. Patrick's Day Parade.
  8. The Town Clerk informed the members that signs and poles have been acquired advertising the penalties for consuming alcohol in public places in Shannon and sought the advice of the members on the most appropriate places to erect these poles. The members would consider these locations at a special meeting to be held on Tuesday April 13th 2004. After the Road Naming meeting.

5/4/04 Intoxicating Liquor Act 2003

Proposed by Cllr. Lambert, seconded by Cllr. O'Brien and resolved;
"that Shannon Town Council adopt a resolution setting out the following Special Exemption Order under the Intoxicating Liquor Act 2003 for the Shannon Town Council's functional area, Exemption up to 2.00 a.m. on all week nights with the exception of Sunday night/ Monday morning when a 1.00 a.m. time limit will apply."

6/4/04 One Stop Shop

Progress is ongoing in preparing the Town Hall as a One Stop Shop. Quotations are being considered by the County Council for alterations to the Town Hall. The Housing Section of the Clare County Council are interested in placing their Estate Manager for Shannon in the One Stop Shop.

7/4/04 M. P. C. Chairpersons' Reports

Cllr. McKee reported that the submission on the Tacis Project is progressing and will be submitted on time.
Cllr. Lambert referred to the St. Patrick's Day Parade which was very successful and she suggested that in 2005 the committee responsible for the parade might consider a Theme Parade.
Corporate donations have been received for some of the equipment
for the Playground and sponsorship has been committed for some more.
Work is progressing on the Playground, fencing has been erected around the perimeter and the ground is being prepared for the equipment. Cllr. McCarthy expressed her concern about the fencing and Cllr. Mulcahy expressed his concern at providing free admission to the playground.

8/4/04 Timber Boundary Fence running parallel to the NI9 and Fergus Road

Proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;

"that Clare County Council ensure that appropriate planting is carried out along the length of the timber boundary fence running parallel with Fergus Road and the Ni9 and that appropriate landscaping is undertaken where required."

9/4/04 Recycling Centre

Proposed by Cllr. Duff seconded by Cllr. McMahon and resolved;
"that S.T.C. call on Clare County Council to locate their proposed recycling centre in an area which does not infringe in a negative way on the daily activities of local residents or create an unsafe environment."

10/4/04 Bicycle Parking in Town Centre

Proposed by Cllr. Flynn, seconded by McMahon and resolved;
"that Clare County Council insist that Shannon Town Centre Company put in place secure and covered parking for cycles as in Policy T12, Local Area Plan 2003.

11/4/04 Anti Social Behaviour in County Council Estates

Proposed by Cllr. Flynn, seconded by Cllr. Duff and resolved;
"that Shannon Town Council request Clare County Council to put in place some kind of support for the vulnerable residents in their housing estates who are experiencing problems with anti social behaviour."

12/4/04 Temporary Advertising

Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved;
"that the Town Manager outline regulations regarding temporary advertising signs on roadsides, roundabouts and bridges."

13/4/04 Pedestrian Crossings

Proposed by Cllr. Lambert, seconded by Cllr. O'Brien and resolved;
"that Clare County Council install beeper lights at the pedestrian crossings in Shannon which do not have this facility."

14/4/04 Representation on Joint Policing Committees

"Proposed jointly by Cllrs. McCarthy and O'Brien, seconded by Cllr. Flynn and resolved;;
"that Shannon Town Council calls on the Minister for Justice, Equality and Law Reform to amend Section 30 of the Garda Siochana Bill 2004 to allow Town Councils representation on Joint Policing Committees as proposed under Section of the Bill."

15/4/04 Social Welfare Cutbacks

Proposed jointly by Cllrs. Duff and McMahon, seconded by Cllr. McKee and resolved;
"that S.T.C. welcome the fact that Minister Coughlan is considering reversing the widows social welfare cut and now call on her to re-examine the entire savage 16 social welfare cutbacks with a view to reinstating them all."

16/4/04 Wizard of Oz at St. Caimins

Proposed by Cllr. McKee seconded by Cllr.McCarthy and resolved;
"that Shannon Town Council commend the staff and students of St. Caimins Community School for their recent successful production of the Wizard of Oz."

17/4/04 St. Patrick's Basketball success

Proposed by Cllr. O'Brien, seconded by Cllr. McMahon and resolved;
"that Shannon Town Council appropriately recognise the recent successes of St. Patrick's Comprehensive School in winning the All Ireland Under 16 League and the Under 19 All Ireland League and Championship."

18/4/04 Thirty Two Counties to Vote in Presidential Elections

Proposed by Cllr. McKee, seconded by Cllr. McMahon and resolved;
"that S.T.C. join with growing requests to allow voting rights be granted to citizens in Counties Derry, Antrim, Down, Armagh, Tyrone and Fermanagh for Presidential Elections and that the resolution be circulated all other councils."

19/4/04 Upgrading E.S.B. Cabling in Shannon

Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
"that the E.S.B. would immediately carry out an extensive survey of cabling in Shannon, particularly in older areas, and where necessary establish a programme of upgrading to ensure capacity to meet demand."
