Minutes of the March Monthly Meeting of the Shannon Town Council held
in the Shannon Town Hall on Tuesday March 7th 2006 at 6.30 p.m.
Councillor Tony Mulcahy, Méara Bhaile, presided.
Present were Councillors, Flynn, McLoughlin, Duff, McMahon, McCarthy,
McKee and Hillery.
Apologies from Cllr. Lambert.
In attendance : Mr. Gerard Dollard - Town Manager and Tomás
Mac Cormaic - Town Clerk.
1/03/06 February Minutes
Proposed by Cllr. McMahon, seconded by Cllr. Flynn and resolved;
"that the minutes of the February monthly meeting of the Shannon
Town Council held in the Shannon Town Hall at 6.39 p,m on Tuesday February
7th 2006, having been circulated, be adopted and signed by the Meara Bhaile."
2/03/06 Memorandum of 3 Meetings
Proposed by Cllr. Flynn, seconded by Cllr. McLoughlin and resolved;
"that a memorandum of three meetings held in the Town Hall on Tuesday
February 21st 2006 at 5.00 p.m., 5.30 p.m. and 6.00 p.m., having been
circulated, be noted.
3/03/06 Correspondence
- A letter from Respond, the contents of which had been circulated
to each member, was noted.
- A letter from the Department of Justice relating to U.S. military
planes using Irish Airports was read and noted.
- A letter from the office of the Minister for Foreign Affairs relating
to the allegations of the transfer by the U,S.A. of prisoners through
Irish Airports was read and noted.
- A resolution adopted by Tralee Town Council relating to Civil Legal
Aid Means Testing was noted.
- A resolution adopted by Monaghan Town Council relating to the affect
the SSIAs may have on Education Grants was noted.
- A letter from Clones Town Council supporting resolution number 7/01/06
from Shannon Town Council was noted.
- A resolution adopted by Clones Town Council relating to Cavan General
Hospital was noted.
- A resolution adopted by Portlaoise Town Council relating to Medical
Cards was noted.
- A letter from Clare Haven Services thanking the Town Council for
support through the Community Grants was noted.
- A letter from the Shannon Tidy Towns Committee for the annual grant
from the Town Council was noted.
- Preliminary Notice of a Seminar in Glor Ennis on May 25th and 26th
on the Role of Local Authorities in Enhancing an Enterprise Culture
was noted.
- A letter from Irish Public Bodies Mutual Insurances Ltd. seeking
a nominee from the Shannon Town Council for their Annual General Meeting
was read and noted.
It was proposed by Cllr. McCarthy, seconded by Cllr. Hilery and resolved;
"that the Meara Bhaile, Cllr. Tony Mulcahy represent Shannon Town
Council at the Irish Public Bodies Mutual Insurances Ltd. Annual General
Meeting".
4/03/06 Area Council
The Meara Bhaile gave a verbal report on issues relevant to Shannon
Town raised at the February meeting of the Shannon Area Council.
5/03/06 M.P.C. Reports
Cllr. McLoughlin reported progress on arrangement for the St. Patrick's
day Parade. This parade will start at Wolfe Tones G.A.A. Club at 2.00
p.m. and proceed via the Town Hall to the Town Square. Three bands have
been engaged, the F.C.A. will provide the colour party and the Civil Defence
will be responsible for marshalling. An entertainment program is being
arranged for the Town Centre after the parade.
This M.P.C. is also arranging for a general clean-up of the town during
April.
Cllr. McMahon reported that the council would co-operate with the current
Voluntary Housing Committee in developing a voluntary housing scheme.
Cllr. McMahon proposed that Cllr. Mulcahy be the Town Council's
representative on the Voluntary Housing Committee. This was seconded by
Cllr. McCarthy and unanimously adopted. Cllr. McMahon also reported that
the Shannon Chamber of Commerce have nominated a representative to his
M.P.C.
This M.P.C. would take responsibility for the promotion of Fair Trade
in Shannon.
6/03/06 A.M.A.I. Seminar
Councillors McMahon and McLoughlin reported on a very informative seminar
held by the A.M.A.I. in Litterkenny. They suggested that Dr. Niamh Clune
who delivered a paper on Waste Recycling be invited to address a public
meeting in Shannon on Recycling in order to alleviate any reservations
the people of Shannon may have regarding the proposed Waste Recycling
Depot for Shannon.
7/03/06 Tullyvarraga Hall
Cllr. McMahon informed the meeting that the Tullyvarraga Community Hall
Committee would like to discuss the future of the Hall with the Town Council.
It was agreed that when this committee have firm proposals on the future
of the Hall they be invited to address the Town Council before one of
the regular monthly meetings.
8/03/06 Take Over of Estates in Shannon
Proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved;
"that Shannon Town Council be provided with an up-to-date report
on the taking in charge of Estates in Shannon."
9/03/06 Traffic Lights at the Town Centre
Proposed by Cllr. McCarthy, seconded by Cllr. Hillery and resolved;
"that the operation of the Traffic Lights at the Town Centre be
reviewed as a matter of urgency."
10/03/06 Sheltered Accommodation for the Elderly
Proposed by Cllr. Flynn, seconded by Cllr. Mulcahy and resolved;
"that Shannon Town Council request Clare County Council to provide
a site in Shannon for the provision of sheltered accommodation for Shannon's
retired and elderly members of the community."
11/03/06 Urban Renewal Scheme
Proposed by Cllr. Flynn, seconded by Cllr. McLoughlin and resolved;
"that Shannon Town Manager give an update in relation to Shannon's
Urban Renewal Scheme."
12/03/06 Road Resurfacing
Proposed by Cllr. Duff, seconded by Cllr. McCarthy and resolved.
"that Shannon Town Council submit a list of roads to the Clare County
Council that need to be resurfaced on a priority basis."
It was suggested to Cllr. Duff that if he gave his list to the Town Clerk
the prioritising of this list could be considered at the next Shannon
Area Council meeting.
13/03/05 Recycling Centre
Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved;
"that the Manager give an update on the progress of the recycling
centre for Shannon, advise the Council of the date the facility will be
in operation and in the interm request Clare C.C. to provide monthly recycling
clean-up collections similar to the Spring Cleans previously provided."
In reply the Manager informed the meeting that the proposed Recycling
Centre is going through the planning procedure. Seven submissions have
been received and must be dealt with before going to tender and then construction.
In the Manager's opinion the Recycling Centre will not be opened
before early 2007. Financial considerations will not allow for the provision
of skips for monthly clean-ups.
14/03/06 Commemoration of 1916
Proposed by Cllr. Duff, seconded by Cllr. McMahon and resolved;
"that Shannon Town Council commemorate the 90th anniversary of the
1916 Easter Rebellion."
Councillors Duff, McMahon and Flynn volunteered to prepare a commemorative
program to take place on Monday April 24th the anniversary date of the
Rising.
15/03/06 Clare County Boundary
Proposed by Cllr. McMahon, seconded by Cllr. McCarthy and resolved;
"that S.T.C. convey to the Minister for the Environment our total
opposition to any attempt by Limerick City Council to extend it's
boundaries into any part of County Clare and circulate to other authorities
requesting their support for this position."
