Minutes of the March monthly meeting of the Shannon Town Council held
in the Shannon Town Hall on Tuesday March 1st 2005.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McKee, McLoughlin,
Mulcahy, Hillery and McMahon.
In attendance : Mr. Ger Dollard - Town Manager and Tomás
Mac Cormaic - Town Clerk.
1/03/’05 Minutes of February Monthly Meeting.
Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
“that the minutes of the February monthly meeting of the Shannon Town
Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday February 1st
2005, having been circulated, be adopted and signed by the Méara
Bhaile.” 2/03/’05 Seminar in Carrygerry
It was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
“that a memorandum on the seminar held in Carrygerry Country House
on Tuesday February 15th which had been circulated be noted.”
3/03/’05 Correspondence.
- A letter from Gearóid Howard of Crimmins & Co. Solicitors
relating to the adoption of part 3 of the 1956 Gaming & Lotteries
Act so that a client of his might apply to the District Court Office
for a gaming licence was read and noted. The members sought more details
from Mr. Howard in regard to this licence before they would give any
consideration to adopting Part 3 of the Act.
- In relation to the adoption of Bye-Laws on Bonfires the Town Clerk
had contacted all other Town Clerks in the country to see if any of
them had adopted such bye-laws and the answer was in the negative but
many of them showed an interest. A letter has now been sent to the Principal
of Local Government Policy seeking his advice on the matter.
- Michael Gleeson of Eiri Corca Baiscin plans on holding a meeting
in Shannon on March 8th with producers who have shown an interest in
a “market” in Shannon.
- A letter from Seamus McNulty General Manager of Mid-Western Area
HSE referring a motion on the Shannon Doc Service to the Director of
Primary Care in the HSE was noted.
- It was also noted that the Annual Mayor’s Charity Ball will
be held in the Oakwood Arms Hotel on Friday April 22nd .
4/03/’05 Report from Area Council Meeting.
A written report from Cllr. Gerry Flynn on the last Area Council meeting
was delivered by the Méara Bhaile who had been unable to attend
the area Council meeting.
5/03/’05 Reports from M.P.C. Chairpersons.
Cllr. McMahon reporting on the M.P.C. with responsibility for Industry,
Tourism and Development reported that this committee continue to actively
investigate the possibility of starting a Voluntary Social Housing Scheme.
Information is being sought from both Inagh and Kilmaley both of whom
have successfully established a voluntary housing scheme. An analysis
is also being done on the needs for such a scheme in relation to the size
of houses.
The committee has also done some initial work in relation to the hosting
of the Annual A.M.A.I, conference in Shannon next September.
Cllr. McLoughlin, Chairman of the M.P.C. with responsibility for Environmental
and Community Affairs reported that preparations are well advanced for
the St. Patrick’s Day Parade which will start from Wolfe Tones G.A.A.
Club Car Park at 2.00 p.m. and finish at the Town Centre. An area has
been agreed with Sky Court for the Reviewing Stand. F.C.A. will provide
the Colour Party and they will be followed by the scouts celebrating forty
years in Shannon. Three marching bands have been engaged and a full programme
of events in the Town Centre after the parade has been arranged. A final
meeting about the St. Patrick’s Day Parade and Celebrations will
be held at 6.00 p.m. in the Town Hall on Tuesday March 15th.
6/03/’05 Derelict Housing Act.
Proposed by Cllr. Mulcahy, seconded by Cllr. McMahon and resolved;
“that Clare County Council would update Shannon Town Council on
the number of houses dealt with under the Derelict Housing Act over the
last two years and outline to the Council the process for dealing with
offenders.”
The Manager in reply to this resolution said that currently there are
six houses on the register. The process of dealing with offenders is long
and tedious.
7/03/’05 Zoning of Land in Shannon.
Proposed by Cllr. McLoughlin, seconded by Cllr. McMahon and resolved;
“that Shannon Town Council request Clare County Council to put on
display both in the Town Hall and in the Library a map showing all the
land that is zoned for further housing development in Shannon so that
citizens can see exactly what green areas will be left in the town.”
This map is currently available from the South Clare Development Plan.
Copies of it can be laminated and put on display.
8/03/’05 Recycling Centre in Shannon.
Proposed by Cllr. McLoughlin, seconded by Cllr. Mulcahy and resolved;
“that Shannon Town Council ask Clare County Council to give a full
up-to-date report on the Recycling Centre for Shannon, when will we have
it?, where will it be located?, what will be recycled at the centre? Will
there be a charge for using it? And if so how will the charge be calculated?.
Cllr. Patricia McCarthy, Chairperson of the S.P.C. with responsibility
for recycling centres, reading from a prepared statement gave a comprehensive
report on the process of selecting a site for the centre in Shannon. Nine
sites were considered and the favoured one is the excess land between
new and old alignments of the N18 at Ballycasey. A consultation process
will now have to be gone through. This site has an area of 8 acres and
would allow an area for the reception of electrical and electronic goods
under the E.U.’s WEEE. The recycling centre should require no more
than two acres and the rest of the area could conceivably be used as a
land bank to accommodate industrial expansion. This written report was
given to the Méara Bhaile for circulation to the members.
9/03/’05 Grass Cutting Contract.
Proposed by Cllr. Flynn, seconded by Cllr. Hillery and resolved;
“that Clare County Council on resumption of the grass cutting contract,
insist on a cut and collect system near sensitive areas such as footpaths
and and road edges.”
10/03/’05 Road to Ballycasey Craft Centre
Proposed by Cllr. Flynn and seconded by Cllr. McMahon.
“that Shannon Town Council request Clare County Council to put in
place an alternative system for traffic calming on the entrance to Ballycasey
Craft and Design Centre as the current system is causing problems for
users of the system.”
Before this motion could be referred to the appropriate people it would
be necessary to establish the ownership of this piece of road.
11/03/’05 Society Of Care.
Proposed by Cllr. Lambert, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council would acknowledge in an appropriate manner
the immense contribution of the Society of Care to the Community of Shannon.”
It was agreed that a Civic reception would be hosted by the Town Council
to show their appreciation of the Society of Care.
