Shannon Town Council Meeting Minutes February 2006
Minutes of the February Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday February 7th 2006 at 6.30 p.m.
Councillor Tony Mulcahy, Méara Bhaile, presided.
Present were Councillors Lambert, Flynn, McLoughlin, Duff, McMahon, McKee and Hillery.
In attendance : Mr. Gerard Dollard – Town Manager and Tomás Mac Cormaic - Town Clerk.
- 1/02/06 Fair Trade Presentation
At the invitation of the Town Council, Colm McInerney, an LCE Student at St. Caimins Community School gave a presentation on the concept of “Fair Trade” and he invited the Town Council to promote the use and purchase of goods carrying the “Fair Trade” Logo.
It was proposed by Cllr. McCarthy, seconded by Cllr. Duff and resolved;
“that Shannon Town Council explore the possibility of declaring Shannon a Free Trade Town.”
- 2/02/06 Minutes of January Meeting
Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that the minutes of the January monthly meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday January 3rd, having been circulated, be adopted and signed by the Meara Bhaile.”
- 3/02/06 Correspondence
- A letter from Clare County Council relating to the provision of Street Lights at the rear of Killian Park was read and noted.
- Notification from the Minister for the Environment, Heritage and Local Government of a Grant Scheme for footpaths in former Town Commissioner Areas was read and noted. It was agreed that a special meeting would be arranged to prioritise the footpaths in Shannon to benefit from this scheme.
- A copy of a letter from the Minister for the Environment, Heritage and Local Government to Deputy Tony Killeen in relation to €800,000 grant assistance for Shannon Civic Amenity Site was noted.
- An acknowledgement from the Department of the Taoiseach of the receipt of a resolution from the Town Council relating to the use of Irish Airports by American Forces was noted.
- A thank-you letter from Shannon Leisure Centre for a Community grant was noted.
- A thank-you letter from the Society of St. Vincent de Paul for a Christmas donation was noted.
- An invitation from the Union County Emerald Society for representatives of the Town Council to join their Annual St. Patrick’s Day Parade was read and noted.
It was proposed by Cllr. Lambert, seconded by Cllr. McKee and resolved;
“that the Meara Bhaile and the Town Clerk attend this Annual Parade.”
- Notification of the Annual Spring Seminar of the A.M.A.I. to be held in Letterkenny on February 10th and 11th was brought to the attention of the Council and it was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
“that the official delegated to the A.M.A.I., Cllrs. McMahon and McLoughlin attend this seminar.”
- The following notices of resolutions adopted by other Town Councils were noted.
- Balbriggan Town Council on unaccompanied asylum seeking children.
- Balbriggan Town Council on maps and house for new building estates.
- Ballina Town Council on illegal parking.
- Boyle Town Council on Disabled Drivers Parking Spaces.
- 4/01/06 Report from M.P.C./ Chairs
Councillor McLoughlin reported on progress with the Neighbour Wood Scheme and with preparations for the St. Patrick’s Day Parade. Permission has been granted by Skycourt to have the reviewing stand in the Town Square. Access and Exit from the Reviewing Area to be finalised.
Cllr. McMahon reported that the Shannon Chamber of Commerce are to nominate a representative to this M.P.C. dealing with Industrial Development and Tourism. Plans are going ahead for the reopening of the Farmers Market. A “Voluntary Housing Group” already exists in Shannon and it is proposed that the M.P.C. liaise with this group and work together.
- 5/01/06 Auditor’s Report for 2003 and 2004
Proposed by Cllr. McCarthy, seconded by Cllr. Flynn and resolved;
“that the completion of the audit and the auditor’s report on the accounts of the Shannon Town Council for the two years ended December 31st 2004 be noted.”
- 6/01/06 2005 Financial Statement and Managers Report
Proposed by Cllr. Flynn, seconded by Cllr. McMahon and resolved.
“that the completion of the financial statements of the Shannon Town Council and the Managers Report for the year ended December 31st 2005 be noted and that the Council approve over expenditure identified in the report.”
- 7/01/06 Follow-up on Resolutions Adopted
The Meara Bhaile asked that it be recorded that a follow-up list of items to be submitted to him by Cllr. McMahon for a report at the February meeting was not received by him and therefore he had no report on these for this meeting.
- 8/02/06 Parking in front of Xtravision
Proposed by Cllr, Lambert, seconded by Cllr. McMahon and resolved;
“that Clare County Council and Skycourt address the parking problem on the road in front of Xtravision.”
- 9/02/06 Footpath from Lios Dearog to Town Court
Proposed by Cllr. McLoughlin, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request Clare County Council to extend the footpath from Lios Dearog to Town Court with spurs to Brookfield / Oakfield.”
- 10/02/06 Flooding Problems in front of Aidan Park
Proposed by Cllr. McMahon, seconded by Cllr. Hillery and resolved;
“that Clare County Council immediately address the flooding problems in front of houses 75 to 80 Aidan Park.
- 11/02/06 Community Employment Scheme
Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request a report from Clare County Council regarding the participation of the Council on the Community Employment Scheme that was proposed by the Town Manager for 2006 as a means of attacking the widespread litter problem in Shannon that is causing a blight on the landscape.”
The Manager informed the meeting that some negotiations have already taken place with the sponsors of the current Community Employment Scheme, A proposal is due from these sponsors within a couple of weeks which should provide one person for three hours each day with extra hours being available on special occasions.
- 12/02/06 Housing Estate Signs
Proposed by Cllr. Hillery, seconded by Cllr. Mulcahy and resolved;
“that the Area Engineer be requested that clear directional signs indicating housing estates be upgraded A.S.A.P.”
- 13/02/06 CCTV Camera in Town Park
Proposed by Cllr. McLoughlin, seconded by Cllr. McMahon and resolved;
“that Shannon Town Council request Developer Paddy burke to install CCTV camera in the Town Park for the safety and security of the people that use it and to counteract vandalism.”
- 14/02/06 Meeting with Gardai
Proposed by Cllr. Lambert, seconded by Cllr .Mulcahy and resolved;
“that Shannon Town Council, as a matter of urgency, meet the Gardai to promote an appropriate community response to anti-social behaviour in Shannon.”
The Town Clerk informed the meeting that an agenda has been prepared for a meeting with the Gardai which included anti-social behaviour. A mutually suitable time and date for this meeting is currently being considered and will be communicated to the members, presently.
A notice of motion submitted by Cllr. Flynn relating to Bus Shelters was deferred to the March meeting at the request of Cllr. Flynn.
