Shannon Town Council Meeting Minutes January 2007

Minutes of the January 2007 Monthly Meeting of the Shannon Town Council held in the Shannon Town Hall on Tuesday January 9th 2007 at 6.30 p.m.

Councillor Tony McMahon. Meara Bhaile, presided.
Present were Councillors, Flynn, McCarthy, Lambert, McKee, Duff, and Hillery
In attendance : Mr. Gerard Dollard – Town Manager, Padraig Mac Cormaic – Shannon Area Development Officer and Tomás Mac Cormaic - Town Clerk

1/01/07 Minutes of 2007 Budget Meeting

Proposed by Cllr. Flynn, seconded by Cllr. Hillery and resolved;
“ that the minutes of the 2007 Budget meeting of the Shannon Town Council held in the Shannon Town Hall at 6.30 p.m. on Tuesday December 6th 2006, having been circulated, be adopted and signed by the Meara Bhaile.”

2/01/07 Minutes of December 2006 Meeting

Proposed by Cllr. Lambert, seconded by Cllr. Mckee and resolved;
“that the minutes of the December 2006 meeting of the Shannon Town Council held in the Shannon Town Hall immediately after the 2007 Budget meeting on December 6th 2006, having been circulated, be adopted and signed by the Meara Bhaile.”

3/01/07 Correspondence

  1. An application from Circus Dreamland for the use of the County Council area at the rear of Tir na nOg Playground from Thursday February 22nd to Sunday 25th was considered. The Council has no objection in principle to the use of this area by the Circus. The Town Clerk would check if these dates clashed with the Annual Musical Society’s Show, he would, if necessary, discuss alternative dates with the Circus and arrange a meeting between the Town Council and representatives of the Circus to clarify a number of issues such as preparation and clean up of the site, toilet facilities, security, insurance, safety and a fee for the use of the site.
  2. Letters of acknowledgement of 2006 Community Grants were noted from the Brothers of Charity and from Shannon Leisure Centre.

4/01/07 Reports from M.P.C.s

Cllr. Flynn said the Industrial, Tourism and Development Committee is currently working on three projects.
  1. The publishing and distribution to the Shannon Community of a Newsletter, a draft of which was circulated to members who were invited to contact Cllr. Lambert with any suggestions they might have relating to it’s format or information contained in it.
    The cost of publishing and distributing the Newsletter would be the responsibility of Town Council. The Town Clerk would make these arrangements when the Newsletter is ready for publication.
  2. The placing of Information Maps in strategic locations throughout the town. Work is ongoing on this project which is estimated to cost between €2,500 and €3,000.
  3. The marketing of the Shannon Website.
    A proposal prepared by the Area Development Officer had been circulated to the members. This proposal suggested that commercial enterprises be invited to advertise on the Website at a cost of €100 per year.
    It was proposed by Cllr. Lambert, seconded by Cllr. Duff and resolved:
    “ that the project as outlined by the Area Development Officer be adopted by the Shannon Town Council.”

Cllr. Duff, Chairman of the Environment and Community Affairs Committee, reported on progress in the organisation of the St. Patrick’s Day Parade. This will start from Wolfe Tones G.A.A. Club and proceed to the reviewing stand in the Town Square. Stewarding will be done by the Civil Defence. In recognition of Wolfe Tones na Sionna’s contribution to the community over the past forty years the club will be invited to provide the Grand Marshall for the parade.
Wolfe Tones na Sionna will be asked to keep their car park clear before the start of the parade and also to make their toilet facilities available to participants in the parade. A further meeting of the organising committee will be held in the Town Hall at 7.30 p.m. on Monday January 15th to which all members of the Town Council are invited.

5/01/07 Report from Area Council Meeting

A written report on matters relevant to Shannon Town discussed at the December 2006 Shannon Area Council Meeting was read by the Meara Bhaile. This information is available on the Shannon Web Site.

6/01/07 Extension of Town Boundary

A proposal for the extension of the Shannon Town Boundary, which had been circulated to members, was discussed. Some members suggested that the new boundary should have included the Ballymurtagh Traveller Accommodation to the west of the town.
However it was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved;
“that the process for the extension of the boundary as presented in the proposal be commenced and that following the advertisement of the proposal any suggested amendments to the proposal be considered before applying formally for the boundary extension.”
It was also proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
“that Shannon Town Council discuss with Clare County Council potential areas for devolved responsibilities.”

7/01/07 Twenty Fifth Anniversary of Town Status

It was agreed that the Committee with responsibility for Community Affairs would consider and report to the February meeting suggestions of an appropriate way of celebrating the 25th anniversary of town status in Shannon.

8/01/07 Public Access to Planning Applications

Proposed by Cllr. McCarthy, seconded by Cllr. McMahon and resolved;
“that Clare County Council provide access to planning applications for the public at the Shannon Civic Offices.”

9/01/07 Gullies in Cronan Park

Proposed by Cllr. Flynn, seconded by Cllr. McCarthy and resolved;
“that Shannon Town Council request Clare County Council to clean out the gullies at the back of house numbers 21 to 25 Cronan Park where flooding occurred recently and left the area in an appalling state.”

10/01/07 Shrubbery on Old N19 at Drumgeely

Proposed by Cllr. Flynn, seconded by Cllr. Lambert and resolved by five votes to two.
“that Clare County Council be requested to remove the hedge adjacent to the old N19 near doctor’s old house in Drumgeely.”

An amendment proposed by Cllr. McCarthy and seconded by Cllr. Hillery that rather than remove the hedge it be cut back was defeated.
Cllrs. Hillery and McCarthy supported the amendment.
Cllrs. Duff, Flynn, Lambert, McKee and McMahon opposed the amendment
