Minutes of the January monthly meeting of the Shannon Town Council held
in the Shannon Town Hall after the 2005 Budget Meeting on Tuesday January
4th 2005.
Councillor Greg Duff, Méara Bhaile, presided.
Present were Councillors McCarthy, Lambert, Flynn, McKee, Hillery, McLoughlin,
Mulcahy, and McMahon.
In attendance: Mr. Ger Dollard - Town Manager and Tomás
Mac Cormaic - Town Clerk.
Opening the meeting The Méara Bhaile commented on a number of significant
developments in Shannon over the past twelve months. These included the
take over of services by Clare County Council, the increased shopping
facilities at Shannon Town Centre and Ryanair's new schedules making use
of Shannon Airport as a base for many of these flights. The Méara Bhaile
also commented on the recent South Asian disaster and he opened the meeting
for each of the members to comment on the disaster. It was agreed that
books of condolence would be opened to give people of the town the opportunity
to express their sympathy with the victims of the disaster. The Town Council
would also spear-head a project to assist the victims. This project to
be completed within the life of the present council and support for the
project to be recruited from all interests in the town. The Méara Bhaile
would lead the project following consultation with and advice from GOAL.
Subsequent Méara Bhailes during the life of the council would take up
the baton and ensure the continuity of the project.
1/01/05 Minutes of 2005 Budget Meeting.
Proposed by Cllr. McCarthy, seconded by Cllr. Mulcahy and resolved; "that
the minutes of the 2005 Budget meeting of the Shannon Town Council held
in the Shannon Town Hall at 6.30 p.m. on Tuesday December 7th 2004, having
been circulated, be adopted and signed by the Méara Bhaile."
2/01/05 Minutes of December 2004 Monthly Meeting.
Proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved; "that
the minutes of the December 2004 monthly meeting held in the Shannon Town
Hall immediately after the 2005 Budget meeting on Tuesday December 7th
2004, having been circulated, be adopted and signed by the Méara Bhaile."
3/01/05 Correspondence.
- A letter from Kevin Thompstone, C.E.O. Shannon Development Co. responding
to a resolution from the Shannon Town Council relating to the development
of a “Cruise Port” in the Shannon Estuary was read and noted.
A copy of this letter would be circulated to each member.
- Notification of the A.M.A.I. Spring Seminar in Letterkenny was noted.
It was proposed by Cllr. McCarthy, seconded by Cllr. Lambert and resolved:
“that the two delegates to the A.M.A.I., Cllrs. McMahon and McLoughlin
be authorised to attend this seminar.” The Town Clerk advised
that where possible members attending meetings seminars should use public
transport when appropriate. As it is not appropriate to expect members
to travel to Letterkenny by public transport the two delegates might
consider sharing transport. It was agreed that if convenient for both
delegates this would be done.
4/01/05 Municipal Policy Committees.
Cllr. McMahon informed the meeting that Michael Leydon from Shannon Development
Co. has joined his M.P.C. Plans are being drawn up for the hosting of
the A.M.A.I. Annual Conference in September next. Definite proposals will
be presented at the next Council meeting.
Cllr. McLoughlin’s M.P.C. has been concentrating on the St. Patrick’s
Day Parade and this will be it’s main focus for the moment.
5/01/05 Contractors Responsibility for Cleaning Roads and Footpaths.
Proposed by Cllr. McLoughlin and seconded by Cllr.McMahon.
“that Clare County Council be asked to make all contractors in Shannon
keep roads and footpaths properly cleaned by using mechanical road sweepers
that will brush, vacuum and wash the road every time a vehicle leaves
the site.”
The Manager in reply to this motion said that contractors already had
a responsibility not to mess roads and footpaths and any breach of this
responsibility should be reported to the County Council staff at the Shannon
Civic Offices who will take the appropriate action.
6/01/’05 Advertising Subcontract Work.
Proposed by Cllr. McLoughlin and seconded by Cllr. McKee. “that
Clare County Council insist that all developers advertise in the local papers
for main and sub-contractors for all future developments in Shannon so that
local people can tender for the work.”
As Clare County Council would not have the right to insist on this mandatory
advertising it was suggested that the proposer of the motion might bring
his concerns to the attention of the Shannon Chamber of Commerce.
7/01/05 Timber Fencing Opposite Fergus Rd.
Proposed by Cllr. Hillery, seconded by Cllr. McCarthy and resolved; “that
Clare County Council be asked what are the arrangements (if any) with the
N.R.A. re - repair, maintenance or replacement of the solid timber
fencing erected by the N.R.A. at Fergus Rd.”
The Manager confirmed that responsibility for this fencing rests with
the Clare County Council.
8/01/05 Pedestrian Crossing at Bothar na Rinne.
Proposed by Cllr. McCarthy, seconded by Cllr. Hillery and resolved; “that
Clare County Council outline what safety measures are to be introduced to
ensure that the controlled pedestrian crossing at Bothar na Rinne is safe
for use by pedestrians.”
9/01/05 Area Council Meetings.
Proposed by Cllr. Lambert, seconded by Cllr. Seconded by Cllr. McKee and
resolved; “that notice of public meetings of Area Councillors and
agenda for such meetings be circulated to all members of Shannon Town Council
and that a summary report from such meetings be made to ordinary meetings
of the Shannon Town Council.”
The Manager responding to this motion said there should be no problem
in circulating the agenda for monthly Area Council meetings to the five
Town Councillors not already on the mailing list and that either he, the
Manager, or the Méara Bhaile who represented the Town Council at
these meetings could report on matters relevant to the Town Council at
ordinary Town Council meetings.
10/01/05 Disc Parking in Shannon.
Proposed by Cllr. Hillery and seconded, for discussion only, Cllr. Mulcahy;
“that Shannon Town Council would initiate legislation for the immediate
introduction of Disc Parking in specific areas of Shannon Town.”
This motion as presented did not appear to have the support of the members.
A number of amendments to the wording were suggested by various members
but these amendments were not acceptable to the proposer so the Méara
Bhaile adjourned further debate on the motion until the February monthly
meeting of the Town Council.
11/01/05 Estate Name Signs at Brookfield / Oakfields Estates.
Proposed by Cllr. McCarthy, seconded by Cllr. Hillery and resolved; “that
the Developer at Brookfield / Oakfields provide estate name signs.”
