Area Council Meetings: Replies to Notices
of Motion December 19th 2006
With reference to Notice of Motion no. 6, submitted by Cllr P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
To ask Clare County Council to repair as a matter of urgency the footpaths
at Ballycar Road, Newmarket on Fergus due to the recent deterioration.
I wish to reply as follows:-
The footpath near the butchers on Ballycar Road will be resurfaced as
soon as possible.

With reference to Notice of Motion no. 7, submitted by Cllr T. McMahon,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
What has Council done to deal with problem of vermin in Shannon and what
measures are in place to monitor the effect of any measures taken.
I wish to reply as follows:-
Clare County Council engages a Pest Control Contractor to deal with any
vermin problem in the Shannon Electoral Area. This firm has proved very
satisfactory in dealing with vermin control. If a rodent problem occurs
in any particular location the contractor will bait this area every 3
days on a short-term basis normally 2-3 weeks and thereafter will continue
baiting once every 6 weeks on an ongoing basis. A resident in Aidan Park
recently reported seeing rodents. Council staff and the Pest Control Contractor
inspected the location. A rat hole was identified in the garden of the
house at a point over a storm sewer. The Council excavated down to the
sewer and found the storm sewer was broken at this location. This pipe
has been sealed and the Council and the resident are satisfied that this
has resolved the problem at this location.

With reference to Notice of Motion no. 10, submitted by Cllr T. Mulcahy,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
That this Council would put in a raised crossing at Lisheen /Pinewood
and in the interim period Re Paint the crossing
I wish to reply as follows:-
A raised speed table at this pedestrian crossing is desirable as a traffic
calming measure and for increased pedestrian safety. It is intended to
provide a raised speed table here next year. I will renew the lining when
weather permits.

With reference to Notice of Motion no. 11, submitted by Cllr P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
To ask Clare County Council for an up to date report on the pedestrian
crossing in Sixmilebridge
I wish to reply as follows:-
Over the past few years the provision of a pedestrian crossing along
the section of road from the Post Office to the car park at the Church
has been raised by Councillors. The Council in the Shannon Electoral Area
has been sympathetic to requests for pedestrian crossings and indeed has
installed quite a number. Generally these have been at locations where
the safety of children was an issue. Locations involved include Slí
na Mara near St Conaires School, Bothar na Luachra near St Caimins School,
Bealach Brí near the Gaelscoil/St Patricks School, Ballycar Road,
Newmarket on Fergus and Cappagh Lodge Sixmilebridge – the last two
listed being located where children access local sports grounds. In the
case of Sixmilebridge it is also intended to provide a pedestrian crossing
at the School during 2007. The provision of a pedestrian crossing at any
location requires the prohibition of car parking on the approaches to
the pedestrian crossing. The number of car spaces involved is usually
16 where there is existing car parking spaces on all approaches. The loss
of car parking in Sixmilebridge could be a significant issue in the area
between the Church and the Post Office where the pedestrian crossing is
requested. I have requested the Senior Engineer, Road Design to prepare
a report on this matter. This report will be brought before the Area Councillors
when available, early in the New Year.

With reference to Notice of Motion no. 12, submitted by Cllr T. McMahon,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
Has the condition of sewer pipes and storm water pipes been assessed
in Shannon and what action is been being taken to deal with damaged /broken
pipes and when will any program of repairing these be completed
I wish to reply as follows:-
There was a thorough examination of the foul and storm sewer network
carried out in 1988 by Consulting Engineers M C O Sullivan as a joint
venture by Shannon Development and Clare County Council. We have the full
details of the resulting drawings, reports and manhole ledgers. There
will be a further survey carried out in 2007 on all or part of the network
as part of the pre contract design process of the Capital Scheme to upgrade
the Tradaree Waste Water Treatment Plant.
Shannon Area Office log all calls relating to sewer blockages, and watermains
bursts and leaks. The sewer blockages are entered into a database and
hence repeat blockages are easily identified and remedial action taken
to alleviate them on an ongoing basis. Blockages generally do not involve
damaged or broken pipes but is any such defect is found it is repaired
as part of normal maintenance. I am not aware of any outstanding issues
in this regard.

With reference to Notice of Motion no. 13, submitted by Cllr G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
That Clare County Council extend the public lighting on the old N19 (R471)
from The Old Lodge to Ballycasey roundabout. This section of road is extremely
dangerous especially during winter months.
I wish to reply as follows:-
The existing traffic route lighting on this road was provided through
special funding for National Primary routes. The Council was successful
in obtaining a grant for extending the lighting from the Aidan Park area
to the hotel area about 10 years ago. Traffic route lighting has since
been provided at the Ballycasey roundabout and approach roads as part
of the By-Pass works. The section of road from Ballycasey to the hotel
is now a gap in the public lighting network in this area. The length of
road involved is approximately 300 metres. The cost of traffic route lighting
on this section is estimated at about € 20000. There is no scope
within the funding available for upgrading the existing public lighting
network in Shannon to provide for this new lighting. The road is now a
regional route so the project would have to be funded from the Councils
own resources. I will bring this matter to the attention of Mr Donal Buckley,
Senior Engineer, Roads section with a view to exploring the possibility
of obtaining funding from some source.

With reference to Notice of Motion no. 15, submitted by Cllr P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
That Clare County Council alleviates the flooding at Monafola (Ballycar)
Newmarket on Fergus due to the abnormal build up of water on their lands
I wish to reply as follows:-
I have inspected the culvert at Killulla where the stream crosses the
Killulla to Ralaheen road. I am satisfied that the flow of water is not
impeded at the culvert but I will inspect it again when water levels go
down in case there is any blockage at the culvert

With reference to Notice of Motion no. 16, submitted by Cllr G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 19th December, 2006,
That Clare County Council remove the bushes from the bend of the road
near Dunedin Lodge B&B on the Low Road Bunratty. These bushes are
causing accidents with pedestrians due to lack of vision of oncoming traffic.
I wish to reply as follows:-
The normal hedgecutting has been carried out at this location. New Road
boundary fences were constructed some years ago along the frontage of
the houses on the Sixmilebridge side of the bend. The old fence fronting
the rest of the bend restricts sight distance at the bend. I will explore
the possibility of improving the sight distance at this location.
