Area Council Meetings: Replies to Notices of Motion 21st October, 2008
With reference to Notice of Motion no 6, submitted by Cllr. T. Mulcahy for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
That this Council would consult with the tenant of number 6 Gleann na Smol with a view to putting in place a large parking area in this location (shared cost). This area while obviously used by the tenant is also used by people dropping off and picking up children from school.
I wish to reply as follows:-
The provision of car parking at this location could be considered under the Council’s scheme for Off – Road parking where a contribution towards the cost involved is paid by the local resident. The Council will contact the local resident in this regard.

With reference to Notice of Motion no 8, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
That all trees overhanging public footpaths and roads be cut back and owners of property causing restriction to public footpaths due to overgrown trees or shrubs be contacted and informed of this and have a notice of property owner responsibilities advertised.
I wish to reply as follows:-
The Council expends a considerable amount of money each year in accordance with the Councils hedge cutting policy. Priority is given to the more heavily trafficked roads. Clare County Council has provided very considerable additional funding in the Shannon Electoral Area on pruning of trees/shrubs and felling of dangerous trees. While all work has to be evaluated and prioritised relative to resources, the Council has endeavoured to address most of the representations received from councilors and the public in this regard. It is hoped to continue this work on an ongoing basis. Each year the Council reminds property owners, through the medium of local press, of their responsibilities re cutting of trees, hedges etc adjoining roads and footpaths.

With reference to Notice of Motion no 9, submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
That Clare County Council raise the footpaths in Ballycasey serving both primary and Second Schools to provide safe and dry access for persons using these.
I wish to reply as follows:-
These footpaths go through a large green area. During periods of wet weather low lying parts of the open space beside the footpaths become flooded, which leads to flooding of sections of the footpaths. Approximately 200 metres of footpath are subject to flooding. It is hoped that adequate funding will be available in 2009 to provide new footpaths at these locations.

With reference to Notice of Motion no 10, submitted by Cllr. J.Crowe for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
Foxes Cross, Belvoir, Sixmilebridge. This cross is extremely dangerous, especially for traffic coming from the Kilkishen side where the view is extremely restricted especially traffic coming from Broadford. I request that something be done as a matter of urgency
I wish to reply as follows:-
The provision of adequate sight distance at this junction requires land acquisition and the setting back of the road boundary fence over a considerable length. The Council is seeking funding for this work from the Department of Transport through a low cost safety scheme for 2009.

With reference to Notice of Motion no 11, submitted by Cllr. P McMahon for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
To ask Clare County Council what is the up to date position on acquiring a land bank for social housing in Newmarket on Fergus
I wish to reply as follows:-
The Housing section has been endeavouring to purchase land in Newmarket - on - Fergus for some time, however, all efforts to purchase land proved fruitless. As a result, the Housing section sought expressions of interest for social / affordable housing. One submission was received and discussions are on - going with the developer and the Department of the Environment, Heritage and Local Government to progress this submission.

With reference to Notice of Motion no 12, submitted by Cllr. G Flynn for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
That Clare County Council do a survey of residents living in the Drumgeely area in relation to the recent construction connected to the Urban Renewal Scheme that put in place the public facility known as the ‘Maze’ near the Park Hall site. At recent public meetings local Councillors were requested to have this facility removed due to anti social behaviour
I wish to reply as follows:-
The ‘Maze’ referred to was constructed as part of the Urban and Village Renewal Project for Corrib Drive and Drumgeely under the 2000-2006 Programme. The strategy was to enhance the physical attraction of a community focal point in one of the first built up areas of Shannon Town. One of the conditions of the grant funding was that Schemes constructed remain in place and be maintained to a satisfactory level. The removal of the ‘Maze’ element would cause difficulty given that the DoEHLG has funded 75% of the expenditure involved. The Council will write to the Gardai informing them of the concerns raised and request them to monitor the situation and take action as appropriate.

That Clare County Council cut back the bushes and road verge on the R472 to allow pedestrians use this road in safety.

With reference to Notice of Motion no 14, submitted by Cllr. J Crowe for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
Shannon Road housing estate- visibility is very bad for traffic coming out of the front row houses onto the Shannon Road. There is a high hedge blocking the visibility.

I will arrange to have distance improved at this location as soon as possible.

With reference to Notice of Motion no 16, submitted by Cllr. G Flynn for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
That Clare County Council roads section do out a report concerning traffic movement in the vicinity of Mary Immaculate Church in Shannon with a view to provide extra parking in the area to alleviate traffic congestion due to the lack of adequate parking in the area of the church.
I wish to reply as follows:-
Periodic traffic congestion and parking problems occur at this location, as is also the case generally at Churchs, Schools and GAA fields etc. Double yellow lines were installed at the Church a number of years ago. There is a lot of on-street and off-street parking available close to this location. The traffic problems, which arise, are usually due to inconsiderate parking including parking on double yellow lines.

With reference to Notice of Motion no 17, submitted by Cllr. P McCarthy for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
That Clare County Council clean up the back passageways throughout
Shannon.
I wish to reply as follows:-
Manpower resources in Shannon continue to be involved in flood relief work, provision and upgrading of pedestrian crossings and general road improvements work, upgrading of public lighting and routine maintenance including street cleaning and litter control. I will try to have the work requested in the notice of motion carried out as soon as possible.

With reference to Notice of Motion no 18, submitted by Cllr. J Crowe for the Shannon Electoral Area Committee Meeting, on 21st October, 2008,
Cappa Lodge - There was a great job done on extending and repairing footpaths around Cappa Lodge. However, the verge at the side needs to be filled in as there is a gap between the greens and the footpath that needs filling

It is intended to provide topsoil along the edges of these new footpaths as soon as possible subject to suitable weather conditions.
