Area Council Meetings: Replies to Notices of Motion October 16th 2007

With reference to Notice of Motion no 6, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That Clare Co Council upgrade the footpaths from Ballinacragga to Dromoland

I wish to reply as follows:-

The upgrading of this footpath will be considered in the context if the funding which becomes available for upgrading of footpaths in Newmarket on Fergus in 2008.  The surface of the path is a gravel surface and consequently maintenance is difficult and time consuming which the upgrading of the surface would eliminate.  I am anxious to upgrade this path if finance is available

With reference to Notice of Motion no 7, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That the Recycling Centre be expanded to accept old paint, plastics with

recycling symbols and household glass

I wish to reply as follows:-

Clare County Council currently accepts old paint and on a trial basis only, plate glass at our Central Waste Management Facility at Ballyduuff Beg, Inagh. In the short term it is not envisioned to extend these services to any of the other 4 Recycling Centres in the county.

We cannot currently accept non descript plastics with recycling symbols as our collection service providers have no market for such material and will not collect it. Should a market develop for such materials we will review the case for these materials.  We are also mindful of such plastics as they may be classed as hazardous waste due to their previous contents e.g. pesticides or other such chemicals.  Our facility in Shannon is not licensed to accept such potentially hazardous materials.

With reference to Notice of Motion no 8, submitted by Cllr. S. McLoughlin, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

To request Clare County Council to replacing the footpath in front number 20 Tullyvarraga Crescent 

I wish to reply as follows:-

The concrete footpath at this location has deteriorated and needs to be replaced.  I will arrange to have this work carried out when the work programme permits.

With reference to Notice of Motion no 9, submitted by Cllr. J. Crowe, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That Clare County Council review the footpaths in Kilmurry.

I wish to reply as follows:-

At present Clare County Council is not in a position to provide additional footpaths in Kilmurry village. My estimate for providing 330 metres of a 2 metre wide footpath between Neenan’s grocery shop and the entrance to the housing estate on the R462 regional road is €69,300.  Public lighting already exists along this stretch of road and the hard shoulder, which is surfaced and delineated, provides pedestrians with a reasonable surface to walk on.  My estimate for providing 215 metres of a 2 metre wide footpath with associated public lighting along the Kilmurry to Enagh road, which was resurfaced in 2006 is €53,750.  In total, the provision of footpaths with public lighting where necessary would cost €123,050.

The only finance available to construct footpaths in Kilmurry is under the Discretionary Improvement Grant.  In 2007 the total allocation for maintenance and provision of footpaths under this Grant for the whole of the Shannon electoral area was €55,000.  This money is being spent in heavily populated areas such as Shannon, Sixmilebridge and Newmarket on Fergus where the need is the greatest.  I am unable to provide footpaths in Kilmurry because the funds are simply unavailable.  The limited finance available to me for footpaths is ear-marked for Shannon, Newmarket on Fergus and Sixmilebridge for the foreseeable future.

With reference to Notice of Motion no 10, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That Clare County Council replace all the broken lamp posts in Shannon

There are a small number of broken lampposts in Shannon, which will be replaced shortly.

With reference to Notice of Motion no 11, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That Clare County Council put a programme in place to improve the poor visibility of the bends from Newmarket on Fergus village towards Ballycar

I wish to reply as follows:-

This section of the Regional road from Newmarket on Fergus to Ballycar will require road widening and realignment over its full length in order to provide a consistent standard of road on that section.  Regional road improvement schemes are funded by
the Department of Environment & Local Government.  Substantial lengths of various regional roads in Clare have been widened and realigned on foot of this funding over the past number of years.  It is envisaged that the provision of funding will continue on an ongoing basis into the future allowing more regional roads such as the Newmarket to Sixmilebridge road to be widened and realigned.

With reference to Notice of Motion no 12, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That the Council remove the litter bin at the top of Corrib Drive as it
is being used for the disposal of household refuse.

In view of the nuisance arising at this litter bn I have made arrangements to have it removed immediately.

With reference to Notice of Motion no 13, submitted by Cllr. J. Crowe, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That Clare County Council look at placing double yellow lines on the old N18 in Bunratty on the approaches to the Avoca car park as complaints have been made about cars blocking the view for people leaving the car park. 

I wish to reply as follows:-

Double yellow lines at this location would be helpful to motorists exiting the general area of the Avoca Car Park.  I will arrange to have a drawing prepared which will show the section of the old N18, where double yellow lines are recommended.  I will liaise with the Garda Authorities when preparing proposals in this matter.

That the footpath from Collins Park in Shannon to the local shop be repaired as soon as possible

With reference to Notice of Motion no 15, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

That Clare Co Council carry out a survey on the upgrading of the footpaths in the Newmarket on Fergus village and the surrounding estates.

I wish to reply as follows:-

The road works programme usually has an allocation for improvements to the existing footpaths in Newmarket on Fergus.  The condition of the footpaths is reviewed each year in order to select sections of paths for improvement.  It is envisaged that this will also be the case in 2008.

With reference to Notice of Motion no 16, submitted by Cllr. J. Crowe, for the Shannon Electoral Area Committee Meeting, on 16th October, 2007,

The water pressure is so low in Sixmilebridge I am asking that this pressure be increased as a matter of urgency with the development of Sixmilebridge over so many years the water pressure has dropped an is effecting the whole area and I am concerned should a serious fire occur that there will not be sufficient pressure for the fire brigade service to contain it.

I wish to reply as follows:-

Water Services Section has surveyed the hydrants in the higher areas of Sixmilebridge and found that the pressure and flow are generally at the lower end of the recommended range.

We intend to lay some pipework, which will improve the pressure in the higher areas and particularly in the vicinity of Beechwood Estate & Cappagh Lodge. This work will be carried out before the end of October 07.
