Area Council Meetings: Replies to Notices
of Motion October 17th 2006
With reference to Notice of Motion no 9, submitted by Cllr. T. Mulcahy,
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
That this Council would consider a Traffic Slowing Device at the entrance
to Ballycasey Grove/Close as soon as possible
I wish to reply as follows:-
I have inspected the roads in the Ballycasey Grove and Ballycasey Close
estates and do not consider that traffic calming measures would be beneficial
at these locations given that the existing geometric layout of the estate
roads prevents motorists building up speed. I will, however, carry out
a more detailed assessment in line with the current traffic calming policy
for residential areas to establish where this scheme will be placed on
a priority list.

With reference to Notice of Motion no 10, submitted by Cllr. P. McCarthy,
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
That Clare County Council provide an update on the provision of the sewage
system at Shannon Airport specifically if the new wastewater treatment
plant
at Shannon Airport has been commissioned and if it is working properly
I wish to reply as follows:-
The wastewater treatment plant at Shannon Airport is currently under
test. Commissioning will commence once the testing is successfully completed.
It is expected that the plant will be fully operational before the end
of 2006.

With reference to Notice of Motion no 11, submitted by Cllr. T. McMahon,
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
That Clare County Council ensure that the old ESB building in Shannon
is repaired to an acceptable visual and safety level and secured from
future vandal attack.
I wish to reply as follows:-
Recently, Clare County Council served a notice on Mr. Richard Murphy
(owner of the property) under the Derelict Sites Act 1990. It is the Councils
intention to ensure that this property will not remain in a derelict state.

With reference to Notice of Motion no 12, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
That the planning Section Clare County Council give a progress report
on the master plan for TC2 Shannon
I wish to reply as follows:-
Tenders for the Master Planning of areas TC2 and TC 3 have been advertised,
and a number of expressions of interest have been received from a variety
of consultants for the proposed work. A selection panel is currently being
set up to evaluate the submissions and invite the interested parties to
make a formal submission to the selection committee. It is hoped to make
an appointment of the successful consultancy in November with work commencing
in December 2006, and a completion date in mid 2007.

With reference to Notice of Motion no 13, submitted by Cllr. T. Mulcahy,
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
That Clare County Council will put in place Traffic Slowing devices on
the Sli Na Mara Road that runs between GAA Club and Gleann Na Oir in light
of the new major roundabout that is going to be placed at the Illaunamanagh
end to service the southern Primary Route.
I wish to reply as follows:-
I consider that the retro-fitting of traffic calming measures such as
ramps along the Sli na Mara Road would be of benefit to the residents
living in the area and would discourage motorists using this as a through
road once Phase 1 of the Shannon Southern Primary Road is opened. I will
carry out a more detailed assessment in line with the current traffic
calming policy for residential areas to establish where this scheme will
be placed on a priority list. I envisage that this scheme will receive
a high ranking given the straightness of the road and observed speeds
along the road.

With reference to Notice of Motion no 15, submitted by Cllr. G. Flynn
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
That Clare County Council area Engineer give a report to the area Councillors
in relation to the renewal of the maintenance contract relevant to landscaping
and grass cutting in the Shannon Town area.
I wish to reply as follows;
The present landscaping contract was for the 3 years 2004, 2005 and 2006.
It is now intended to review details of this contract with a view to seeking
tenders for the next 3 years. This review is commencing shortly. Funding
for grass cutting is made available through the environment section of
the Council. I am assuming the existing level of funding will be continued
over the next 3 years. The scope of the contract will generally continue
as it was.

With reference to Notice of Motion no 16, submitted by Cllr. T. Mulcahy,
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
In light of the recent Water, Sewage and Storm Water problems experienced
in the Electoral Area stretching from Shannon to Newmarket to Cratloe
that this council be given a full written report on the Councils capacity
to deal with the current problems and our plans if any to upgrade facilities
to deal with proposed new developments in the Area
I wish to reply as follows;
Regarding the water: we have dealt with the immediate problem of supplying
water to Hill Road Bunratty, Bunratty and Cratloe and this is now functioning
independent of the filling of the Clonmoney Reservoir. We will continue
to monitor this situation until such time as the Dept funded scheme replaces
the present pump installation.
Regarding the wastewater (foul sewer) blockages, which occur on a daily
basis; we deal with those within a reasonable response time. Sometime
response times can be immediate and at other times there may be other
issues or emergencies drawing on our resources, which may delay the response
time.
Regarding surface water blockages, which occur particularly in the Autumn
and during periods of heavy rainfall, these are dealt with by both Roads
and Water Services Crews within a reasonable response time. Because of
the flat and low lying nature of Shannon Town, all the wastewater and
much of the surface water is pumped to treatment plant and estuary respectively.
Some of the surface water is discharged by gravity during the low tide
interval. These pumphouses are inspected daily and in the case of weather
forecast warnings, they are stringently monitored. Heretofore our existing
crews have dealt with whatever emergencies have occurred and we will re-address
this issue as the need arises.

With reference to Notice of Motion no 17, submitted by Cllr. P. McCarthy,

That Clare County Council provide a progress report on the provision
of
footpaths on the Low Road Bunratty.
I wish to reply as follows;
The estimated cost of a footpath from Bunratty to the guesthoues on Low
Road is €220,000. The estimate includes for associated road widening,
public lighting and drainage. The estimate does not include for land acquisition
costs including fencing. Ideally the provision of this footpath will take
place in conjunction with developments which may occur along Low Road.

With reference to Notice of Motion no 18, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 17th October, 2006,
That Clare County Council would provide a comprehensive report concerning
the inner relief roads for Sixmilebridge
(a) Has road design been completed
(b) Has the necessary procedure for CPO of lands affected by the route
been put in place
(c) What time frame is envisaged for start and completion of routes.
I wish to reply as follows;
Clare County Council have reserved a route corridor as identified on
the settlement map in the South Clare Economic Corridor Local Area Plan
2003, to provide for a future inner relief road in order to improve the
local road network and to alleviate traffic congestion in the town centre.
I have recently held discussions with architectural and engineering consultants
who are examining the possibility of developing residential zoned lands
south-west of the Ashview estate and between the Shannon Road and the
Rossmanagher Road. It appears promising that a distributor link road can
be provided within the infrastructure safeguard between the two roads
as part of the overall development subject to planning permission being
granted. I will undertake to liase with the Road Design Section and the
Forward Planning sections of Clare County Council with a view to re-examining
the line of the remaining section of the route corridor contained in the
Local Area Plan between the Rossmanagher Road, Limerick Road and Oatfield
Road. I believe the most realistic and cost effective way of delivering
an inner relief road network is through the planning process by incorporating
sections of the relief road as part of proposed developments. No preliminary
or detailed road designs have been prepared for any section of the inner
relief roads in Sixmilebridge as these may limit flexibility in the overall
design of a development. I believe that an inner relief road network in
Sixmilebridge can be delivered over time as development occurs and without
the County Council having to use it’s powers in relation to the
acquisition of land.
