Area Council Meetings: September 2009 Electoral area Meeting

With reference to Notice of Motion no 7, submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

 To ask Clare County Council to put in place traffic calming measures or erect a speed limit/sign in Lisconor Newmarket on Fergus due to the reckless driving of a minority of motorists

I wish to reply as follows:-

The road in question (L-71721) is very narrow in places and it is not considered that traffic calming measures are required, however the introduction of speed limits at this location can be considered at the next county wide review of speed limits.

With reference to Notice of Motion no 8, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

That Clare County Council retain the green area to the front of Radharc na Coille as a place of recreation for the local community and in doing so refuse to sell it for development of apartments.

I wish to reply as follows:-

Planning Permission subject to conditions was granted by An Bord Pleanala last month on appeal for development consisting of the construction of 2 storey block of 8 no. apartments on this site.  The site in question is zoned open space in the South Clare Local Area Plan 2009.

There is no proposal at the present time to dispose of this site for development.  Any such proposal would have to be considered in the first instance by the Shannon Electoral Area members and thereafter by the full Council.

With reference to Notice of Motion no 9, submitted by Cllr. S. McLoughlin for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

That Clare County Council clear out the under grown between the School Field /Handball Alley and the River Bank as this area is being used for anti social behaviour and as a dump.

Subject to available resources this work will be included in the current year’s works programme.

With reference to Notice of Motion no 10, submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

That Clare County develop a proposal for an energy zone project for Shannon

I wish to reply as follows:-

Sustainable Energy Ireland (SEI) is seeking consultation on the size and type of two energy zones to be established in Ireland in 2010.  More energy zones are planned on an ad hoc basis later.  MCO Projects Ltd. (Dublin) are conducting a scoping study for SEI in advance of the official call for proposals that is expected later this year.  Clare County Council has already completed a questionnaire for MCO Projects Ltd.  

The Limerick Clare Energy Agency has proposed that Shannon Town centre and the Shannon Free Zone would be an ideal candidate for a Clare proposal as:-

1. Master Plans have already been developed for both zones
2. Sustainability and energy efficiency already form a substantial part of each plan
3. Shannon Development Ltd. have stated their desire to establish an centre for energy     industries
4. Shannon is a "Gateway" town (with Limerick City).
5. Establishing a centre of low carbon commerce is a priority target of the Mid West

Regional Authority, Climate Change Action Plan.  The LCEA has proposed that Shannon would be such a centre at MWRA meetings.  Clare County Council has directed the LCEA to prepare a draft proposal for the Energy Zones call from SEI, based on Shannon Town Centre and the Shannon Free Zones.

With reference to Notice of Motion no 11, submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

The footpath from the Wells Church, Clonmoney to Drumline Cross is a wonderful amenity for walkers and it is a much used path, but it is an awful pity to see the weeds growing at the side of the path and on the path.  I am requesting that these would be sprayed or removed by the County Council.

With reference to Notice of Motion no 12, submitted by Cllr. P.J. Ryan for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

I propose that the Council carry out repairs to the gap in the fence at Setrights Cross, Cratloe

Arrangements will be made to close off the gap in question as soon as possible.

With reference to Notice of Motion no 13, submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

Due to the health and safety issues surrounding the drop off and collection area at the Wells National School Newmarket on Fergus that Clare County Council put road markings in place to alleviate these problems.

I wish to reply as follows:-

Provision of road markings will take place at the earliest available opportunity.

With reference to Notice of Motion no 14, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

That Clare County Council initiate a programme of replanting trees throughout Shannon this autumn to enhance the green areas throughout Shannon.

I wish to reply as follows:-

While I agree that re-planting of trees is desirable however sufficient funding is not available for this work in the current year.

With reference to Notice of Motion no 15, submitted by Cllr. S. McLoughlin for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

That Clare County Council ask Respond Housing Association to rent the vacant House in Rinneanna View in order to help some families to get homes in Shannon

I wish to reply as follows:-

I have discussed and recently given a number of names to RESPOND in connection with the 2 vacancies which they currently have in their estate in RINEANNA VIEW .  1 THREE BED AND I TWO BED.  I spoke earlier this week with Respond's Field Officer who advised me that assessments are presently been carried out and that the allocations will be made within the next week or two.

With reference to Notice of Motion no 16, submitted by Cllr. P McCarthy for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

That in view of the serious problems being experienced on a regular basis with sewage odours particularly in the Ballycasey/Tullyvarraga areas a report be presented detailing the reasons why this is happening particularly how a build up of sewage is allowed to build up in sections of the system.

I wish to reply as follows:-
The main cause of the odours referred to was a blockage in the inlet pipe leading to pump station 5A, near Carraig Lia and this blockage has now been cleared.  However there are large quantities of solid materials coming to this pump station, which on occasion block both pumps as well as the inlet line.  In order to alleviate this particular problem works are currently underway at pump station 14 (near Aidan Park traffic lights) to reduce the loading on pump station 5A.  Both pump houses will be cleaned out as part of these works before the end of this month.

With reference to Notice of Motion no 18, submitted by Cllr. PJ Ryan for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

To ask Clare County Council to carry out drainage works to alleviate flooding at the Ministers Cross Bunratty

I wish to reply as follows:-

A grating is currently being manufactured and will be installed shortly to prevent further blockage and subsequent flooding of surface water pipes in this area.

With reference to Notice of Motion no 19, submitted by Cllr. P McMahon & Cllr J Crowe for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

Due to the extra traffic created by the extension of the Obair Centre in Newmarket on Fergus that Clare County Council create a new entrance/exit in order to alleviate the traffic congestion problems

 I wish to reply as follows:-

While it is accepted that traffic congestion is occurring for short periods at drop off and collection times, the provision of a new entrance / exit is not possible due to the layout of the site and the adjacent roadways.

With reference to Notice of Motion no 20, submitted by Cllr. G Flynn for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

That all dangerous footpaths throughout Shannon be either replaced or repaired and especially the footpaths from No. 1 to No. 18 Cill Chais, black top footpaths on Tullyglass Hill and the constantly flooded path on Drumgeely Road.

 I wish to reply as follows:-

Works to alleviate flooding on the footpath opposite the bus stop on the Drumgeely Road are scheduled to commence shortly.  With regard to the footpaths referred to at Cill Chais and Tullyglass Hill there are a small number of isolated locations where repairs are desirable and these will be considered when seeking funding under the Town Commissioners Grant for 2010.

With reference to Notice of Motion no 21, submitted by Cllr. S McLoughlin for the Shannon Electoral Area Committee Meeting, on 15th September, 2009,

 That Clare County Council replace the footpaths in Dun an Oir as some of these footpaths are in very bad condition and dangerous to the residents.

I wish to reply as follows:-

There are a small number of isolated locations in Dun an Oir where repairs are desirable and these will be considered when seeking funding under the Town Commissioners Grant for 2010.
