Area Council Meetings: Replies to Notices of Motion 15th July, 2008

With reference to Notice of Motion no 6, submitted by Cllr. P McCarthy for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

That Clare County Council convert part of the green in O'Brien Park to car parking spaces.

I wish to reply as follows:-

In 2005 the Council converted part of the green area in De Lacy Park to car parking as the local parking situation was seriously affected by delivery vehicles and general traffic associated with the shop serving the local community.  In 2008 car parking has been provided on part of the green area in Purcell Park as parking for local residents was affected by the extra parking requirements associated with the Senior Citizens Club.  In both cases the provision of the extra car parking was a response to the extra car parking requirements over and above normal residential car parking.  The Council has responded to the short fall in parking associated with normal residential parking by adopting a scheme for the provision of extra off road parking spaces on a 50/50 shared funding basis.  It is considered that the provision of the extra car parking in De Lacy Park and Purcell Park was not in conflict with this policy as it was justified by local circumstances.

The Council’s policy of 50/50 funding of off road parking should apply generally including O’Brien Park unless there are some particular circumstances arising such as was the case in De lacy Park and Purcell Park

With reference to Notice of Motion no 7, submitted by Cllr. P McMahon for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

In relation to the acquisition of lands from Aer Rianta or the Dept of Transport in 1992 for the construction of the North Access Road to Shannon Aerospace, I wish to obtain precise details of the amount of land purchased and the average price per acre paid for these lands

I wish to reply as follows:-

In 1992 Clare county council agreed to purchase 2.694 Ha or 6.66 acres of land from Aer Rianta for the sum of £ 111,478  (€ 141,548).  Thus the average price paid per acre was € 21,253.  The Deed of Transfer was signed in 2001.

With reference to Notice of Motion no 8, submitted by Cllr. J Crowe for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

To ask Clare Co Council to take in charge Clonmoney West Group Water Scheme

I wish to reply as follows:-

The Group Scheme Section has no objection to the Take Over of the Clonmoney West Group Water Scheme as it has complied fully with the conditions as set out by the Council in respect of Take Over of Group Water Schemes.

With reference to Notice of Motion no 9, submitted by Cllr. G Flynn for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

That Clare County Council confirm what measures will be put in place to service the lighting network in the Shannon area if the ESB withdraw from this contract.

I wish to reply as follows:-

The existing maintenance agreement between the Council and the ESB covers the period up to the end of 2008.  A new agreement will then be discussed with interested parties and the Council will select a contractor.  This process will be on a countywide basis and will be progressed at Senior Engineer and Director of Service level in the Roads & Infrastructure Directorate.

With reference to Notice of Motion no 10, submitted by Cllr. P McCarthy for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

That Clare County Council, in view of the serious concerns of residents in the area advise on the outcome of the monitoring of traffic on Bothar na Luachra with particular reference to the speed of vehicles.

I wish to reply as follows:-

Speeding at this location was monitored by Council staff and separately by the Gardaí.  It was established that there was a speeding problem associated with 3 ‘boy racers’.  The drivers were identified and interviewed by the Garda’s Community Liaison Officer concerning their driving.  Ongoing monitoring has indicated that this approach has had the desired effect.

With reference to Notice of Motion no 11, submitted by Cllr. P McMahon for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

I wish to ask Clare County Council to put speed ramps in place on the back road leading from Kevin McCormacks to Joe Noonans House Kilnasoolagh Park Newmarket on Fergus due to excessive speed by some motorists.

I wish to reply as follows:-

I am aware that this section of residential road is being targeted by ‘boy racers’ and their activities has caused serious concern to local residents.  In these circumstances it is considered that the provision of ramps would eliminate this activity.

With reference to Notice of Motion no 12, submitted by Cllr. J Crowe for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

To ask Clare County Council to inspect Muckanagh Road, Newmarket on Fergus as there are a lot of problems occurring such as flooding, potholes and grass growing up through the centre of the road causing concern for the local residents.

I wish to reply as follows:-

This road is a bog rampart type of road, which goes out of shape continuously and has to be reshaped approximately every 10 years.  Subject to availability of funding this road will be considered for inclusion in the 2009 Road Works Programme.

With reference to Notice of Motion no 13, submitted by Cllr. G Flynn for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

That Clare County Council put in place a proposal to allow the residents from house no’s 19 to 24 Cill Chais have vehicle access to the rear of their houses.

I wish to reply as follows:-

A mix of house types has been provided over the years in Shannon.  This applies to the older housing estates and the newer estates and will also apply in the future.  The house types include detached, semi detached and terraced.  The provision of parking varies generally depending on house type and layout.  The provision of vehicular access to the front or rear of houses varies widely with some houses having better access than others – again reflecting a varied and mixed design.  In many of the older estates the provision of communal car parking was the norm rather than the provision of private car parking.  This approach to car parking is likely to become very prevalent again in new housing developments as higher densities are achieved.  The houses at No. 19 to 24 Cill Chais are among many, which were constructed without a rear access road.  I cannot recommend the provision of a rear access road in this or other similar cases.

With reference to Notice of Motion no 14, submitted by Cllr. P McCarthy for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

That Clare County Council advise if there is monitoring of rodent activity, and regular pest control undertaken throughout the area with particular reference to housing areas.

I wish to reply as follows:-

During the years since the take over of services in Shannon the Council has retained the services of a pest control contractor to provide a year round prevention programme to deal with rodents in Shannon and, if the need arises, in other towns etc.  Particular attention is paid to housing estates and the playground and leisure centre area.  The Contractors response to any emergency callouts, which arise whenever any sightings of rodents are reported, has been excellent over the years.

With reference to Notice of Motion no 15, submitted by Cllr. P McMahon for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

I wish to ask Clare County Council to continue ‘Bicycle and walk lanes’ from Newmarket on Fergus to Latoon Cross Newmarket on Fergus as there is a high demand for such facility.

I wish to reply as follows:-

The Council is presently resurfacing approximately 1700 metres of the road from Latoon towards Newmarket on Fergus.  This will facilitate the provision of cycle lanes along this section of road.  It is hoped to continue the resurfacing work and provision of cycle lanes on the resurfaced road through Newmarket on Fergus village next year.

With reference to Notice of Motion no 16, submitted by Cllr. J Crowe for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

Due to the shortage of space available in the graveyards in the Shannon Electoral Area I ask Clare County Council to investigate if the extensions to particular graveyards such as Ballysheen, Clonlohan and Bunratty have been held up regarding archaeological issues

I wish to reply as follows:-

Clonlohan BG: has been deemed 'not suitable' for extension because of the results of its archaeological assessment.  There was evidence of archaeological remains in the area of the BG.  The cost of the assessment was € 1,100 towards which the Council contributed €600.

Ballysheen BG: The Archaeological assessment has been carried out and has been forwarded to the National Monuments Section of the Department.  Now awaiting Departments assessment in this case.

Bunratty BG: This BG has now received the go ahead from the Department (Permit) to carry out the archaeological assessment and is presently sourcing suitable firms.

With reference to Notice of Motion no 17, submitted by Cllr. G Flynn for the Shannon Electoral Area Committee Meeting, on 15th July, 2008,

That Clare County Council put in place a footpath from the junction of Bothar Droichead and Ascal na gceard Ballycasey to the bus stop on the Ballycasey roundabout direction to the westerly side of the road

I wish to reply as follows:-

The provision of footpaths in order to allow pedestrian linkage between the Hurlers Cross area and the Ballycasey area was raised at Electoral area meetings a couple of years ago.  Subsequently a pedestrian crossing was provided on the R471 and a new footpath was provided on the side road leading towards the Ballycasey housing estates.  The bus stop is located on the R471 about 50 metres from the new footpath and pedestrian crossing.  There is a hard shoulder between the bus stop and the new footpath which facilitates pedestrian movement and which is regarded as adequate and satisfactory.  Bus Eireann have informed me that very few people use this bus stop.  It is not possible to provide a footpath here due to the present of public lighting columns and road safety barrier on the grass margin of the R471.  The main bus stop for the East Park Industrial Estate is located at the Old Lodge Hotel.
