Area Council Meetings: May 2009 Electoral area Meeting

With reference to Notice of Motion no 5, submitted by Cllr. T. Mulcahy for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That Clare County Council look at the possibility of putting in traffic calming measures on road through Ballycasey Estates passed the Old Lodge

I wish to reply as follows:-

An assessment will be undertaken in line with Clare County Council’s traffic calming policy for residential areas to determine if traffic calming measures are warranted on this road.

With reference to Notice of Motion no 6, submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That the Ballycar Group Water Scheme, Newmarket on Fergus be taken over by Clare County Council

I wish to reply as follows:-

There is no objection in principle to the takeover subject to a detailed site investigation.  Once this has been complete a list of deficiencies if any will be produced and forwarded to the GWS Secretary.  Following this the GWS may need to upgrade the network to bring it to an acceptable standard for Take Over by the area office, which may be funded by the Rural Water Programme.  It is not possible to confirm a timescale for completion of inspection due to the extent of the scheme but when it is complete we will forward the GWS Secretary.

With reference to Notice of Motion no 7, submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That the area at the rear of houses at Tullyglass Crescent be made secure and inaccessible for persons involved in anti social behaviour including the public consumption of alcohol.

I wish to reply as follows:-

The area to the rear of the houses in Tullyglass Crescent has recently been secured by means of timber fencing and a padlocked timber gate.

With reference to Notice of Motion no 8, submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That Clare County Council carry out a blanket Survey in Sixmilebridge with regard to traffic calming measures.  With the population increase there are a lot of young children, it is essential that we control the speed of traffic for the town

I wish to reply as follows:-

Clare County Council will carry out assessments to determine the need for traffic calming measures at site specific locations in Sixmilebridge where traffic speeds are perceived to be high.  Any locations identified  through residential groups will be examined.

With reference to Notice of Motion no 9, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That Clare County Council do a survey of the footpaths in the Tradaree Court and Cluain Airne area as some of these footpaths are waterlogged during wet conditions and are impassable and especially around St Tola’s School

I wish to reply as follows:-

Footpaths which are prone to flooding during wet conditions have been identified to the rear of St. Tola’s school and in Tradaree Court.  It is my intention to carry out improvement works to these footpaths in 2009 as funding has been secured under the Shannon Town Commissioner’s Grant.  The attached drawing indicates precisely where improvement works will be undertaken.  A footpath condition survey in the Cluain Airne estate will be undertaken shortly.

With reference to Notice of Motion no 10, submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

To ask Clare County Council to install a disabled parking area in front of J Varden’s Pharmacy Newmarket on Fergus as there is a great need for disabled parking

I wish to reply as follows:-

I will arrange for a disabled parking space to be delineated in front of the pharmacy following resurfacing works in Newmarket on Fergus which are programmed to take place next month.

With reference to Notice of Motion no 11, submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

Pedestrian crossing - with the volume of people coming from the
Rossmanagher road to access the Church, School and GAA/Soccer facilities
people are requesting some form of pedestrian crossing in this area.

I wish to reply as follows:-

Funding for a pedestrian crossing has been secured under the Low Cost Safety Improvement Grant Scheme.  The pedestrian crossing will be sited on Pound Street north-east of the Shannon Road / Rossmanagher Road junction opposite the footpath leading to the Catholic Church. The crossing will be installed and commissioned in 2009.

With reference to Notice of Motion no 12, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That Clare County Council roads section repair the road surface over the Railway Bridge in Sixmilebridge this surface was damaged due to works done on the Aylesbury Bridge to facilitate opening of Station facilities

I wish to reply as follows:-

Iarnród Eireann are presently reinstalling the water main across Aylesbury Bridge which was temporarily diverted to allow for a new bridge deck to be constructed which was necessary to facilitate the alteration of track levels and the construction of a railway platform.  Other works along the road such as stone cladding of bridge parapet walls are also taking place concurrently.  The macadam surface, which was laid across the bridge deck, is not the final road surface.  A 40mm hot rolled asphalt wearing course is yet to be laid and this will be cone when works associated with the water main and bridge parapet walls are complete.  I suspect that the damage to the existing road surfaces approaching the bridge was caused by heavy construction machinery in the process of demolishing the arch bridge and installing a new precast concrete bridge deck.  I will speak to Iarnród Eireann and their Contractors on this matter with a view to extending the final overlay to cover sections of damaged road.

With reference to Notice of Motion no 13, submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That the footpaths in the Ballycar Road, Newmarket on Fergus be repaired by Clare County Council

I wish to reply as follows:-

I will arrange for the necessary footpath repairs to be carried out on the Ballycar Road in Newmarket on Fergus.

With reference to Notice of Motion no 14, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 19th May, 2009

That the local engineer provides a report on the possibility of providing off road parking on Tullyvarraga Road to the rear of Gleann na Smól.  The number of spaces required would be minimal.

I wish to reply as follows:-

The current arrangement whereby Clare County Council provides off road parking in front of residential properties at a cost of €600 to the residents has proven to be very popular.  However, these parking bays are located off access roads within housing estates where traffic volumes are low.  Tullyvarraga Road is a local distributor and direct access from individual residences has been restricted to preserve the road carrying capacity.  Off road parking on Tullyvarraga Road to the rear of Gleann na Smól is not recommended for the following reasons;

  1. Perpendicular or parallel parking located within 70 metres of the Sli na Mara will interfere with motorist’s sightlines onto Tullyvarraga Road.
  2. Forward visibility of parking spaces for motorists travelling along Tullyvarraga Road towards Bealach Bri would be restricted due to the bend in the road.
  3. Reversing movements onto the road if perpendicular parking was permitted would present traffic hazards to motorists given the volume of traffic using the road.
  4. Additional accesses onto the road would reduce the capacity of the road and interfere with the flow of traffic.
  5. A 150mm diameter water main may have to be diverted or lowered to facilitate the provision of parking spaces.
