Area Council Meetings: Replies to Notices of Motion May 15th 2007

With reference to Notice of Motion no 6, submitted by Cllr. T. McMahon, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

That Clare County Council confirm the opening date of the recycling centre and specify which type of waste will be accepted and will this include green waste

I wish to reply as follows:-

Construction work on the Shannon recycling centre is well advanced and it is anticipated that the Centre at Smithstown will open in July 2007. The types of recyclable materials, which will be accepted immediately at the Centre, will be as follows.

  • Glass Bottles and Jars.
  • Steel food cans.
  • Cardboard.
  • Tetrapak cartons.
  • Aluminium cans.
  • Plastic bottles.
  • Newspaper/magazines.
  • Textiles.
  • Waste Oil.
  • Oil Filters.
  • Batteries.
  • Metal.
  • Waste Electrical and Electronic Equipment i.e Fridges, washing machines, televisions etc.

In relation to green waste there is a commitment in the Regional Waste Management Plan to facilitate green waste collection at recycling centres by 2010. Currently this facility is provided at Ennis and Ballyduff Beg Recycling Centres. The Council will be working towards introducing a green waste collection facility at the Shannon Recycling Centre as soon as a satisfactory and workable arrangement can be put in place.
Only items listed above will be accepted at the Recycling Centre.  We will not accept domestic or commercial waste.  The facility will be for householders only and not for commercial operators.

With reference to Notice of Motion no 7, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

Recognising the importance of the Shannon-Limerick Gateway status, and in order to tap into potential funding, that Clare County Council in the review of the South East Clare Economic Corridor Plan identify areas suitable development, plan accordingly, and that the provision of infrastructure be a key component in this forward planning.

I wish to reply as follows:-

The importance of the Shannon- Limerick Gateway has been underpinned by the NSS published by the DOEHLG in May2004, and in the New National Development Plan 2007- 2013 for Ireland. The latter document has identified a number of strategic objectives, and has made provision for the establishment of a pilot “Gateways Innovation Fund” to operate between 2008 to 2010. Clare County Council has submitted, and will be submitting further applications for possible infrastructural projects to this fund, as part of the Shannon – Limerick Gateway project. Such applications are being considered jointly with the fellow partners of the “Gateway City” status, afforded under the NSS Development strategy.

In addition the Council has recently initiated the TC2/ 3 Shannon Town Master Development Plan, which will provide a framework for the sustainable future development of this area. Such plan will include both infrastructural and mixed-use development of lands within the Shannon Town Centre. Plans are in hand to revise the master pan for the development of the Shannon Free Zone to further stimulate the growth of employment and investment in this area.

The Council is also represented on the Shannon Rail partnership generally rail project with a view to promoting the development of improved rail services to Shannon Airport and the South East Clare Corridor.

The Council has identified in the County Development Plan 2005 and South East Economic Corridor Local Area Plans 2003 clear policy objectives for the promotion of Economic growth of the Ennis/ Shannon/ Limerick Corridor. The Local Area Plan has specifically identified three areas namely Shannon, University of Limerick Gillogue, and Meelick for major economic development. These three Strategic Development Areas are currently experiencing separate development pressures, and whilst the Shannon Area is being addressed no progress has been made in respect of both Gillogue and Meelick due to lack of resources. There is an urgent need to address the master planning of both areas, to facilitate development in such development nodes, and additional resources are required to facilitate such planning. 

When further details and decisions are reached in respect of the above projects, appropriate variations to the current plans will be forwarded to the respective Councils for consideration and approval.

With reference to Notice of Motion no 8, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

To ask Clare County Council to alleviate the flooding behind Christy Noonan’s house in Kilnasoolagh Park Newmarket on Fergus.

I wish to reply as follows:-

I will investigate this problem shortly with a view to providing a drainage gulley to cater for the surface water, which accumulates at this location.

With reference to Notice of Motion no 9, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

That Clare County Council landscaping service clean up all areas of shrubbery throughout Shannon

  • Remove waste material from tree stump grinding

  • Cut back some shrubs

(c) Remove litter and other materials

I wish to reply as follows:-

I will arrange to have waste material from stump grinding removed shortly.  Extra resources will shortly be deployed towards litter control generally.  It is intended to have work carried out on pruning of shrubs as part of the maintenance work being carried out on open spaces.

With reference to Notice of Motion no 10, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

That the footpaths in the vicinity of The Library be made safe.

This matter has been referred to the County Librarian for investigation and report, which should be available for the June Meeting.

To ask Clare County Council to alleviate flooding in the Clonmoney area

With reference to Notice of Motion no 12, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

That all loose kerbing in the Aidan Park area be re-laid some of these kerbs are in a very dangerous conditions in the vicinity of the Shop at Aidan Park.

I wish to reply as follows:-

I will make arrangements to have these kerbs replaced shortly.

With reference to Notice of Motion no 13, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

That Clare County Council resurface the area in front of Drumgeely Shopping Centre.

With reference to Notice of Motion no 14, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

To ask Clare County Council due to continuous heavy traffic that a programme of road widening in the Drumline area be put in place.

I wish to reply as follows:-

This is a relatively minor local road.  A certain amount of road widening has occurred due to setting back road boundary fences at new houses.  Further similar widening may occur on an ongoing basis.  It is unlikely that funds will be available for a road-widening scheme on this road.

With reference to Notice of Motion no 15, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 15th May, 2007,

That Clare County Council cut back the over grown area on the Drumgeely road adjacent to the Fergus Road and fill in the area where dumping and anti social behaviour has been re-occuring during the year

I wish to reply as follows:-

I am aware that local residents feel that this work would help towards prevention of dumping and anti social behaviour.  I will arrange to have this work carried out.
