Area Council Meetings: Replies to Notices
of Motion May 16th 2006
With reference to Notice of Motion no. 8, submitted by Cllr. P. McCarthy,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That an up to date report be presented on progress to date in the Shannon
Electoral Area on the housing maintenance programme with specific reference
to works completed and the costs, work in progress and the costs, works
outstanding and the costs
I wish to reply as follows:-
The Local Authority Planned Maintenance Programme in the Shannon Electoral
Area is being carried out in the following order:
- Upgrade of Doors and Windows
- Installation of Central Heating and Attic Insulation
- Upgrading of Electrics and installation of smoke alarms
- Wall Insulation
Note that the Shannon Development Houses that have been taken over do
not form part of the Planned Maintenance Programme. Remedial work figures
for these houses are included later in this response.
Windows and Doors
The contracts for the upgrade of Windows and Doors under the Planned
Maintenance Programme in the Shannon Area are complete.
€356,729 has been spent upgrading 122 houses.
Central Heating and Attic Insulation
The contracts for the installation of Central Heating and Attic Insulation
under the Planned Maintenance Programme in the Shannon Area are complete.
€424,392 has been spent on works in 67 houses.
Upgrade of Electrics and Installation of Smoke Alarms
The contract for the upgrade of electrics and installation of smoke alarms
has yet to be tendered. It is envisaged that ongoing contracts will be
complete by July 2006 and the Shannon Area contract will then proceed.
To- date €16,035 has been spent on completing 15 houses in the area
as non-contract work. 61 further houses will be included in the contract
at an estimated cost of €122,000.
Wall Insulation
Consultation with Pat Stephens of the Clare/Limerick Energy Agency is
ongoing. Also several specialist contract firms have been contacted and
their product has been presented to Council staff. It is envisaged that
a “pilot” contract will be tendered during the summer with
other contracts to follow.

With reference to Notice of Motion no. 9, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That Clare County Council Roads Section provide a report in to the dangerous
situation that exists around the vicinity of Sixmilebridge National School.
- What plans there are to put in place additional footpaths to serve
the school
- The possibility of providing a Traffic Warden to help the many children
get safely to their school and home again
I wish to reply as follows:-
This Council has been in communication with representatives of the school
over the past number of months regarding the provision of a Junior Warden
Service. The Councils Road Safety Officer has recommended that the Junior
Warden Service be implemented and has been in contact with the local Garda
Sergeant regarding the provision of training. The Council is liaising
on an on going basis with the school authorities to progress this matter
and looks forward to a positive response.
The Council will endeavour to ensure that any additional footpaths required
are provided.

That Clare County Council would clean the laneway running at the rear
of Tullyglass Square and Tullyglass Crescent
I wish to reply as follows:-
This laneway will be cleaned immediately. It has been cleaned on a number
of times recently and the Council will keep it cleaned on a regular basis.

With reference to Notice of Motion no. 13, submitted by Cllr. P. McCarthy,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That a progress report be presented detailing the up to date position
re
the Village & Urban Renewal Scheme at Drumgeely, including a completion
date.
I wish to reply as follows;
John McCarthy, Landscaping, Larchill, Ennis, Co. Clare is appointed contractor
for the Urban and Village Renewal Scheme at Corrib Drive, Drumgeely, Shannon.
Works involve the removal of overgrown and unsightly bushes and trees
which are to be replaced with more appropriate landscaping on the river
walk access from Corrib Drive and Drumgeely. This will involve new footpaths,
new planting scheme and improving access from Corrib Drive and Drumgeely.
The nature of the underlying soil in the vicinity of the Urban and Village
Renewal works is such that it takes a long time to dry out. The Contractors
did not expect to make as much progress as they did in January and February
but because of the very dry weather this was achieved. It was anticipated
it would be late May or early June before a lot of this work involved
in the Scheme would be done and as such it is not considered that the
work is behind schedule at the present time.
Despite the warm weather recently, drying conditions have not been great
due
to the high humidity and as such the ground has not dried sufficiently
to bring machinery on site to complete the final raking and seeding. Weather
permitting the Contractor is aiming to recommence this work next week
and to have it completed by the end of the week. If the weather does not
improve then the Contractor can look at the possibility of using pedestrian
type machinery, which does not require such dry conditions to operate
in to avoid further delay. It is expected all outstanding works will be
completed by end of May 2006 with the exception of the sculpture piece.
The sculpture piece selected for the Urban and Village Renewal Scheme
represents aspects of Shannon but is at a scale to address pedestrians
and children. The piece consists of the following elements in an abstract
form, hare, travel suitcases, town and the base is engraved with bull
rushes. The sculptor is Ms. Mel French who is due to commence work on
the sculpture on the 15th May and to have works completed by the 4th September
with installation that week. The sculpture is primarily bronze with a
stone base.
The Urban and Village Renewal Scheme will continue to be managed by the
Clare County Council Urban and Village Renewal Team, which includes the
Planning Department and the Council’s Architect.

With reference to Notice of Motion no. 14, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That Clare County Council in producing the Master Plan for the future
development of the Tullyvarraga area.
- Insist on a 20% Provision for social housing
- Allow for community facilities to cater for the needs of the different
age profiles in the Shannon area.
I wish to reply as follows;
A Residential Master Plan has been prepared for the Ballycasey Residential
Areas identified in the South Clare Local Area Plan settlement map for
Shannon, identified as zoned areas R5, R6, and R7. It is assumed that
this is the Master Plan area being referred to.
The Master Plan is made up of 3 phases all of which include the development
of a range of residential units, the second phase of which includes provision
of community facilities including two retail units; a neighbourhood centre;
coffee shop/restaurant; doctors surgery; pharmacy; and community building.
As part of the current proposed amendment to the South Clare Local Area
Plan any proposed development within the Master Plan area shall be in
accordance with the plan and be approved by the members of the Council.
The provision of community facilities and provision of social and affordable
housing to meet the requirements of the community will be important elements
in the Master Plan and will be informed by the Housing Strategy and the
appropriate legislation in this regard.

With reference to Notice of Motion no. 15, submitted by Cllr. P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That Clare County Council provide an extension to the graveyard in Lemanagh
I wish to reply as follows:-
“During 2005, Clare County Council provided an additional 45 double
and 9 single graves at Lemanagh burial ground and 58 double and 2 single
graves at Illaunamanagh burial ground. It is envisaged that the current
availability of grave spaces in both burial grounds will cater for needs
well into the future”.

With reference to Notice of Motion no. 18, submitted by Cllr. P. McCarthy,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That a time frame for the replacement of the problem sewage pipe at Dun
an Oir be provided
I wish to reply as follows:-
The frequency of call-outs to Dun an Oir is similar to that of Corrib
Drive and the surrounding Parks. Our maintenance crew recently discovered
debris in a sewer manhole with a collapsed cover. This manhole was the
cause of most of the recent blockages in the vicinity of Nos. 24 &
25.
We have no immediate plans to replace sewers within the Dún an
Oir housing estate. We will continue to record a database of the blocked
sewer call-outs and carry out remedial works such as sewer replacement
or manhole benching as necessary.

With reference to Notice of Motion no. 19, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That Clare County Council make safe the junction exiting the housing
estate of Drumgeely Hill on to Drumgeely Avenue
- There is a complete lack of vision for motorists exiting this junction
- The removal of part of the earth around to the Shannon Town side of
this junction could be considered
I wish to reply as follows:-
It is desirable to improve the sight distance at this location. This
will include the removal of part of the embankment on the town-side of
the junction. I will arrange to have this included in our work schedule.

With reference to Notice of Motion no. 20, submitted by Cllr. P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 16th May, 2006
That Clare County Council upgrade the Church Car Park in Newmarket on
Fergus and include a provision to alleviate flooding in the car park
I wish to reply as follows:-
It is intended to resurface the public car park on the western side of
church. Prior to the resurfacing it is intended to lay storm water pipes
and gullies to cater for surface water run-off in the car park. A watermain
will be laid through the car – park as part of the proposed Newmarket
on Fergus Water Improvement Scheme, which is expected to commence later
this year. The Water Scheme contractor will carry out trench reinstatement.
The proposed resurfacing of the car park should not be carried out until
it is evident that trench settlement is complete.
