Area Council Meetings: April 2009 Electoral area Meeting

With reference to Notice of Motion no 6, submitted by Cllr. T. Mulcahy for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

That this council would renew and or repair the footpath that runs from Cluain Aoibhean to Carrig Lia on the pump station side of the road.

I wish to reply as follows:-

This section of footpath is in reasonably good condition.  It is unlikely that funding will be available in the short term to replace this footpath.  The Council will endeavour to ensure any maintenance required will be carried out.

With reference to Notice of Motion no 8, submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

That a report be provided on plans for the dishing of footpaths in the Shannon Electoral Area excluding Shannon. 

I wish to reply as follows:-

When new footpaths are being constructed and when existing footpaths are being replaced in the Shannon Electoral Area it is normal practice to provide dropdown sections where appropriate.  It is unlikely that funds will be available in the short term to retrofit drop down sections on all existing footpaths

With reference to Notice of Motion no 9, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

That in view of recent announcements concerning the Housing Construction Acquisition Programme 2009 that Clare County Council housing section provide a comprehensive report in relation to;

  • The Cluain Airne (Tullyglass lowlands) project for affordable housing
    • Will this project being going ahead?
    • What implications are there in relation to the increased cost of piling this in view of its bad quality and condition of site (a) cost per house to applicants (b) cost of site works etc.
  • The Tradaree Court Demolition and New Build
    • Will this project being going ahead?
    • What are the implications in view of available funding and when is it envisaged this project would be finished.?

I wish to reply as follows:-
1.a       At present a submission is being finalised for transmission to the Department of the Environment, Heritage and Local Government. The Finance section of the Department will assess the proposal before sending it on to the Department of Finance, following which a decision will be made.  
b.         The tender report is awaited from the Quantity Surveyors, so as yet, no detailed breakdown of costs is known. However, as with other construction projects currently tendered, it is expected that the overall cost of the scheme will be competitive.  It is not possible to state the actual purchase price to eligible applicants in the absence of the tender report and the finalisation of subsidies.  However, it is hoped that the purchase price would be in the region of €160,000.

2.a       The same procedure as outlined at 1.a above pertains. Also, the project was submitted for an energy efficiency initiative '' Towards Carbon Neutral'' and the Department of the Environment, Heritage and Local Government will notify the Council in the next month if the application was successful.

b.         If funding is made available, the likely timescale for demolition and new build is 2.5 years.

With reference to Notice of Motion no 10, submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

I am requesting with the development of the new Aylesbury Bridge on the Shannon road and the footpath crossing the bridge, that this footpath be extended to connect with the existing path and the proposed new path.

I wish to reply as follows:-
Currently Iarnród Eireann have works in progress at this bridge.  A section of the road boundary wall at the top of the bridge is being set back which will provide limited pedestrian facilities along the widened section.  Iarnród Eireann has no plans to extend the road widening any further.  Road widening is required to allow for the provision of a footpath.  This road widening would be expensive as the existing wall is located on an embankment, which falls off steeply inside the wall.  Any new wall would have to provide adequate vehicle impact restraint to prevent vehicles going over the embankment.  This matter could be referred to the Senior Engineer roads to pursue the obtaining of a special grant from the Department.

To ask Clare County Council to repair the footpath at Lower Loughash Road in the vicinity of Tommy Mulqueens house.

I wish to reply as follows:-

This footpath has been repaired within the past week.

With reference to Notice of Motion no 12, submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

That provision be made in Shannon for the collection of green waste.

I wish to reply as follows:-

The Council has continuously been assessing additional services at all of its recycling centres.  New services are added wherever possible and where same can be provided on a cost neutral basis.  Following the introduction of a charge at recycling centres as part of the 2009 budget the Environment Department undertook to examine the feasibility of additional services on the basis of funding available.

The Council has now introduced a green waste collection service at Shannon and Lisdeen recycling centres.  This service should be of major benefit to the local population particularly during the peak growing season.  Green waste collected at Shannon and Lisdeen will be transported to the composting plant at the Central Waste Management Facility at Ballyduff Beg.

The full list of services now available at Shannon recycling centre is as follows:

  • Waste Electrical and Electronic Equipment (WEEE), such as fridges, cookers, computers, etc. (FREE)
  • Fluorescent tubes (FREE)
  • Waste batteries (FREE)
  • Textiles (FREE)
  • Green waste
  • Glass Bottles and Jars
  • Aluminium cans
  • Steel/Tin Cans
  • Plastic Bottles
  • Newspaper and Magazines
  • Cardboard
  • Tetrapak
  • Waste Oil
  • Oil Filters
  • Metal
  • Timber

With reference to Notice of Motion no 13, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

That Clare County Council roads section resurface the Hill Road Bunratty and re-line the L 3122 road in Bunratty

I wish to reply as follows:-

  • A local sewerage Group Scheme was carried out along a 400metre section of this road at the Bunratty end.  The contractor carried out temporary reinstatement by overlaying the trench with a layer of bituminous macadam across almost the full width of the road.  Some potholing occurred along the joint between the new surface and the old road surface during the winter.  The road then received a heavy patching and has held well since then.  The Council will endeavour, through maintenance work to ensure that this road is kept in good condition.  An allocation of €40k would be required to resurface this road.  There is no allocation of funding in the 2009 Roads Works Programme for this work.
  • The cost of re-lining the L3122 road is approximately €5000.  It is anticipated that funding will be available to resurface this road in 2010.  The new surface will then be relined.  I will arrange to have a number of stop lines at road junctions on this road renewed as soon as possible.

With reference to Notice of Motion no 14, submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

I am requesting that the path from the Ard Ratha estate, Castlecrine Road, Sixmilebridge be extended to connect with the existing footpath

I wish to reply as follows:-

This newly constructed estate is approximately 250metres out the Broadford road from the existing footpath.  The extension of the footpath to the estate would involve land acquisitions (including house frontages), new road boundary fences/walls, provision of public lighting, relocation/undergrounding of telephone network, provision of surface water drainage system etc.  I will liaise with the planning section to have this work funded through planning contributions.

With reference to Notice of Motion no 15, submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

To ask Clare County Council to repair the road in North Rineanna Newmarket on Fergus due to the deteriorating part of the road

I wish to reply as follows:-

This road is in reasonably good condition and is not in need of urgent repairs.  This road will be patched in due course.

With reference to Notice of Motion no 17, submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

That Clare County Council give an up to date report on the compulsory purchase order for the Derelict Site at Church Street Sixmilebridge

I wish to reply as follows:-

The Council has been pursuing this property under the Derelict Sites Act since 2006. Some improvements were undertaken on the site on foot of action by the Council but the property has still not been taken out of dereliction.

The Council initiated the compulsory purchase procedure in respect of this property in December, 2008.  However, 2 No. submissions/objections were received in respect of the compulsory procedure and in accordance with law the matter had to be referred to An Bord Pleanala.  This was done in February, 2009 and the Bord's determination is expected approximately 6 months from that time.

With reference to Notice of Motion no 18, submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting, on 21st April, 2009

I request Clare County Council to look into putting Traffic calming measures outside the new Playground in Sixmilebridge. 

I wish to reply as follows:-

The new playground is served by a new footpath, which opens off the cul-de-sac road at the Cappagh Lodge Estate.  Traffic calming is not an issue on this road. 

A pedestrian crossing and associated speed table has been provided on the Cappagh Lodge Link Road and this acts as a traffic calming measure on that road.
