Area Council Meetings: Replies to Notices of Motion 11th April, 2008,

To request Clare County Council to fill in the hole and seed the unfinished green areas in front of Aidan Park on Bothar Mor (old N19) which has been flooded for quite some time.

I wish to reply as follows:-

This area will be landscaped when the ground dries out sufficiently to facilitate this work.

Yours sincerely,

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

To ask Clare County Council to improve the road from Russells Cross to Sorreney Sixmilebridge due to extra continuous heavy traffic.

I wish to reply as follows:-

This road is a county road.  The road has been improved by strengthening and surface dressing a number of years ago.  The road width is approximately 3.5 metres which is the normal width for this category of county road.  The provision of funding for widening of Non-National roads i.e Regional and County Roads has enabled the Council to widen and re-align sections of the more heavily trafficked regional roads.  There is no prospect of funds being available for widening of County Roads such as this road.

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

To ask Clare County Council that the road from Fennessys Garage to Bunratty Castle be included for funding for resurfacing in Road Works Programme 2008.

I wish to reply as follows:-

This road is scheduled for reconstruction in 2010 as part of the Councils Multi annual Road Reconstruction Programme.

Yours sincerely,

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

That Clare County Council remove all the waste material outside the perimeter fence at Illanamanagh Graveyard in Shannon.

I wish to reply as follows:-

There is an amount of plastic type litter associated with wreaths etc. in the land beside the burial ground.  There are numerous signs in place on the boundary fence requesting people to properly dispose of this type of material.  The graveyard is well maintained with grass cutting carried out by the Council and generally cleaning carried out by a very active voluntary group.  I will make arrangements to have this litter removed.

Yours sincerely,

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

To ask Clare County Council to erect a no entry signs on right hand carriage ways on the N19 as you leave the Airport as a lot of visitors are driving on the left for the first time and are inclined to take the wrong carriage way.

I wish to reply as follows:-

The National Roads Authority is now responsible for provision, upgrading and routine maintenance of road signs and road lining on the N18 and N19 as both are National Roads.  I will contact the NRA requesting that they provide these signs.

Yours sincerely,

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

To ask Clare County Council due to continuous heavy traffic that an inspection on the dangerous bends on road from Drumline to Crowes Cross be carried out for safety reasons.

I wish to reply as follows:-

This road is about 3km long.  It is a county road carrying local traffic.  There are tow sharp bends on the road and a couple of other minor bends.  I dint see any prospect of funds being available for removal of bends on roads such as this one.  There are many similar situations all over the county.  If funds become available from any source the Council will prioritise the work at that time.

Yours sincerely,

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

That Clare County Council extend the path from the GAA complex in Sixmilebridge to the new development on the rightside of the Newmarket on Fergus Road.

I wish to reply as follows:-

It is desirable that a footpath be provided at this location as it would link the new housing gestate to the existing footpath leading to the school.  I will endeavour to prioritise this work.

Yours sincerely,

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

That Clare County Council complete the Road and Estate Name plates in Shannon.

I wish to reply as follows:-

Clare County Council has placed an order with a sign manufacturer for 115 signs and posts, which covers the remaining signage requirements for roads and estates in Shannon.  Delivery of these signs will take place within the next 3 weeks and installation will occur during the summer months.

Yours sincerely,

Michael Healy,
Executive Engineer,
Shannon Area Offices.

That Clare County Council would re paint the road markings in Newmarket on Fergus village as matter of safety for motorists and pedestrians.

I wish to reply as follows:-

Some of the existing lining has become a little faded.  I will arrange to have these sections renewed in the near future.

Yours sincerely,

Donal Hogan,
Senior Executive Engineer,
Shannon Area Offices.

That Clare County Council do a costing on the Tullyvarraga Hill Regeneration Scheme

  1. Employ a qualified tree specialist to identify the proper species for their area
  2. Give an overall cost to bring Tullyvarraga Hill to an acceptable level for the enjoyment of the Shannon Community.

I wish to reply as follows:-

I presume this Notice of Motion is referring to the Tullyvarraga Hill NeighbourWood Scheme.  Clare County Council established this Scheme in order to properly manage the local woodlands - lack of management had resulted in the area becoming overgrown with resulting negative impacts such as dumping and anti-social behaviour.  Funding was secured through a combination of grants, income from timber sales and a significant sum from the Council’s own resources.  The Scheme was completed to a satisfactory standard in line with specification under the direction of an approved Forester.

An ongoing monitoring and replacement programme is in place over a four year period from the date of planting. Already this year some dead trees have been replaced and invading conifers have been removed. This work programme will continue and involve further monitoring and tree replacements as required.

No funding is presently available for any additional works at this location. I understand a new NeighbourWood Scheme has been announced and the Council are awaiting final details.  An application for funding of further works could be made but it is not known if such an application would be successful given the relatively recent grant funding already made available for work at this location.

Administrative Officer,
