Area Council Meetings: Replies to Notices
of Motion April 18th 2006
With reference to Notice of Motion No. 14, submitted by Cllr. P. McCarthy,
for the Shannon Electoral Area Committee Meeting, on 21st March, 2006,
That an update be provided on the exact status of the Cappa Rossmanagher
Group Water Scheme.
I wish to reply as follows:-
I understand the current position of the Cappa/Rosmanagher G.W.S. to be
that the upgrading of the scheme is completed apart from securing some
marker posts. The Group had a problem in the last few months in finding
a contractor with the appropriate insurance to repair a leak. The contractor
has agreed to carry out other repairs/maintenance that may be required.
The Group were unable to get the insurance to allow the Group to carry
out the repairs.

With reference to Notice of Motion No. 12, submitted by Cllr. P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 21st March, 2006,
That Clare County Council provide Local Authority housing in Newmarket
on Fergus.
I wish to reply as follows:-
The Council is actively seeking land for social housing in Newmarket
on Fergus. In the meantime discussions have recently commenced with a
developer in regard to a turnkey development at Newmarket-on-Fergus.

With reference to Notice of Motion No. 21, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 21st March, 2006,
That Clare County Council give a report in relation to the recently re-opened
Town Park in Shannon, advising the elected Members as to who is responsible
for the ongoing maintenance of this public facility.
I wish to reply as follows:-
The upgrading of the Town Park is being carried out by the developers
of the adjoining lands on foot of the grant of Planning Permission for
the development of these lands. The developer is responsible for the management
of the upgraded Town Park until the landscaped areas and public pedestrian
routes within the development are taken in charge by the Council.

With reference to Notice of Motion No. 10, submitted by Cllr. T. Mulcahy,
for the Shannon Electoral Area Committee Meeting, on 18th April, 2006,
That this Council would explore the possibility and feasibility of linking
the service road coming off the Hurlers Cross with the new road serving
the back of St Caimins School and Ballycasey.
I wish to reply as follows;
This matter has been referred to Road Design for investigation. It is
envisaged that a report will be available for the May Meeting.

With reference to Notice of Motion No. 19, submitted by Cllr. P. McCarthy,
for the Shannon Electoral Area Committee Meeting, on 18th April, 2006,
That individual serviced sites be made available in Shannon as a matter
of urgency.
I wish to reply as follows:-
The Council has taken over a landbank in Shannon arising from the takeover
of the services in the town by the Council in 2004. Murray O'Laoire Consultant
Architects have been engaged to prepare a Master Plan for the lands in
question and it is intended that provision will be made in the Master
Plan for individual serviced sites. Discussions on the Master Plan are
ongoing with the Electoral Area Members.

With reference to Notice of Motion No. 17, submitted by Cllr. P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 21st March, 2006,
That Clare County Council, due to excessive speed of some motorists, would
provide speed limits between Grays Cross and Ministers Cross.
I wish to reply as follows:-
The speed limit on this section of the Regional Road from Sixmilebridge
to Shannon is 80km per hour. The provision of a reduced speed limit was
considered during the recent review of speed limits. It was considered
that a reduced speed limit was not appropriate in this case.

With reference to Notice of Motion No. 14, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 18th April, 2006,
That Clare County Council consults with Area Councillors concerning major
commercial or any development that can have the potential to create traffic
flow and safety problems in communities where these developments are planned.
I wish to reply as follows:-
From time to time it has been the normal practice of the planning authority
to brief area councillors on major planning applications made in their
areas. This practice will continue. If any member, following the circulation
of the weekly planning lists, has a query on a particular planning application,
then that query will be dealt with by the area planner/senior executive
planner.

With reference to Notice of Motion No. 15, submitted by Cllr. T. Mulcahy,
for the Shannon Electoral Area Committee Meeting, on 18th April, 2006,
That Clare County Council provide an update on the replacement of the
Water Main in Tullyvarraga Area.
I wish to reply as follows:-
A Water Conservation Project has commenced in Shannon to monitor water usage in the various sections of Shannon town and identify locations
of water losses. It is also an element of this project to reduce the operating
water pressure at strategic locations and consequently reduce the pressure
on watermain, which heretofore have been prone to bursts due to excessively
high operating pressure. Tullyvarraga is an area where the operating pressure
will be reduced and this work is programmed for mid 2006.
It is envisaged that these measures will make the intended replacement
of sections of watermain unnecessary, and Water Services Section will
monitor and react to the outcome of these measures as appropriate.

With reference to Notice of Motion No. 17, submitted by Cllr. P. McCarthy,
for the Shannon Electoral Area Committee Meeting, on 18th April, 2006,
That Clare County Council provide the up to date position on the provision
by Shannon Airport Authority on a sewage system for Shannon Airport.
I wish to reply as follows;
Planning permission was granted by An Bord Pleanála on 15th July 2004
for a wastewater treatment plant subject to a number of conditions.
Over the past number of months documentation has been submitted to the
Planning Authority for consideration and compliance with the conditions
of the permission.
At this stage, groundworks on site have taken place and pipework has
been laid. It is my understanding that the electrical supply is in place
and delivery of the plant is awaited. The new wastewater treatment plant
at Shannon Airport is currently under construction with an expected commissioning
date for the plant being September 2006.

With reference to Notice of Motion No. 22, submitted by Cllr. P. McMahon,
for the Shannon Electoral Area Committee Meeting, on 21st March, 2006,
That Clare County Council would provide traffic calming measures at Avondale
Newmarket on Fergus
I wish to reply as follows:-
I will arrange to have a vehicle count and speed survey carried out in
this estate as soon as possible. The results of this survey will assist
the Council in determining the necessity for traffic calming. The Council’s
policy on traffic calming will have to be complied with when the council
is proposing any traffic calming measures.

With reference to Notice of Motion No. 19, submitted by Cllr. G. Flynn,
for the Shannon Electoral Area Committee Meeting, on 18th April, 2006,
That a system of logging the reporting of faults or problems in the immediate
vicinity of the Shannon Area Office, be put in place by Clare County Council.
The current system requires continuous reporting by members of the public
and their elected representatives with little opportunity to monitor the
actions taken by the Council
I wish to reply as follows:-
All complaints are logged into a daily diary in reception and details
of the complaint are immediately passed on to the appropriate person.
This person may be a member of the staff within the Shannon Area Office
e.g. Engineer and/or Supervisor, or member of staff in the relevant section
in Council headquarters e.g. Housing or Environment. In the case of complaints
regarding public lighting details of the complaint are emailed to the
Ennistymon Area Office, which is responsible for public lighting within
the County. In addition details are also passed directly to the ESB’s
electrician dealing with repairs in the Shannon area.
