Area Council Meetings: Replies to Notices of Motion March 20th 2007

With reference to Notice of Motion no 5, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

To ask Clare County Council to takeover the Ballygireen Group Water Scheme as it has reached the required standard for it to be taken over

I wish to reply as follows:-

The Group applied to have the Scheme taken in charge and have submitted the completed Consent Forms, signed by each member of the group. The Secretary of the Group has certified that all the members signed the Consent forms and that the scheme has worked satisfactorily since its construction.

We have no objection to the scheme being taken over subject to a successful technical inspection being carried out which will be carried out in the next two weeks.

With reference to Notice of Motion no 6, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 20th March, 2007,

That Clare County Council organise a clean up of all litter from green areas in Shannon before the grass cutting season starts

I wish to reply as follows:-

The Council is concentrating its resources re litter control on the areas adjoining the principal roads throughout Shannon in order to maintain and enhance the image of the town in this regard.

The arrangement with the Social Economy Scheme re litter picking, which commenced about a year ago, was reviewed towards the end of last year and the number of hours involved was increased from 15 to 30 hours per week. This has enabled the Council to widen the scope of this scheme from the Town Centre outwards along the main roads leading to the residential areas. I am not in a position at this time to arrange for the picking of litter in the green areas before grass cutting. The Council will supply litterbags to any group who are willing to get involved in litter control. The Council will remove any bags of litter that are collected in this way.

With reference to Notice of Motion no 8, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 20th March, 2007,

That Clare County Council provide a pedestrian crossing to allow for safe access between the car parks at the square Sixmilebridge.

I wish to reply as follows:-

These car parks are located on either side of the R462 Regional road and at the junction of this road with the R471 Regional road. Consideration regarding the provision of a pedestrian crossing to facilitate crossing the R462 at this location merits the input of the Road Design Section.

I recommend that this matter be referred to the Senior Executive Engineer of the Road Design Section for a report.

With reference to Notice of Motion no 9, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 20th March, 2007,

To ask Clare County Council to alleviate the flooding at the end of the housing cluster in Lisduff Newmarket on Fergus

I wish to reply as follows:-

Investigation of this matter requires site-specific details in order to clarify the issues involved. When this matter is clarified I will then look at the situation to see what action is deemed necessary.

With reference to Notice of Motion no 10, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 20th March, 2007,

That Clare County Council environment section put in place no dumping of green waste signs on the many green public areas in Shannon

I wish to reply as follows:-

The Environment Section will meet with Shannon area office staff to identify open spaces in the town where provision of such signs is considered to be necessary and would be likely to be an effective deterrent.

With reference to Notice of Motion no 12, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 20th March, 2007,


That Clare County Council enhance the Shannon Town Roundabout as a matter of urgency.

I wish to reply as follows:-

The landscaping at this roundabout is subject to maintenance by the original Landscaping Contractor for another 2 months approximately. I have arranged to meet the Landscaping Consultant on site on 30th March to carry out a joint inspection of the landscaping at this roundabout in order to ensure that the Landscaping Contract has complied with the requirements of the contract and in particular, to ensure the replacement of any trees or shrubs which need to be replaced.

With reference to Notice of Motion no 14, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 20th March, 2007,

That the Director of Service for the Environment Mr Ger Dollard give a progress report on the Neighbourwood Scheme in Shannon

I wish to reply as follows:-


Stage 1 and Stage 2 of Neighbourwood Scheme have been completed satisfactorily.

Stage 1(Tullyvarraga Hill) involved felling and removal of older trees and planting of 13,500 various broadleaf species. Footpaths have been upgraded and gravelled and a number of clearways maintained for addition of further footpaths if desired. An access route for emergency services was developed through the centre of the area and barriers erected at each end. A number of unused access points to the hill were closed off and replaced with more suitable access points. Response from local residents and Gardai has been very positive with increased usage of walks by residents and reduction of anti social behaviour. Total investment in Stage 1 was €97,400. Of this €2,600 is set aside for future cleaning of vegetation and replacement of failures

Stage 2 (Town Park) involved thinning of trees, removal of dangerous trees and upgrading and gravelling of footpaths. This stage has been completed at cost €27,300. A further €3,300 is set aside for future cleaning of vegetation and replacement of failures

Stage 3 (Tullyglass Hill). A number of submissions have been received from residents in relation to scheme at Tullyglass and this section needs to be re evaluated before any works commence. Any changes to the existing proposal will require approval under the Neighbourwood Scheme. Progression of this section is dependent on the scheme continuing to qualify for funding under the programme. Existing proposal was costed at €55,000

With reference to Notice of Motion no 16, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 20th March, 2007,

That Clare County Council advise when remedial work is going to be undertaken at the U&V Renewal Development Drumgeely so that pedestrians can walk through this area.

I wish to reply as follows:-

The development on site has been assessed by the Councils Architect. The Council has requested quotations from the contractors who undertook the works to address deficiencies that have been identified. This quotation has been received and is currently being considered by the Council.
