Area Council Meetings: Replies to Notices
of Motion February 19th 2008
With reference to Notice of Motion no 7, submitted by Cllr. T. Mulcahy, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That this council would repair the concrete post fencing to the side of St Aidans school separating the estates from the School.
I wish to reply as follows:-
This fence is the boundary fence of the open space attached to St Aidans School and thus establishes and maintains the boundary of the school grounds at this location. It would appear, therefore,
that the maintenance of this fence is the responsibility of the school authorities. A number of other school grounds in Shannon also have boundary fences, which similarly are the responsibility
of these schools.

With reference to Notice of Motion no 8, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That details of funding and the planned extension of cycle lanes throughout the Shannon area be made available to the elected members.
I wish to reply as follows:-
- In 2007 Clare County Council and Shannon Development decided to fund the provision during 2007, 2008 and 2009 of a cycle route from Shannon Airport to Ennis. The proposed route is from the
mini roundabout at Westair, via the Industrial Estate to the pedestrian bridge leading to Tola Park and via Bothar Mor to the Old Lodge Hotel. From the Old Lodge Hotel the route is along Bothar
an Chorrain and through Ballycasey via the pedestrian Crossing at the Hurlers Cross Junction on the R471, through Hurlers Cross and the pedestrian underpass to the old N18 at Clonmoney. The
route then follows the old N18 through Newmarket on Fergus to Clarecastle and on to Ennis. The cycle route includes off-road cycleway, on-road cycleways and cycle “links”.
- In 2007 the section from the pedestrian underpass at Clonmoney to the roundabout at Newmarket on Fergus was completed. In 2008 it is intended to complete the section from Ballynacragga
to Latoon and also to provide an off-road cycleway from Bealach Bri junction to Ballycasey.
- The estimated cost of the entire cycle route over the 3 years is approximately €950,000, which will be funded on a 50/50 basis by the Council and Shannon Development. Cycle lanes were
also provided in 2007 on the new Southern Primary Road in Shannon and also along Bothar Sioda to Tullyvarraga Road.

With reference to Notice of Motion no 10, submitted by Cllr. S. McLoughlin, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That Clare County Council would improve the lighting at the Zebra Crossing at Lisheen on Bothar na Rinne.
I wish to reply as follows:-
I will arrange to have an additional public lighting pole installed at the Town Park side of the Zebra Crossing as soon as possible.

With reference to Notice of Motion no 11, submitted by Cllr. J. Crowe, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
The roadway at the back of Cappa Lodge House No's 1-18 has been 75%
resurfaced. This section is in very good condition and I am requesting that
the small section left be finished.
I wish to reply as follows:-
For a number of years part of this road was surfaced with bitumen and chips and the rest was finished in gravel. In November 2007 the untarred section was upgraded which involved adding
stone to the road to raise it to a satisfactory level and then sealing the surface with bitumen and chips. This upgrading was not appropriate to the section which was already surfaced with
bitumen and chips as raising the level of the road any higher would be in conflict with the level of the rear entrances to the houses abutting the road. All this road is now considered to
be in good condition.

With reference to Notice of Motion no 12, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That the Council provide a Drumgeely services information point adjacent to the Drumgeely Roundabout on N19.
I wish to reply as follows:-
Since 2006 the National Roads Authority has overall responsibility for provision and maintenance of signage and road lining on National Roads. Provision and maintenance of signage and lining
are contracted out to specialist contractors. The Council liaises with the National Roads Authority re provision and maintenance of signage and lining. The Council carries out emergency
repairs or replacement of signs. I will request the National Roads Authority to provide a services information sign adjacent to the Drumgeely roundabout.

With reference to Notice of Motion no 13, submitted by Cllr. T. Mulcahy, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That this Council would carry out a major clean up of the boreen at the rear of Tullyvarraga Crescent up to Murphys cottage as a lot of illegal dumping has been carried out there over the last
few years.

With reference to Notice of Motion no 14, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That Clare County Council property section identify a suitable site in Shannon for the specific construction of step down housing to cater for the many older people in Shannon and the surrounding
electoral area who may wish to downsize their property to smaller, more manageable units.
I wish to reply as follows:-
- A proposal for 6 no. step down houses has been submitted under Part V111 of the Planning and Development Act 2000. This proposal is part of a larger application, comprising 54 no. Affordable
Houses, a new access road and ancillary services at Tullyglass Lower, south of Cluain Airne housing estate. These 6 step down houses are bungalows, comprising 4 no. semi - detached and 2
no. detached and have small back gardens for easy maintenance. A decision is expected on this application in the next week, at which point it will be discussed with the Shannon Councillors. Following
this discussion, it will be put before the full Council for a decision.
- An assessment of needs to identify the extent of the demand for step down housing would be required and I have spoken with the Department of the Environment, Heritage and Local Government regarding
such approach. The DEHLG will provide additional information when the assessment is complete, as there is no national Step – Down housing scheme.

With reference to Notice of Motion no 15, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
Due to continuously heavy flooding in Lemanagh near Corrys residence I will ask the Council to take steps to improve the situation.

I will arrange to have drainage maintenance work carried out as this location as soon as possible.

With reference to Notice of Motion no 17, submitted by Cllr. P McCarthy, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That the area at the end of the Concrete section of Drumgeely Road be landscaped to enhance the entrance to Drumgeely Shopping Area.
I wish to reply as follows:-
The Council endeavours to ensure that it gets the best possible value for money regarding the maintenance and improvement of the open spaces in Shannon. I will try to respond positively,
subject to available resources, to requests to enhance particular open spaces such as the area near Drumgeely Shopping Centre.

With reference to Notice of Motion no 18, submitted by Cllr. T. Mulcahy, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That this Council would raise and repair the footpath between Casslys butchers and St Conaires School which has been flooded for quite a period over the winter.
I wish to reply as follows:-
This section of footpath was flooded during the recent wet spell. This matter has been investigated and it was found that the flooding was caused by a blocked gulley. This gulley has
now been cleaned and is working satisfactorily and there has been no flooding problem here since. It is intended to replace this gulley with a larger gulley, as the existing gulley is small
and more likely to become blocked.

With reference to Notice of Motion no 19, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That the Planning Section of Clare County Council provide a written report to the area elected councillors in relation to the unfinished development located on the river side of Church Street
in Sixmilebridge between the Old Parochial House and Enrights residence. This unfinished structure is the cause of great concern to the residents in the area due to anti social behaviour.
I wish to reply as follows:-
The site is deemed derelict and in that regard, the Transportation & Infrastructure Department of Clare County Council is addressing this case through the Derelict Sites Act 1990. They
will seek to determine ownership and take it through the statutory process. Planning permission for this development has expired and the developer is no longer operating.

With reference to Notice of Motion no 20, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
Due to recent accidents occurring coming off the Drumline roundabout to Newmarket on Fergus that Clare County Council carry out an inspection of the road signage.
I wish to reply as follows:-
All appropriate signage and lining is in place at this junction. However the stop sign should be re-located for better visibility. I will arrange to have this sign moved to a better
position as soon as possible.

With reference to Notice of Motion no 22, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 19th February, 2008,
That the Council in co-operation with the Gardai closely monitor the speed and parking of vehicles on Bothar Luachra particularly in the vicinity of St Caimins school and Cul na Greine Housing
Development.
I wish to reply as follows:-
I will arrange to have the speed of vehicles and illegal parking monitored at this location. I will discuss this matter with the Garda Authorities and will inform them regarding the Councils
concerns in this regard.
