Area Council Meetings: Replies to Notices of Motion February 20th 2007

With reference to Notice of Motion no 6, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council advise when the roundabout/junction of the N19 with the Airport /Entrance to Industrial Estate is going to be realigned/made safe as it is a hazard

I wish to reply as follows:-

This roundabout was put in place by the Contractor who constructed the new N18/N19 Dual Carraigeway. The Contractor proposed the construction of the roundabout as part of his traffic management plan, which was necessary for traffic diversions arising from the construction of the dual carriageway. The road where the roundabout is located is the responsibility of Aer Rianta. The public road (N19) terminates at the culverts beyond Drumgeely flats. The Contractor obtained written permission from Aer Rianta for the construction of the roundabout. Aer Rianta has recently improved the signage at the roundabout.

The Council will shortly be doing resurfacing works on the N19 approaching the culverts. It is intended to resurface to the mini roundabout, including the road which is presently in the ownership of Aer Rianta. The approach being adopted is a practical and a necessary one. The matter of the roundabout is being pursued by the County Engineer with Aer Rianta.

With reference to Notice of Motion no 7, submitted by Cllr. T. Mulcahy, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That this council would look at the possibility of putting a roundabout at the monument cross as traffic movements in this area are causing many difficulties for local residents.

I wish to reply as follows:-

The problem with providing a roundabout at this location is that it will almost certainly interfere with the use of existing entrances, which could be problematic. Land may also have to be acquired for a roundabout option, which could prove to be very expensive. In my opinion, the existing layout of the junction at Monument Cross is somewhat confusing and the realignment of the junction to a simple T-junction would be a more suitable junction treatment. This T-junction could be designed in a way which would force traffic on the R472 regional road to slow down before making the turning manoeuvre onto the L3162 local road off which there are a number of private dwellings. It is unlikely that the traffic volumes at this location would warrant the provision of a right turning lane or a roundabout.


I will request the road design section of Clare County Council to examine the various options for improving road safety at this location including the provision of a roundabout.

With reference to Notice of Motion no 8, submitted by Cllr. P. McMahon, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council provide double yellow lines at the entrance to the GAA Club in Newmarket on Fergus up to and including Murray’s residence.

I wish to reply as follows:-

I will arrange to inspect this location with the Garda Authorities.

With reference to Notice of Motion no 9, submitted by Cllr. T. McMahon, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council repair street lighting in Coill Mara and advise meeting of what is the average time from report to fix and what is the inspection programe in relation street light maintenance in Shannon.

I wish to reply as follows:-

A number of lights were out of action in Coill Mhara due to a cable fault. This fault was repaired last week and the lights are working again. The repair time for public lighting faults depends on the fault involved (eg whether bulb replacement, lantern repair/replacement or cable fault) and the number of faults occurring at the particular time. The condition of the public lights in Shannon has been greatly improved through major investment in new lights, poles, elimination of time clocks etc since the take-over of services.

The next phase of improvements due to commence shortly will involve the provision of new lights in the various estates on both sides of Corrib Drive, the upgrading of the lighting in the area of Drumgeely flats and also in the Aidan/Finian estates. The completion of this phase will have the added benefit of reducing the response time to faults as it will reduce the total number of faults occurring. In particular it will greatly reduce the number of time-consuming faults involving lantern repair or replacement. In a situation where public lighting stock is good the faults which occur will normally only involve bulb replacement which is not time consuming and consequently makes it easier to ensure a quick response time. The most troublesome type of fault is a cable fault and it usually affects a number of adjacent lights. Unfortunately in this case it is difficult to pinpoint the exact location of the fault. The elimination of the fault will require excavation to repair/replace the cable.

Street lighting is inspected once every month in Shannon and throughout the County and follow up maintenance is carried out based on the results of the inspection.

With reference to Notice of Motion no 10, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council remove all waste material and clean up the entire area of the Tullyglass Hill Woods situated on the Bothar Droim entrance across from Tola Park quite a considerable amount of waste has been dumped here and is a black spot when it comes to environment appearance.

I wish to reply as follows:-

Arrangements have been made to have this area cleaned up within the next week.

With reference to Notice of Motion no 11, submitted by Cllr. J. Crowe, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

To ask Clare County Council to install traffic calming measures on roads leading into Kilmurry Village. The speed is so fast that some of these cars going through the village that parents are afraid to let their children outside their homes and with a hundred and twenty children attending the National School swift action is needed.

I wish to reply as follows:-

In recent years a number of drivers were using the Regional road through Kilmurry as a rat-run to avoid delays on the N18 at Ennis, Clarecastle and Latoon etc. These drivers tended to drive faster that the average local drives. The opening of phase 1 of the by-pass during the summer will result in this undesirable element of traffic reverting back to the N18. This should have a noticeable effect on the speeding problem in Kilmurry. There is a 50kph speed limit in Kilmurry including the school and flashing school lights are in place.

With reference to Notice of Motion no 12, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council, in the interest of road safety provide a footpath on the R471 to allow pedestrians safe passage over the Railway Bridge on the Shannon Road Sixmilebridge.

I wish to reply as follows:-

There is inadequate width at the Railway Bridge to accommodate a footpath. The existing carriageway width is sub-standard for a regional road and the width of the grass margins is only approximately 0.5metres.

With reference to Notice of Motion no 14, submitted by Cllr .T. McMahon, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That the council immediately repair footpaths including tarmac paths
where there are holes, cracks and manhole frames and covers that are above path level and causing a problem in the use of wheelchairs and buggies

I wish to reply as follows:-

Since the take-over of services in Shannon Town major strides have been made on replacement of defective footpaths and provision of new footpaths. Every effort will be made to ensure that improvement works will continue on an ongoing basis.

Up coming work will include the replacement of defective footpaths on the Gort Road, Bothar na Rinne and Bothar Mor. A new footpath will be constructed to link the proposed pedestrian crossing on the R471 at Hurlers Cross to Sli Lara in Ballycasey. Footpath improvement work is prioritised on the basis of various factors such as the volume of pedestrians and condition of existing surface etc. Representations from Councillors re prioritisation of footpath improvement works are always welcome.

With reference to Notice of Motion no 15, submitted by Cllr .G. Flynn, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council put in place appropriate trees on the location between 18 & 19 Cill Chais Drumgeely.

I wish to reply as follows:-

I have made arrangements with the Gardening Section of the Council to have suitable trees planted here in the planting season.

With reference to Notice of Motion no 16, submitted by Cllr. J. Crowe, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

To ask Clare County Council to install traffic calming measures and signage in Ashview Drive to help slow down the traffic using the Estate, especially with the number of children in the area

I wish to reply as follows:-

This estate is not taken in charge by the Council.

With reference to Notice of Motion no 17, submitted by Cllr. P. McCarthy, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council resolves the flooding problem being experienced by Hockshaws and resulting from water flowing off the R471 on to their property.

I wish to reply as follows:-

Arrangements have been made to have the drainage at this location improved within the next week.

With reference to Notice of Motion no 19, submitted by Cllr. G. Flynn, for the Shannon Electoral Area Committee Meeting, on 20th February, 2007,

That Clare County Council repair the section of road near the Town Centre Roundabout where a section of surface on Bothar na Rinne has subsided leading to ponding of water, which is a traffic hazard and a source of nuisance to pedestrians who use adjacent footpath.

I wish to reply as follows:-

I will arrange to have the necessary road works carried out at this location as soon as possible in order to eliminate the water ponding problem.

To ask Clare County Council before the tourist season starts that there would be a survey done on the lighting in Bunratty and add some more if necessary.
