Area Council Meetings : Replies to Notices of Motion February 15th 2005

With Reference to Notice of Motion No. 4 submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council provide a footpath from the turning area at Ballycasey Grove to the footpath adjacent to Bóthar an Chorráin.”

I wish to reply as follows:

This is a very short length and a lot of pedestrians cross out from Ballycasey Grove to Bóthar an Chorráin at this location. A footpath is desirable as pedestrians are presently crossing the grassed open space. Undertaking of any work is dependent on funding and overall works programme.

With Reference to Notice of Motion No. 5 submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“I wish to ask Clare County Council for a start date for the new reservoir and related waterworks and the upgrade of the existing pipes in Newmarket on Fergus village and surrounding area.”

I wish to reply as follows:

The position with this contract is that Contract Documents were sent to the Department of the Environment, Heritage and Local Government some time ago seeking approval to go to tender. This approval has not been received. Until such time as the Council receives this approval, the Council is not in a position to give an exact date for the commencement of the works.

With Reference to Notice of Motion No. 6 submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council immediately resurface the road leading in to Ballycasey Workshops due to the serious and dangerous state it is in.”

I wish to reply as follows:

A short section of this road at the entrance to a new housing estate, which is under construction, has been damaged by construction traffic. The estate developer will resurface this section and has confirmed that a specialist contractor is expected to be on site shortly and the work will then be carried out.

With Reference to Notice of Motion No. 7 submitted by Cllr. T. Mulcahy for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That this Council would replace the water mains line in Tullyvarraga Crescent as a number of breaks have occurred in this area in the last two years and also this line runs under residents gardens etc.”

I wish to reply as follows:

Water Services Section are presently examining the watermain network in Shannon, with a view to drawing up a priority list where replacement is urgently required. The watermain in Tullyvarraga Crescent is high on the priority list and will be considered for replacement during the school holidays.

With Reference to Notice of Motion No. 8 submitted by Cllr. G. Duff for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council install lighting on the road to the rear of Killian Park. This road runs from Cronan Park across the bottom of Tullyvarraga Cresent and ends at Ard na Gréine.”

I wish to reply as follows:

There is a gap in the public lighting network at this location. An overall assessment of public lighting in Shannon is nearing completion. This location will be included in the overall assessment.

With Reference to Notice of Motion No. 9 submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“The existing car park at the back of the Catholic Church in Sixmilebridge is in urgent need of drainage and re-surfacing, as people are unable to park there, I am asking Clare County Council to consider this request.”

I wish to reply as follows:

This car park is not the main car park for the Church. The existing surface is reasonably good with no potholes or ponding of water. The car park is not a suitable location for more general car parking for various reasons including sub-standard access through a residential area. The cost of providing a piped drainage system, making the surface reasonably level and resurfacing the car park could be close to €100,000. I cannot see the Council having the funds to do this work where there is only occasional use of the car park.

With Reference to Notice of Motion No. 10 submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council repair the bus shelter at Bóthar Mór, Drumgeely.”

I wish to reply as follows:

Further to complaints received, the Council has recently requested Shannon Development to repair this bus shelter and other bus shelters in the Industrial Estate. These bus shelters were provided by Shannon Development to serve the needs of employees in the Industrial Estates.

With Reference to Notice of Motion No. 12 submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council give a report relating to progress on the putting in place of signage on the approach roads to Shannon concerning local facilities together with location map.”

I wish to reply as follows:

A professional sign design company has been commissioned to design “Welcome to Shannon Town” signs. In discussion with local business it has been suggested that these signs would incorporate advertising for various businesses in the town. Once a draft design is available it will be brought before the County Councillors in the Shannon Area for discussion.

“That this Council would repair/replace the footpaths in The Grove as they are breaking up.”

A section of footpath in this estate is in bad condition and will be replaced as soon as possible.

“I asking Clare County Council to erect a light on the existing pole between the bungalow at the back and the two-storey house in front of Church View.”

I wish to reply as follows:

There is a public light missing on the public lighting network at this location. I will arrange to have this replaced as soon as possible.

With Reference to Notice of Motion No. 16 submitted by Cllr. P. McCarthy for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council outline plans and timetable for the cleaning and upgrading of all street furniture in the Shannon Electoral Area.”

I wish to reply as follows:

The street furniture is cleaned and upgraded on an ad-hoc basis rather than to a set plan and timetables as is the case for say road reconstruction and surface dressing where significant grants are available on an annual or multi-annual basis. The Council endeavours to maintain and upgrade street furniture as the need arises.

In this context the Council is committed to replacing the open concrete litterbins in Shannon with new metal ones. It also intends to replace approximately ten fibreglass public lighting cabinets with new metal cabinets as the existing ones are in poor condition and prone to vandalism.

With Reference to Notice of Motion No. 17 submitted by Cllr. P. McMahon for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council up-grade the existing water-pipe network in the general Carnakilla area of Newmarket on Fergus, to facilitate the present customers and the future growth of the area.”

I wish to reply as follows:

This is a road in the Carrownakilly townland (local name: “short sweep”) which hasn’t got piped water for it’s entire length. One end of the road in question is served by the Rathfolan Group Water Scheme and the other end by the Newmarket on Fergus Public Water Supply. The residents along this road who have inadequate or no water supply should consult our Group Water Section in New Road, Ennis re the feasibility of initiating a Group Water Scheme for this entire road.

With Reference to Notice of Motion No. 18 submitted by Cllr. G. Flynn for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That Clare County Council resurface the local service road coming off the Stonehall road, Newmarket on Fergus, which has been severely damaged due to recent waterworks.”

I wish to reply as follows:

Temporary road restoration after pipe-laying was carried out by the Group Scheme Contractor last year. There is an allocation available through the Group Scheme Contract, for permanent restoration of the road. The permanent road resurfacing will be carried out by Clare County Council in conjunction with the resurfacing of other roads, scheduled for resurfacing as part of the 2005 Roadworks Programme.

With Reference to Notice of Motion No. 19 submitted by Cllr. T. Mulcahy for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“That this Council would pipe or fence off the culvert / drain that runs from the old lodge almost to the Aidan Park Traffic lights.”

I wish to reply as follows:

This drain is on land now owned by the Council since the recent transfer of assets from Shannon Development. Sections of this drain are fairly close to the public footpath and could be regarded as hazardous. I agree that fencing or piping should be carried out.

With Reference to Notice of Motion No. 21 submitted by Cllr. J. Crowe for the Shannon Electoral Area Committee Meeting on 15th February, 2005.

“I am requesting that the Council re-surface the road at the back of the new library in Sixmilebridge as this road is being used by cars and the general public.”

I wish to reply as follows:

This is a short section of road and needs resurfacing. I will arrange to have this done when road re-surfacing work is being carried out in the general area.
